EXPLANATORY MEMORANDUM In the application of constitutional provisions it is necessary to establish norms of a provisional nature, intended to ensure the local state leadership until the choice of popular councils, the preparation of the delimitation of cities and communes, the organization the election of deputies in the new popular councils and taking other measures locally.
