The Romanian Parliament adopts this law + Article UNIC Approval Government Ordinance no. 94 94 of 30 August 1999 on the participation of Romania in the proceedings before the European Court of Human Rights and the Committee of Ministers of the Council of Europe and the regression of the State following decisions and conventions of amicable resolution issued pursuant to art. 1 lit. C section 4 4 of Law no. 140/1999 on the empowerment of the Government to issue ordinances and published in the Official Gazette of Romania, Part I, no. 424 of 31 August 1999, with the following amendments and additions: 1. The title of the ordinance shall read as follows: " ORDINANCE on the participation of Romania in the proceedings before the European Court of Human Rights and the Committee of Ministers of the Council of Europe and the exercise of the right of regress of the state following decisions and conventions of amicable resolution " 2. In Article 5, paragraph 1 shall read as follows: "" Art. 5. -(1) The appointment of candidates on behalf of Romania for the position of judge of the Court is made by the Government, at the proposal of the Superior Council of Magistracy, following the hearing of the persons proposed by its members among the moral and civic performance, with a recognised professional reputation, with the opinion of the Legal, Discipline and Immunities Committee, the Committee on Human Rights, Religious Affairs and the Issues of National Minorities of the Chamber of Deputies and the Legal Commission, of appointments, discipline, immunities and validations, of the Human Rights Commission and Senate minorities. The joint committees will hear the proposed candidates in the joint meeting. The convocation of the Superior Council of Magistracy is made by the Minister of Justice, who will chair his works, without participating in the vote. " 3. In Article 7, paragraphs 2 and 3 shall read as follows: " (2) The expertise shall be ordered by the court by concluding, in public session, with the citation of the parties, within 5 days off from the receipt of the request. (3) The conclusion provided in par. ((2) may be appealed within 48 hours of delivery. The application for appeal shall be submitted to the competent court of appeal and shall be settled by decision, in a public meeting, with the citation of the parties, within 5 days off from the receipt of the request for appeal. " This law was adopted by the Chamber of Deputies at the meeting of October 23, 2000, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution.
