Law No. 5 of 2 February 2001 on the exemption from taxes for sending publications intended for the Romanian diaspora published in PARLIAMENT ISSUING the OFFICIAL GAZETTE nr. 61 on 5 February 2001, the Romanian Parliament adopts this law.
Article 1 (1) the sending abroad of books, periodicals and other printed matter by governmental organizations and non-governmental organizations of national importance, the non-profit nature, individuals belonging to the Romanian communities, as well as non-profit associations operating within these communities is free of shipping charges, insofar as they are made available to them free of charge.
(2) the same categories of person enjoy discounted rates if the publications in question, without having the free scheme, not a profit.
Article 2 actual expenditure arising from these operations will be paid by the Ministry of Foreign Affairs of budgetary appropriations approved with this destination through the law's annual State budget.
Article 3 within a period of 60 days from the date of entry into force of this law shall be laid down detailed rules for the application of the Ministry of communications and information technology.
This law was adopted by the Senate at its meeting on 11 November 1999, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
