Law No. 57 of 3 October 1968 (republished) Organization and operation of the Councils ISSUING popular COUNCIL of MINISTERS Published in the Official Gazette nr. 96 of 3 October 1980 Chapter 1 General provisions Article 1 popular Councils are local organs of State power, elected by universal, equal, direct and secret ballot, through which the people exercise State power in counties, Bucharest and its sectors, other municipalities, cities, towns and municipalities.
The realization of constitutional provisions, according to which the people's power is based on muncitoreasca-peasant Alliance, popular Councils ensure development and strengthen the unity of the working class, the peasantry and intellectuals, of all working people without distinction of nationality.
The overall activity of the popular councils takes place on the basis of workers ' self-management and economic and financial self-administration and aims at strengthening the Socialist orinduirii, affirming the principles of socialism in all localities of the country, proper management of material resources and labour, the development of productive forces and diversification of the local economy, the growth of cultural and material welfare of the people, freedom and human dignity of human personality affirmation of multilateral to promote consistency, ethics and equity Socialist.

Article 2 the popular Councils operate under the leadership of the Communist Party, leading the Roman policy of the whole society.


Article 3 the popular Councils are organisation and operates on the basis of the principle of democratic centralism, the fundamental principle of the Organization of the entire State activities in the Socialist Republic of Romania.
Popular councils promote the social and economic life, State, local, and the principle of collective leadership.
Popular councils solve problems of local interest in accordance with the general interests of the country. They have fundamental obligation to ensure the country's Constitution and laws, to counter any trends of disregard of legal provisions, to act for and compliance with the law, [wacko] strengthening of socialist legality, removal of bureaucracy and formalism.
The popular councils, in administrative-territorial units in which they are selected, the control in all areas of activity, in order to bring the spirit of responsibility and discipline in the work of groundbreaking, combativeness and efficiency in solving the requirements and proposals of citizens.


Article 4 the popular Councils based its activity on the principles of Socialist democracy, thanks to the direct participation of all citizens, irrespective of nationality, race, sex or religion, in the deliberations of the local affairs of State and public functionaries and the decisions and measures that have been taken.

Citizens ' meetings will be held on the common, cities, municipalities or counties, as follows: (a)), the General Assembly of citizens: within larger municipalities, the meetings shall be held on the villages;
  

b) in cities and municipalities, citizens ' assemblies on neighborhoods, with the participation of parliamentarians, standing committees, committees of citizens, residents, associations as well as representatives of the people working in enterprises and other social and economic units;
  

c) in counties, civic gatherings, with the participation of parliamentarians, standing committees, mayors of communes, towns and municipalities, representatives of the working people in enterprises and economic and social unit, as well as citizens from numicipii, towns and municipalities within the County. Article 5 Councils are obliged to keep the citizens through the press, radio, display stations and other mass media, on the work done and decisions adopted with regard to economic and social development of administrative-territorial units in which they are chosen, as well as with regard to other tasks in the proper management and administration of localities, in solving problems related to the life and the work citizens.


Article 6 in the exercise of all powers delegated to them, the popular councils apply the principles of workers ' self-management and economic and financial self-administration, ensure, in accordance with the provisions of the economic-financial mechanism, with a maximum effective use of financial and material means with which they are entrusted, the continuous development and proper management of settlements, increasing revenue and, on this basis, autofinantarea counties, cities and municipalities.


Article 7 popular Councils strengthen and develop links with local authorities of democracy and Socialist Unity Front, in order to mobilise working people to the realization of the sacinilor plan and the progress of actions for economic development and social and cultural advancement of administrative-territorial units, as well as the systematic and proper management of municipalities, towns and communes.
Popular councils strengthen the links with organizations and their public support and bestow in carrying out the tasks delegated to them.

Popular Councils ensure protection of citizens ' rights and maintaining public order.


Article 10 popular Councils examines the issues of economic and social-cultural construction of local interest and those of republican interest in administrative-territorial units in which they are chosen and where appropriate make proposals to solve them or to the competent bodies for resolving them, participation in the elaboration of appropriate measures.

Article 11 shall examine and solve the popular Councils, together with State bodies, economic units and social and cultural institutions that are subordinated to them, not all issues of common interest relating to the multilateral development of counties, Bucharest and its sectors, municipalities, towns and communes.


Article 12


Popular councils are responsible for all activity of agricultural production, of the proper organisation and conduct of agricultural works, rational and efficient use of the Land Fund, the growth of plant and animal production; controls and supports the work of the agricultural units of State and cooperative farms, and the population of the administrative-territorial units in which they are elected and take appropriate measures.

Article 13 popular Councils in their duties, observing law adopt, decisions.

Article 14 the guidance and control of general popular councils are exercised by the National Assembly.
In the interval between sessions of the Grand National Assembly, popular councils activity is guided and controlled by the State Council.

Article 20 In accordance with the provisions of the single national plan for economic and social development, popular councils are responsible for developing and carrying out plans for economic and social development in territorial; organizes, directs and controls the performance of the tasks of the plan by all economic units, regardless of their subordination.
Popular councils shall ensure the development of industry, agriculture, transportation, services and other economic branches, for harnessing the full local resources, contributing to increasing economic potential throughout the country, raising the quality of life for all citizens.


Article 21 popular Councils are obliged to act with firmness to reduce production costs, increase labour productivity, introduce a severe regimen of savings, using household materials base spirit. To this end, measures have been taken to reduce consumption of energy, fuels and materials, using reusable and recoverable materials, increasing the use of all resources and materials available locally.


Article 22 popular Councils are responsible under the law for guidance and coordination of all activities of industry, an integral part of the socialist economy, proper organization of the work of the production units and the provision of services, regardless of their subordination, capitalizing on the efficiency of material resources and strengths in the job satisfaction of the requirements of the products and services of the population.
Small industry development, popular councils acting for the productive activity and the provision of services, throughout the year, has available manpower.
Also popular councils shall provide for the collection and recovery of small industry, of all material resources available, local raw materials and reusable materials, parts and subansambelor resulting from the dismantling of fixed funds, durable goods and personal effects worn metal resources, chemicals, materials, textiles and leather, agro-food waste substances resulting from the processes of production or consumption, and the like.


Article 23 popular Councils ensure uniform leadership of the whole aagriculturi from the territorial administrative units in which they are chosen, in order to increase agricultural production, increase the contribution of agriculture to the national economy and raising the living standards of the population.
Popular councils take measures and responsible for the defence, preservation, improvement and effective use of land and the main means of agricultural production, for all areas of land from the State sector, the cooperative sector and households.


Article 24 popular Councils provide the conditions necessary for the development of livestock farming in order to cover the increased requirements of the population and raw material needs of industry; take measures for the proper management of the whole of the occupied areas with meadows and natural pastures, using the existing potential for continuous development of cattle breeding.


Article 25 popular Councils rapsund satisfying the needs of consumption of vegetables, potatoes and fruits in fresh condition, amre as soon as possible during the year of the establishment of stocks for autumn and winter, canning supplies of raw materials, as well as creating export availability.


Article 26 in order to increase the contribution of population to increase agricultural production and livestock and crop insurance needs of own consumption with meat and other animal products, popular councils shall ensure that all the residents of the rural area and urban holding agricultural land to cultivate and grow them to animals and birds.
Popular communal councils, city and municipal programmes will be drawn up by the growth of animals and birds for every household within the administrative and territorial and will take measures to increase production on the surfaces intended for fodder base, on pastures and natural fîneţele, harvesting, storage and conservation of the entire production of fodder, thanks to its judicious use, so that every household should be able to accomplish the obligation to raise livestock and poultry.
The number of animals and birds that may be raised by each household for own needs, sell at the market or purchasing for unlimited times is OK.
Popular communal councils, city and municipal programmes should include specific targets for each household, based on broad consultation of citizens, setting the number of animals and birds, the production and supply of livestock products to the State, in conjunction with the tasks of economic and social development of the territorial-administrative unit. Properly to be determined and tasks of all areas, planting fruit trees and bushes, agricultural production, which will get the supplies of vegetables, potatoes, fruit and other agricultural products to the State.
Programmes for the development of livestock and poultry are subject to debate, general meetings of citizens in common and become binding on all inhabitants of rural areas, after their adoption by the popular councils.


Article 27 popular Councils responding, in conformtiate with the tasks of the plan, ensuring resources necessary for establishment of State Fund for grain, vegetables, fruit, livestock, poultry, milk, eggs and other foodstuffs of plant and animal as well as coverage of the consumption needs of the population in their range of activity.


Article 28 popular Councils are responsible under the law for the proper management of forests that are in the local administration, for the execution of activities laid down in the forest management plan of their own nurseries, afforestation and protection, restorative care, for guarding the stands-forestry, exploitation and valorization of wood mass.


Article 29


Popular councils take steps and rhythmical supply of rapsunde and proper serving of population, development and diversification of the range of products and services, improve their quality, good organization and supply of agro-food markets, expanding and modernizing commercial, catering and providing services both in cities and in villages, in close harmony with the requirements of the population.
Popular councils are required to organize and oversee commercial activity and the provision of services, to ensure the judicious allocation of territorial and commercial units that provide services and goods to fund settlements and commercial systems; to control and to support the work of the canteens and restaurant, the establishment, in accordance with the law, some units annex for the proper valorificari of resources and adequate supply of canteens and restaurant.
Popular councils are responsible for the compliance with legal regulations relating to the fixing of prices and tariffs for goods and services with which they have been given the responsibility, as well as for the maximum price of mercurial, within the limit of which the producers in their country, market products and maximum rates for services rendered to population by artisans or other private providers.


Article 30 in order to develop the urban-household of urban and rural popular councils are responsible for the proper organization and operation of public transportation, maintenance of water supply networks, sewage and heating stations, upgrading and maintenance of roads and streets, sanitation of localities, as well as for the realization of other works with urban character and administrative-household.
Popular Councils ensure full realization of the plan to build housing in compliance with strict ordering, ensuring their execution at an appropriate level of quality, as well as the proper maintenance and management of the housing stock.
Popular councils take measures to increase the contribution of citizens to resolve the problems they raise the modernization, good management and the beautification of municipalities, towns and municipalities, in order to enhance the contribution of acesstora at road works, settlement of whites, consolidation of banks, water supply, sewerage, parks, facilities, green spaces, playgrounds for children, tennis and sports, as well as other related works.


Article 31 Councils take measures, according to the popular law, environmental protection, controlling how Socialist units shall meet the established measures and use investment funds designed to protect and improve the quality of environmental factors.


Article 32 the popular Councils shall be responsible, under the law, in order to satisfy water requirements of the population and the economy, capitalizing on new water sources, rational use of water, protecting them against depletion and pollution, as well as for the development and maintenance of local interest and protection against floods.


Article 33 popular Councils shall be responsible under the law for ensuring that the conditions of use of the movement, execution of upgrades, repair and maintenance of their curateniea streets, preservation and maintenance of buildings and technical facilities and household, the flags on the road and plantations, the antrenînd population in the settlements.


Article 34 popular Councils provide guidance to the entire political-educational activities and cultural institutions in education and culture, schools, nursing homes and other units, ensure the smooth organization of the Festival "song of Romania" and other cultural and educational actions for the purpose of erecting permanent social consciousness of citizens of new man, the Socialist and Communist Romania.


Article 35 popular Councils provide guidance, control and coordination of education in administrative-territorial units in which they are elected, pursuing the proper organisation and conduct of educational process, development and utilisation of the material base and strengthening accountability for improving teachers continue in relation to the requirements of the society, training for work and life of the younger generation. At the same time, action will be taken in order to achieve, within the framework of practical activity carried out in schools and colleges, industrial products, especially consumer goods.


Article 36 popular Councils are responsible for the implementation of the tasks they are responsible for ensuring the population's health and welfare, development and modernisation of the sanitary units and the efficient use of the technical-material base, and distribution and proper use of medical personnel in order to prevent sasnitar, and combating disease, continued strengthening of the health status of the entire population.

Article 38 pursuant to the farm of the new economic-financial mechanism in social and economic activity at the local level and ensuring the autofinantarii of communes, towns, municipalities and counties, popular councils are obliged to take measures for the proper management and use of financial and material means with which they are entrusted and increased revenue to continue their own local budgets, through the development of small industry, of the provision of services , communal, socio-cultural and other economic activities, as well as through the participation of citizens in the spirit of Socialist ethics and equity in the formation of own revenue settlements under the terms stipulated by the law.
Popular rapsund ensuring councils conduct by each unit of a profitable economic activities, increasing benefits and strengthening the system of savings in all productive and socio-cultural developments, the value of all sources of revenue increase to be implemented in their territory, their judicious use, for performing complete plan in territorial, local budgets and budgets of revenue and expenditure of all subordinate units.


Article 39 the popular Councils are required to capitalize on the energy, creative ability and initiative of all working people in the decision-making process and decisions infaptuire, to resolve and readiness with all the problems raised by citizens, so that their whole business is closely linked to the real needs of the population, reflecting, in this way, the aspirations and interests of the working people in socialist society developed multilaterally.
Popular councils are obliged to submit to the debate in the assemblies of citizens territorial plans, revenue and expenditure budgets of localities, all based on the development issues, and to report on the work carried out.


Article 40 the provisions of this chapter apply properly and in the work of the executive committees of councils and their offices.


Chapter 3 the popular Councils, section I, Article 41 Powers popular Councils decide under the law for all matters of local State, exercised the following main tasks: to) adopt plans for economic and social development in territorial, based on the burden of the national plan;
  

(b) local budgets and adopt) approve the account of the end of the budget year; establish local taxes and duties;
  

c decide on matters concerning) the plan of local economic and social and local budgets and are responsible for their realisation; pursuing the realization of the plan for economic and social development in territorial; decide on issues concerning planning and systematization of localities, both distant goals, achieving economic development investments, small industry, increasing agricultural production, the use of the Land Fund, water management and execution of the works concerning the arrangement of watershed management, forestry development, forestry and communal passions, communal and housing, environmental protection, commercial activity and the provision of services, the development of education, culture, and social assistance snatate , carrying out tasks relating to the national defense;
  

d) choose and revoke the committees or executive offices, choose and dismiss any of their members;
  

e) establish the number of standing committees, their members choose and revoke, lead, guide and monitor their work;
  

f) proposals made in examining citizens ' meetings and decide on how to deal with them.
  

g) decide, according to the law, the revocation of Deputies, on the basis of proposals from the local councils of the Frontline democracy and Socialist Units: approve, in consultation with the local councils of democracy and Socialist Unity Front, termination, upon request, of the mandate of the Chamber of Deputies, before the expiry of the mandate of the people's Council;
  


h) set up under the law, economic units, institutions of education, culture and Socialist education, health, and workplace issues and social protection, of local interest;

k) organizes and coordinates the overall activity of dissemination, knowledge and understanding of the decisions of the party and rule of law by citizens, to act in accordance with the provisions thereof, in which purpose shall establish programmes of special measures; ensure the implementation of and compliance with the decisions of the party, the laws and decrees, as well as its own rulings, by camera, and subordinate units and examines the way regularly are brought to fruition;
  

It may require for meeting) decisions of Congress, legislative Chamber, popular councils and conferences of hierarchically superior popular councils;
  

m) lead, guide and supervise the work of local organs of State administration of economic entities and social institutions subordinated culurale; examine their activities and establish measures to improve their work;
  

n) exercise any other powers provided by law.
  


Article 42 in addition to the tasks referred to in article 1. 41, popular councils may have the following specific duties: 1. choose popular Councils and Presidents of County revoacă County Court judges, and judges for the courts of the County, as well as heads of procuraturilor County prosecutors. The choice is made during the first session of the people's Council, after establishing a session thereof, on a proposal from the Ministry of Justice, the Attorney-general. Elect works until fresh elections for chief judges and prosecutors. Section II, Component and constituira popular councils Article 43 popular Councils are made up of deputies elected on the constituencies, one Deputy for each constituency, of citizens with the right to vote, who have reached the age of 23 years, irrespective of nationality, race, sex or religion.


Article 44 term popular councils and of the municipality of Bucharest is 5 years, while the popular municipal councils, of the sectors of Bucharest, city and municipal services is 2 and a half years.
They cease from the date of the elections for the new Board.


Article 45 newly elected Council is popular in its first session, the Committee or the Executive Office of the Board whose term of people's expired, within 30 days from the date of expiry of the previous people's Council.
The work of the first session of the people's Council are operated, until the election of a Chair, the oldest age of MPs.
In the exercise of his powers the President of years is assisted by two deputies elected on the proposal of the Council.
The Council, in its first session, check the legality of election to each lawmaker, hotarind validation or cancellation of your choice.
To verify the legality of the election of Deputies, elect from among the Council members, popular throughout the duration of the mandate of a Commission or validation, composed of 3 to 9 members.
After validating the election, lawmakers lodged oath of faith and devotion to the Socialist Republic of Romania.
After the people's Council is sworn in, choose between members, a Presidium, composed of 3 to 9 members, for leading the work of the session.
The Council shall elect, from among the people's deputies, the Executive Committee or, where appropriate, to the Executive Office. Election shall be by function.
After the election of the Executive Committee or its Bureau shall take an oath, members of the faith and devotion of the Socialist Republic of Romania.
Popular Council establishes, by sectors and fields of activity, appropriate to the specific requirements and local needs, and the number of standing committees and elects its members from among the deputies.


Section III-of the popular councils Functioning Article 46 popular Councils work in sessions. The session is the form in which the popular democratic exercise State power on the local level and the main way by which lawmakers meet the mandate given by voters.
Popular Councils hold sessions every three months. Popular councils are convened in session by decisions of committees or executive offices. The convening of the regular sessions shall take place at least 10 days before the date fixed for keeping them.
Popular Council can be convened, whenever necessary, in extraordinary session on the initiative of the Committee or the Executive Office or at the request of at least one third of the votes cast.
Popular councils are public sessions, unless the Council otherwise decides when popular.
The debates in the sessions are carried out in Romanian language, building in the territorial-administrative units inhabited and population of other nationality than Romanian, using the mother tongue of the population.
The popular councils may be invited people from the leadership of ministries and other central organs of economic entities and State institutions, public organizations, and other persons whose presence is now considered useful.


Article 47 the popular Councils working in the presence of at least half plus one of the total number of Deputies, and the work of the session are conducted by a panel consisting of 3 to 9 members. The Presidium shall elect, from among its members, the President of the people's Council session.
Popular Council adopt decisions by open vote, unless the Council decides that the popular vote should be secret. Decisions shall be adopted by voting the increase of Deputies composing the popular Council, and shall be signed by the Chairman of the session. The decisions taken in the case of art. 45 and 5 shall be signed by the President of the age.


Article 48 the draft agenda of the session shall be drawn up by the Committee or the Executive Office of the Board and shall be approved by the Council.
Where an issue has been put on the agenda at the request of one or more members or to proposing permanent commissions, the need to include them in the agenda will be exposed, as appropriate, one of the lawmakers or the President of the Permanent Commission. Presentation of the problem after the agenda has been approved may be made either by initiatori or by a member of the Committee or the Executive Bureau of the Council.


Article 49 the debates shall be recorded in minutes, signed by the President of the people's Council session.

Chapter 4 executive committees and the executive offices of the popular councils, section I, article 50 Committees Powers and executive offices of the popular councils, in administrative-territorial units, enforcement of laws, presidential decrees, decisions of the Congress, the legislative Chamber and the popular councils, conferences, the rulings of the Council of Ministers, as well as with normative acts of ministries and other central bodies of the Legislative Chamber approved the popular councils, rulings and decisions of the committees hierarchically superior or executive offices.
Committees and executive offices organize and ensure the implementation of decisions adopted by the popular councils they have elected and decisions.

h) ensure systematic documentations and technical documentations necessary economic construction plan of investments and capital repairs, as well as the execution of these works, focusing on the construction of new housing location in compact assemblies, integrated harmoniously into each physiognomy localities; organizes the work of the quality processes of investments, urban works, maintenance and modernisation of traffic arteries, electrification of villages, building housing State property and personalty; ensure quality control and discipline in construction, issue authorisations as provided by law;
  

I) establish programmes of measures in order to execute in time and in good condition to agriculture by the keepers of farm land and are responsible for bringing them to fruition, ensure the conservation and efficient use and Land Fund, applying scientific criteria for zoning of production and the establishment of a rational structure of crop, full performance of afforestation and forest management in their direct administration finetelor, maintenance and natural rangelands and the development of heritage trees-vineyard;
  

j) organizes, in collaboration with the specialized agencies and the cooperation of local-based programs, agro-processing, supply and servicing of population; controls the business and providing services and rules of trade; ensure the judicious allocation of goods to localities and commercial systems; supports the cooperatia handicraft and cooperatia; authorizes the operation of co-operative organisations units; authorizes the work of craftsmen;
  

k) establish prices and tariffs for goods and services, and controls how the application of prices and tariffs in the administrative-territorial units, according to the law;
  

l) organizes, in collaboration with the specialized agencies, the educational activity, culture and education, healthcare and tourism, as well as work on strength work, social security and social assistance; pursuing continuous improvement of working conditions and welfare of the population, life; take measures to protect the natural environment; organize and archive preservation fund;
  

m) organises the participation of citizens in resolving local affairs of State and public. p) supports the recruitment of military bodies and the incorporation of citizens subjected to military service; ensures implementation of measures concerning preparation of subordinate enterprises and mobilization, civil defence and the tasks delegated to them in the plan of mobilization of national economy;
  

r) supports the development of physical education and sport; ensure the maintenance and management of databases in sport administration; controls the maintenance and management of other sports;
  

meet any other) duties as provided by law, as well as any duties given by the hierarchically superior bodies.
  


Article 53 in addition to the tasks referred to in article 1. 50-52, the committees and the executive offices of the popular councils may have the following specific duties: 1. executive committees of Councils: a popular County) shall ensure the harmonious development of municipalities, towns and communes, for equipping them with economic construction, social-cultural, technical-urban works for the improvement of public transport;
  

b) approve, in accordance with the law, amendment of the investment plan and construction-Assembly between objects, in the context of the total volume of the plan approved by the economic and social development, without prejudice to the time limits for implementation set out in the plan: fucntiune approves the documentation for technical and economic investment plan; approve the modification tasks indicators and, as a result of teaching or taking over tasks foreseen in the national plan;
  

c) approve plans for centralised revenue and expenditure for the activities of the atuofinantarea units of local subordination;
  

d) budgetary reserve established uses at their disposal, in order to finance actions or tasks occurring during the year;
  

e) organize exercise control over the Fund Manager economic entities and social-cultural institutions subordinated to, the work of the committees or executive offices of the popular councils, city and municipal, as well as the work of associations of lodgers;
  

f) orgnizeaza work of systematization and construction, as well as elaboration of documentation of urban and rural settlements;
  

g) issued after prior consultation of the committees or executive offices of the popular councils of municipalities, towns and communes, for the location and building, in the County of economic entities and social cultural institutions of republican interest;
  

h) ensure the Administration, maintenance and operation of State-owned housing stock;
  

I) directs and controls the work of civil status, authority and tutelara of minors, and the notary activity carried out according to the law, the executive offices of the popular councils; provide the physical basis of institutions for the protection of minors and social subordination of local bodies;
  

j) approve, subordinate units, and scientific research plan for the introduction of technical progress, the plan of measures regarding the Organization of production and labour, as well as rules and regulations with the technical and economic substantiation; participate in the development of standards for the activities of local interest; organizes research, design and introduction of information systems for directing subordinate units; organizes, directs and controls the lead Council money;
  

k) drawing up draft decrees and initiates projects of decisions of the Committee of Ministers, concerning the County;
  

l) Edit Official Gazette of the people's Council.
  


2. Committees or executive offices of the popular councils, town municipal and communal: the urban development) organises-gospodareasca of localities; ensure their wholesomeness, well-functioning public transport, maintenance of water networks, drainage and heating system, parks and green spaces, tourist places, rest and recreation;
  

b) proper management of State-owned housing stock; controls, directs and supports the work of associations of lodgers;

d) organizes and operates the squares and oboare, thanks to the smooth running and supply them, and the control of the sale of goods;
  

(e) ensure the proper functioning of) creselor, gradinitelor children, schools, health units, as well as cultural and artistic establishments;
  

f) attributions of marital status of tutelara authority and, where appropriate, by the notary.
  

Committees and the executive offices of the popular councils, city and municipal municipal delegates are obliged to consult village councils in all matters relating to the villages to which they were elected.
3. The executive offices of the popular communal councils: a) ensure and rapsund use full and intensive agricultural land regardless of their holders, based on plans drawn up on each household culture, harnessing all resources to increase the agricultural production plant and animal in the State farms, agricultural cooperative for production and households, as well as increasing the contribution of the commune to the formation of the State Fund for agricultural plant and animal products; supports actions to combat pests; take measures to develop albinaritului, SilkWorm rearing, fisheries and the other productive activities;
  

(b) action to combat) organizes natural calamities, to strengthening and using natural land for consolidation and land use in eroded slope, and degraded for harnessing land swamps, as well as for irrigation development through local resources;

Section II organisation and functioning Article 54 executive committees or, where appropriate, the executive offices of the popular committees are chosen for the entire duration of the mandate of the Councils. After ceasing to hold the popular Council, the Executive Committee or, where appropriate, the Executive Board continues to operate until the election of the new Committee or Executive Office.


Article 55 executive committees or, where appropriate, the executive offices of the popular councils are made up of a President, one or more Vice-Presidents, one of whom may be first Vice-Chairman and other members whose number shall be determined for each category by the popular councils, by the Decree of the State Council.
The Executive Committee or, where appropriate, the Executive Office of the Council has a popular Secretary appointed by the Council, with the consent of the State administration organ, hierarchically superior or Executive Committee.


Article 56 the Presidents of committees and the executive offices of the popular councils, town municipal and communal are, at the same time, municipalities, towns and communes of municipilor.


Article 57 the Executive Committee or the Office of the people's Council operates on the basis of the principle of collective leadership.
The Executive Committee or the Bureau as a whole and each of its members are responsible in front of the people's Council, as well as in front of the Committee or the Executive Bureau of the Council and of the hierarchically superior people's Council of Ministers. Each of the members of the Committee or the Executive Office is responsible both for its own activity, but also for the entire activity of the Executive Committee or in which it participates.


Article 58 Committee or Executive Board shall meet whenever necessary and at least once a month, working for the majority of its members present.
The convening of the Committee or the Executive Office of the President is made at least two days prior to the date of the hearing.


Article 59 At meetings of committees and executive offices, as a rule, representatives of Councils, trade unions, local councils, you women of the Organization of the local Union of Communist Youth, the leaders of the local organs of State administration, as well as representatives from the County of Union of agricultural cooperatives of production or, if appropriate, agricultural production cooperatives.
Decisions in relation to the allocation of housing by undertaking and other socialist establishments supplying the population, as well as those on other social issues, are taken jointly by the committees or executive offices and territorial councils of trade unions.
At meetings of committees or executive offices can be also invited people from the leadership of ministries, other central bodies of State administration, economic units and social-cultural institutions, public organizations, and other persons whose presence is now considered useful.


Article 60 Committees or executive offices issued decisions on the basis of and for enforcement of the law by a majority vote of their members. Decisions shall be signed by the President and countersigned by the Secretary or the Executive Committee.
Decisions of committees or executive offices are required in the administrative-territorial units in which they are elected councils.
Illegal decisions of committees or executive offices of the popular councils shall be cancelled by the hierarchically superior bodies.


Article 61 First-Vice President, Vice-Presidents and members of the executive committees of the District Councils, popular Bucharest city, the municipalities and of the sectors of Bucharest appointed by the Executive Committee, make up the permanent Bureau of the Executive Board.
The President of the standing Bureau of the Executive is the first Deputy Speaker of the people's Council Executive Committee.
The permanent Bureau shall decide the issues of the current activity of the Executive Committee, as adopted decisions to be informed by the Executive Committee in its first sitting. The Executive Committee controls the permanent Bureau decisions, and where they are found inconsistent with law or good, us has their cancellation.
The Chairman and other members of the Executive Committee of the Council shall be responsible for compliance with the people's strict discipline and good financial management, and efficient use of all material and financial means, as well as fulfilling just to execute the laws of the party and the country in the work of the Council.
In the implementation of the budget, the President of the standing Bureau of the Executive Committee of the Board meets the people's main duties of authorising officer.


Article 62 Committee or the Executive Office of the President of the Council shall determine the duties of the popular, Prime-Vice President, Vice-Presidents and Secretary.
Some of the powers of the President, established by the Committee or the Executive Office may be fulfilled, on a permanent basis and under the guidance of the President, the first Vice-President or where appropriate, by one of the Vice-Presidents.
The President, first Vice-President, Vice-Presidents and the Secretary provide, under the conditions laid down in the decision of the Committee or the Executive Office, coordination, guidance and control of the activity, having the right compartments assigned to give provisions for the performance of their duties. President of the Executive Council of the popular city and parish is the principal authorising officer.
The Secretary of the Executive Committee or Council at the popular attend Council sessions, in the meetings of the Committee or the Executive Bureau, as well as in the work of the permanent Bureau of the Executive Committee with a consultative vote. The Secretary is required to submit to the Executive Committee or the cases in which some draft resolutions or decisions do not fulfil the conditions laid down by law. c) submit to the Council, on its own initiative, draft decisions; endorse draft resolutions and decisions prepared by the Committee or the Executive Board to be submitted to the adoption Council for ratification or popular; may present reports or coraparte issues subject to debate popular Council; controls how the letters are resolved working people and make proposals to the Council or Committee of people's times Executive.
  


Article 66 permanent commissions of the popular councils meet regularly and whenever necessary.

Article 68 the President of the Permanent Commission participate in meetings of the Committee or the Executive Office, the citizens ' assemblies and the meetings of the committees of citizens whenever it examines issues in the branch or field of activity of the Commission.


Article 69 the Council may choose from popular names a temporary Commission of Deputies, to examine issues, setting tasks and method of work for each of these committees.

b) listen and discuss reports on the work carried out by the Council of popular and execuiv Office or Committee;
  

c) listen and discuss tax account on behalf of the popular village of delegates on the work done by them and make proposals in connection with the matters to be examined at sessions of the Council or in Committee meetings people's or Executive Office, as well as in connection with the Organization and holding of public nature: d) decide, in accordance with the law, in matters concerning the development of works of public interest elaborating the sketches of settlements, securing supplies, forest management and of communal rangelands, and other data issues within their jurisdiction by law;
  

e) meet other tasks, according to the law.
  


Article 72 citizens Assembly convenes semi-annually by the Committee or the Executive Office of the Council, when popular along the local authorities of democracy and Socialist Unity Front. The work of the Assembly of citizens are led by a Presidium elected by the Assembly.

b) deal with its smooth economic activity and social-cultural construction in the village; see to the proper functioning and organization of the public security and maintaining order in the village;

Article 78 Mps have a right and obligation: a) to address the Executive Committee or Council of popular and specialized local bodies of State administration and to require support in resolving issues of interest to the population of the electoral districts in which they are elected;
  

b) to ask questions and to address the questions of the Committee, or any member of the Executive Bureau, as well as leaders of the local organs of State administration, economic units and you social-cultural institutions subordinated to the people's Council, in relation to their activity; those who ask or interpelati are obliged to respond within the same session; When those who ask or interpelati may not respond in the same session, they are obligated to respond until the next session of the people's Council;
  

c) ask for and obtain from the Executive Committee or the information that you are required to participate in the debate and preparation of interpelarilor;
  

d) to lead, in the electoral districts in which they are elected, citizens ' committees;
  

e) to pursue settlement, complaints, appeals and suggestions of citizens informindu them on how they have been resolved.
  


Article 79


Deputies exercise their rights and fulfil their duties throughout the remainder of the popular Council in which they are elected. They respond to voters for their own activities, as well as for the work of the Council. They also respond towards the Council for carrying out the tasks entrusted to it.
Ceasing to hold office Deputy may take place before the expiry of the mandate of the people's Council in which he was elected, in case of revocation upon request, change of domicile or permanent loss of electoral rights.

Article 83 the ministries and other central organs will provide executive committees and offices of popular councils directly support in solving the main problems connected with development of small industry of communal, construction activity and systematization, providing services to the public, supplying and selling: also, we will provide support directly in the development of science and education, healthcare, culture and Socialist education the preparation of studies on the development of harmonious social, economic and cultural-municipalities, counties, towns and municipalities in capitalizing on the efficiency of the human and material resources from administrative-territorial units, in order to increase the welfare of the people's material and cultural.
Ministries and other central organs are obliged to give the committees and executive offices of the popular councils with a view to assisting specialized technical problem solving.
The Popular Councils, organ Problems of party and State, directs and controls the popular councils and executive committees and their offices, according to the law.


Article 84 the ministries and other central State organs may convey local bodies, through the executive committees of the District Councils and the popular Bucharest, specialized and technical indications in the branches or areas on which they run.
Instructions, orders, regulations and any other laws, normative, local activity, of ministries and other central organs shall be transmitted to the local organs of State only after their apronarea, according to the law, a Legislative Chamber of the popular councils.


Article 85 ministries undertaken and other central organs, agreed with the executive committees of the District Councils and the popular Bucharest, drawing up draft regulations concerning the operation of local organs of State administration, subject to debate and approval of the popular Chamber legilative.


Article 86 in the performance of their duties, the local organs of State administration issue. Illegal provisions shall be cancelled by the popular councils and committees or executive offices. These provisions may be suspended by the Ministers or leaders of other central organs, which are obliged to notify, in advance, of the extent of the suspension, the Executive Committee of the Board of the county or city folk. Where differences occur between the Executive Committee of the Council of the municipality or county people's Bucharest and the central body, such differences shall be liable towards solving the Council of Ministers.
The local bodies of the State administration may transfer between themselves, and that we coordinate units and between these units, real estate placed in their administration.

Article 90 of the Bucharest City Council popular coordinates, directs and controls the work of the Councils of municipalities and of suburban sectors, aiming at the improvement of it, as well as attracting citizens to solve State and public affairs; controls the decisions of councils and sectors of its suburban communes.


Article 91 executive committees of Councils of Bucharest Municipality sectors and the executive offices of the suburban communes of Councils are subordinate to the popular councils they have chosen and the Executive Committee of the popular Council of Bucharest.
