The Romanian Parliament adopts this law + Article 1 Under the provisions of art. 114 114 para. (1) of the Romanian Constitution, the Government is empowered as from the date of entry into force of this law, but not before the end of the first ordinary session, until the resumption of the Parliament's work in the second ordinary session of the year 2001 issue ordinances in areas not subject to organic laws, as follows: I. Ratification of international agreements and agreements, with the exception of the Treaties: 1. Ratification of the Agreement concluded between the Government of Romania and the Government of the Portuguese Republic on temporary stay for the purpose of hiring Romanian workers on the territory of the Portuguese Republic 2. ratification of the Agreement concluded between the Government of Romania and the Government of the Grand Duchy of Luxembourg for the employment of 3. Ratification of the Memorandum of Financing between the Government of Romania and the European Union regarding the National PHARE Program 2000 for Romania (RO0004-RO0007), signed in Bucharest on 6 November 2000 4. Ratification of the Memorandum of Financing between the Government of Romania and the European Union regarding the PHARE 2000 programme of cross-border cooperation between Romania and Bulgaria-RO0002, signed in Bucharest on 6 November 2000 5. Ratification of the Memorandum of Financing between the Government of Romania and the European Union regarding the PHARE 2000 programme of cross-border cooperation between Romania and Hungary-RO0003, signed in Bucharest on 6 November 2000 6. Ratifying Addendum to the PHARE RO9916 Financing Memorandum "Participation in the Fifth Framework Programme in the Field of Research and Technological Development" 7. Ratification of the PHARE Financing Memorandum on Romania's participation in the Community programmes: Leonardo da Vinci II, Socrates II, Youth for Europe and the Fifth Framework Programme in the field of research and technological development RO001, signed in Bucharest on 27 July 2000 8. Ratification of the PHARE Financing Memorandum on the participation of Romania in 2000 in the Community programs: Small and medium enterprises, Equality of chances between women and men, SAVE II, Prevention of AIDS and several other contagious diseases- RO0009, signed in Bucharest on 29 December 2000 9. Ratification of the PHARE Financing Memorandum on the participation of Romania in 2001 in the Community programmes: LIFE III, The fifth framework programme in the field of technological research and development, Fiscalis, Leonardo da Vinci II, Socrates II, Youth and Culture 2000-RO0011, signed in Bucharest on 27 December 2000 10. Ratification of Annex no. 4 to the Memorandum of Understanding on the Technological Cooperation Programme, the PSO Programme for Accession and the MATRA Programme for Accession between the Government of Romania and the Government of the Netherlands for the years 2001-2003, signed in Bucharest on 23 March 2001 11. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance provided by the Instrument for Structural Policies for Pre-Accession for Measure " Program for Management solid waste in Piatra-Neamt ", signed in Bucharest on 22 December 2000 and in Brussels on 23 October 2000 12. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance provided by the Instrument for Structural Policies for Pre-accession for the measure " Rehabilitation of the system of treatment of wastewater and sewerage in Constanta ", signed in Bucharest on December 22, 2000 and in Brussels on November 16, 2000 13. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance granted through the Instrument for Structural Policies for Pre-accession for the measure " Water treatment plant used for Craiova ", signed in Bucharest on 13 April 2000 and in Brussels on 22 December 2000 14. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance provided through the Instrument for Structural Policies for Pre-accession for the measure " Improving the system of drinking water and wastewater in Iasi in order to comply with European standards in the field of water quality and environmental protection ", signed in Bucharest on 13 April 2000 and in Brussels on 22 December 2000 15. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance granted through the Instrument for Structural Policies for Pre-accession for the measure " Water treatment plant Danutoni-Valea Jiului-Biological stage ", signed in Bucharest on 13 April 2000 and in Brussels on 22 December 2000 16. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance provided by the Instrument for Structural Policies for Pre-accession for the measure " Rehabilitation of the network of water supply, sewage and wastewater treatment in Braila ", signed in Brussels on 15 February 2001 17. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance provided by the Instrument for Structural Policies for Pre-accession for the measure " Rehabilitation and modernization sewerage network and treatment plant in Arad ", signed in Brussels on 15 February 2001 18. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance provided by the Instrument for Structural Policies for Pre-accession for the measure " Rehabilitation of the road national DN 6, section Craiova-Drobeta-Turnu Severin ", signed in Brussels on 7 March 2001 19. Ratification of the Memorandum of Financing agreed between the Government of Romania and the European Commission on non-reimbursable financial assistance provided by the Instrument for Structural Policies for Pre-accession for the measure " Technical assistance for design, preparation of the bidding documentation for the Drobeta-Turnu Severin-Lugoj section of the national road DN 6 and carrying out the related studies (phase II Craiova-Lugoj), location in Oltenia and Banat, Romania ", signed in Brussels at 7 March 2001 20. Romania's accession to international conventions and ratification of conventions, agreements and other international agreements, other than those provided for in item 1-19. II. Creation of the necessary legal framework for the implementation of the National Economy Recovery Programme: 1 1. Regulations on strengthening the tax system of direct and indirect taxes for individuals and legal entities respectively by improving the current legislative framework 2. Regulations on modification and completion of regulations in the field of accounting, financial control and audit of patrimonial units, in order to harmonize with European and international norms in the field 3 3. Regulations on the rectification of the state budget and the state social insurance budget for 2001, based on macroeconomic indicators realized in the first semester of 2001 and of the normative acts adopted in 2001 4 4. Regulations on customs and currency policy, as well as the regime of precious metals and stones 5 5. Regulations on internal and external public debt 6. Establishment of measures to ensure the autumn agricultural campaign, including regarding the reception, conditioning, collection and storage of products, as well as the improvement of relations between producers and processing companies from the food industry, as well as for the preparation of the agricultural campaign in the spring of 2002; some financial measures and reorganization of some units 7 7. Measures regarding the development, conservation and sustainable territorial development, the relaunch of the construction activity, especially the housing constructions, and the harmonization of the legislative framework imposed by the European integration process 8 8. Regulations on certain measures for the development of the National Energy System and ensuring its operation in the winter 2001-2002 at the optimized technical and economic parameters 9. Ensure payment of payment obligations regarding electricity and heat 10 10. Regulations on taxation in the field of crude oil and natural gas extraction 11. Measures to attract higher education graduates to activities in the field of industry 12. Improvement of the legislative framework on the rehabilitation, modernization and development of transport infrastructures in order to align the national transport system to the European system 13. Improvement of the legislative framework in the field of transport, in order to align with Community legislation 14. Establishing measures to stimulate and develop small and medium-sized enterprises, as well as cooperation 15. Boosting activities in industrial parks by harmonizing national legislation on European legislation and practice 16. Some measures to achieve the priority objectives of the National Environmental Action Plan 17. Measures to promote and develop rural tourism, encourage youth tourism, support tourism activities. III. Work, social protection, health and family: 1. Organization and conduct of economic activities by individuals; some measures for the protection of persons employed; control of the social security contribution 2. Removal of some malfunctions arising in the field of payroll and establishment of some spending regulations, in order to increase the labor productivity and to stabilize the staff in the budget sector 3. Ensuring, for low-income families, the need to prepare children for the start of the school year 4. Modification and completion of current regulations on the organization, operation and financing of hospitals, climatic and balneoclimatic resorts, spa and recovery assistance, improvement of water quality 5. Special protection and employment of persons with disabilities; financing of health protection 6. Organization and operation of private health insurance houses 7. Regulation of preventing and combating the consumption of tobacco products. IV. Central and local public administration: 1. Regulations on the organization and functioning of public services of sanitation of localities 2. Regulations on the organization and functioning of public passenger transport services 3. Regulating reports of methodological guidance and providing expert technical assistance for owners ' and housing associations 4. Establishment and organization of the National Inspectorate for the Records of Persons and Community Public Services of Records of Persons 5. Establishment and organization of the General Directorate for Passports and Community Public Services for the issuance and record of passports 6. Establishment and organization of the General Inspectorate for Emergency Situations and Community Public Services for Emergency Situations 7. Establishment of the National Institute of Administration (INA) for the postgraduate training of civil servants in central and local public administration 8. Organization and operation of community services for cadastre and agriculture in communes, cities, municipalities and counties 9. Legal regime of contraventions 10. Modification and completion of regulations on the establishment of forms of financial support for low-income or non-income cult units belonging to religious cults in Romania 11. Establishment of some spending regulations for public authorities and institutions. V. Judicial power: Regulations concerning: 1. the procedure of the payment procedure; 2. amending and supplementing the regulations on stamp court fees; 3. supplementing the regulations on the organization and functioning of legal institutions; 4. correlation of some normative acts on the salary system and other personnel rights in the bodies of the judicial authority. VI. National defence, public order and national security: 1. Generalization of employment of economic agents in the provision of services for the army 2. Establishment of food norms for soldiers participating outside the national territory in peacekeeping actions 3. Measures for the efficient use of military personnel, increasing the ranking coefficients of the functions of officers, military foremen and non-commissioned officers, as well as soldiers and professional graders 4. Exemption from the payment of the value added tax of imports of military technique, materials, spare parts, components, equipment and services related to them, intended for the endowment of the Ministry of Interior 5. Corelation of some regulations on the salary system for military and civilian personnel in the Ministry of Interior 6. Completing the current regulations on the hiring and execution of some service supplies by the Interior Ministry units 7. Regulation of the regime for the manufacture of plates with registration numbers for road vehicles, the approval of road vehicles and the issuance of their identity card. VII. Education and education: Regulations concerning: 1. institutionalization of social partnership in education and training corresponding to the provisions of the White Charter on Education and Training, developed by the European Union; 2. specific means for the realization of permanent education for all categories of persons; 3. opening of universities to the economic and social environment; 4. activities of related units in pre-university education. VIII. Communications and Information Technology: Regulations on improving the legislative framework for: 1. ensuring a balanced competitive framework in the telecommunications industry; 2. stimulating the competitiveness of telecommunications companies; 3. ensuring the vertical and horizontal expansion of the mail activity; 4. stimulation of the national information technology industry, both on hardware and software and communications. + Article 2 (1) In accordance with the provisions of art. 114 114 para. (3) of the Romanian Constitution, the ordinances issued by the Government pursuant to art. 1 will be submitted for approval to the Chamber of Deputies and the Senate, according to the legislative procedure, until the resumption of Parliament's work in the second ordinary session of 2001. Failure to comply with the deadline draws the end (2) Ordinances adopted by the Government according to art. 1 will be debated as a priority. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament or if reports of the standing committees referred to them have been drawn up and submitted, these will be considered by the Government when issuing the ordinances. This law was adopted by the Chamber of Deputies at the meeting of June 5, 2001, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution.
