The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Constitution The Government is empowered that, from the date of entry into force of this Law, but not before the end of the second ordinary session of 2002 and until the resumption of Parliament's work in the first ordinary session of the year 2003, to issue ordinances in areas not subject to organic laws, as follows: I. Accession and ratification of international agreements and agreements, with the exception of the treaties concluded on behalf of Romania: 1. ratification of addendums between the Government of Romania and the European Commission at the Memorandum of Financing of the National Programme PHARE 2000-RO0004-RO0007, signed on 6 November 2000; 2. ratification of the Addendum between the Government of Romania and the European Commission at the Memorandum of Financing of the Programme-RO0101-The additional investment facility for Romania, signed on December 4, 2001; 3. ratification of the Addendum between the Government of Romania and the European Commission at the Memorandum of Financing of the Programme-RO0008-ACCESS, Special Programme for the Strengthening of Civil Society, signed on 22 December 2000; 4. ratification of the Financing Memorandum for the Horizontal Programme on the Management of Pre-Accession Funds, signed on 22 October 2002; 5. ratification of the Agreement between the Government of Romania and the Government of the Hellenic Republic on the Cooperation and Development Programme for a period of 5 years, signed on 19 August 2002; 6. accession to international conventions and ratification of conventions, agreements and other international agreements, other than those provided for in item 1-5. II. Economy and public finances: 1. measures in the field of financial and foreign exchange discipline of economic agents; 2. regulation of the patrimonial situation of the Romanian Commercial Bank-S.A. in the disputes arising after the entry into force of the Government Emergency Ordinance no. 131/2000 131/2000; 3. measures regarding the realization of state claims 4. correlation of some provisions of financial and fiscal legislation; 5. modification of some regulations on regional development in Romania; 6. modification Government Ordinance no. 25/2002 on certain measures to pursue the execution of the obligations assumed by the contracts for the privatization of companies, approved with amendments by Law no. 506/2002 ; 7. measures to ensure the process of privatization/restructuring of companies included in the RICOP Program; 8. establishment of the holding companies and industry groups; 9. measures to harmonise the legislation on the free movement of capital with the Community acquis; 10. modification of the legislative framework on the road and special fund of public roads; 11. improvement of the legislative framework for transport in order to harmonise with Community legislation; 12. measures regarding the development, conservation and sustainable territorial development, relaunching of activity in the construction field; 13. the empowerment of territorial and hunting territorial inspectorates for the concession, on behalf of the state, of the forest land public property of the state, related to the assets sold by the National Forest Regia; 14. improvement of the legislative framework on the precious metals regime in Romania; 15. measures regarding the financing of investment objectives for local public authorities; 16. supplementing the regulations on the granting of dairy and bakery products for children in preschool and primary education; 17. modification of the regulations on the organization and conduct of tourism activity in Romania. III. Central and local public administration: 1. assigning and changing the names of individuals; 2. measures regarding public lighting in urban and rural areas; 3. measures to promote investments in the communal household; 4. measures regarding the execution of claims of local budgets; 5. modification and completion art. 36 36 of Law no. 105/1996 on population records and identity card, with subsequent amendments and completions; 6. modification and completion of legal provisions regarding public water supply and sewerage services, heat supply and sanitation; 7. regulations for the harmonization of the provisions of the internal legislation on advertising with the Community legislation 8. the extension of some deadlines provided for in normative acts with the force of law; 9. modification and completion Government Ordinance no. 26/2000 with regard to associations and foundations; 10. modification and completion Law no. 26/1990 on the Trade Register, republished, with subsequent amendments and completions; 11. modification and completion Government Ordinance no. 89/2000 on certain measures for the authorization of operators and the making of entries in the Electronic Archive of Real Securities; 12. perfecting the legislative framework on public procurement through electronic auctions; 13. regulation of the obligation of central and local public administration institutions for reporting data on the information society through electronic means provided by the Information System of Management and Monitoring of Inquiries-SIGMA; 14. establishment of the National Hipic Authority 15. establishment of spending regulations for public administration authorities and public institutions. IV. Work and social solidarity: 1. measures for the protection of maternity at work and families with children up to 3 years of age; 2. regulations on work permits; 3. measures for the protection of personnel whose individual employment contract will be opened as a result of redundancies determined by the reorganization of the National Forest Regia. V. Education, research, culture, youth and sport: 1. regulations on the organization of units in private education and the structure of the educational year; 2. the regulation of granting the right to procure, hold and use seals with the coat of arms of Romania and the stamp of the accredited private higher education institutions; 3. approval of the methodology for financing the units of state pre-university education; 4. measures to promote and organize activities in the nuclear field; 5. regulations on the management of spent nuclear fuel and radioactive waste for final storage; 6. modification and completion Law of Libraries no. 334/2002 ; 7. granting the status of a private law to the Youth Council of Romania. VI. Child protection, health and family: 1. rights granted to children and young people protected by specialized public services for the protection of the child in residential and semi-residential conditions, mothers protected in maternity centers, as well as to children in foster care or entrusted professional foster carers; 2. modification and completion of some regulations on the establishment and sanctioning of contraventions to the legal norms of hygiene and public health; 3. amending and supplementing certain regulations on preventing and combating the effects of the consumption of tobacco products; 4. regulations on the organization, functioning and financing of health protection; 5. establishment, organization and functioning of the National Authority for Persons with Disabilities. VII. National defence, public order and national security: 1. Correlation of the legal provisions on the payroll system and other rights of military personnel in the public institutions of national defense, public order and national security, as well as the granting of salary rights to civil personnel of these institutions; 2. assimilation of the management positions within the Ministry of National Defence, regarding the performance of the protocol expenses and actions, with the functions provided for the organizational structures of the public administration authorities and public institutions; 3. regulation of pay and other police rights. + Article 2 (1) In accordance with the provisions of art. 114 114 para. (3) of the Romanian Constitution, the ordinances issued by the Government pursuant to art. 1 will be submitted for approval to the Chamber of Deputies and the Senate, according to the legislative procedure, until the resumption of Parliament's work in the first ordinary session of 2003 Failure to comply with the deadline draws the end (2) Ordinances adopted by the Government according to art. 1 will be debated as a priority. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament or if reports of the standing committees referred to them have been drawn up and submitted, these will be considered by the Government when issuing the ordinances. This law was adopted by the Senate at the meeting of 21 November 2002, in compliance with the provisions of art. 74 74 para. (2) of the Romanian Constitution. p.
