Law No. 219 of 28 November 2000 on equal opportunities to pursue studies in higher education by providing scholarships and social study published in PARLIAMENT ISSUING the OFFICIAL GAZETTE nr. 617 of 30 November 2000, the Romanian Parliament adopts this law.


Article 1 (1) the institution of higher education may constitute a State Fund from extrabudgetary funds, intended to grant social scholarships for study for the entire duration of schooling.
  

(2) social study Scholarships may be granted and during the holidays.
  


Article 2 the financial resources of the Fund; 1 are: a) from sponsorships for corporate clients and individuals;
  

(b) the institution's own income) higher education;
  

c) donations;
  

d) other extra-budgetary sources.
  


Article 3 institutions of higher education will be made public, if applicable, by at least two months prior to admission, the number of social scholarships for profiles and specializations set by the University Senate.


Article 4 (1) students enrolled in the first year from families with a monthly income per family member under the gross minimum wage economy can benefit from social study scholarship for the entire duration of schooling.
  

(2) social study Scholarship may be combined with any other scholarship, except social scholarship awarded each semester according to the Ministry of national education.
  

(3) documents are those of the income required to grant to the other categories of scholarships.
  

(4) in determining the income per Member of the family to be taken into account and those of the student. It exempts income from other scholarships to members of their families.
  


Article 5 criteria for awarding scholarships to study social whole duration of schooling, and the amount thereof shall be determined by the regulation approved by the University Senate.


Article 6 the maintenance of social scholarship is conditional on fulfilment of the study of the standard imposed by the University Senate in fulfilment of the study for the entire duration of tuition and maintenance of social condition referred to in article 1. 4. Within the limit of the number of scholarships for study made available are eligible for these students from other years of study, in accordance with the law.


Article 7 within 60 days from the date of publication of this law in the Official Gazette of Romania, part I, University Senates shall draw up its own regulations to grant social scholarships for study for the entire duration of schooling.
This law was adopted by the Chamber of deputies at its meeting of 24 October 2000, in compliance with the provisions of art. 74 para. (1) of the Constitution of Romania.
