The Romanian Parliament adopts this law + Article UNIC Approval Government Emergency Ordinance no. 112 112 of 30 June 1999 on the organization and conduct of the second session of the national capacity examination in 1999, published in the Official Gazette of Romania, Part I, no. 313 of 30 June 1999, with the following amendments: 1. The title of the emergency ordinance shall read as follows: " EMERGENCY ORDINANCE amending and supplementing Education Law no. 84/1995 " 2. The unique article will read as follows: " Unique article. --Article 22 of Education Law no. 84/1995 , republished in the Official Gazette of Romania, Part I, no. 606 of 10 December 1999, shall read as follows: Article 22. -(1) Secondary education ends with the support of a national capacity examination, structured on the basis of a methodology developed by the Ministry of Education and Research and released until the start of the school year, in Language and Literature Romanian, Mathematics and a sample from the History of Romanians or Geography of Romania. Students belonging to national minorities, who attend secondary school in their mother tongue, also support a sample in Mother Language and Literature. (2) In case of non-promotion of the capacity examination it can be held in any of the subsequent sessions. In the course of a school year the national capacity exam is organized in two sessions, according to a chart developed by the Ministry of Education and Research. The exam results are public. (3) Candidates from state education can take the national capacity exam, without charge, no more than twice. Subsequent presentations to this exam are conditioned by the payment of fees established by the Ministry of Education and Research, according to the law. (4) At each presentation the candidates take the national full capacity examination. ((5) Students who pass the capacity examination shall be granted a certificate of capacity. Those who do not promote the capacity examination shall be issued, upon request, a copy of the transcript. " This law was adopted by the Senate at the meeting of March 5, 2001, in compliance with the provisions of art 74 74 para. (1) of the Romanian Constitution. p.
