157 of September 22, 2000 on the National Plan for Agriculture and Rural Development for the SAPARD Programme for its co-financing from the state budget

Romanian Parliament adopts this law.
(1) In order to access non-reimbursable financial assistance granted to Romania by the European Union under the SAPARD Programme for 2000-2006 approved the National Plan for Agriculture and Rural Development under Annex *) which is an integral part of this Law.
(2) The funds granted to Romania's accession period, for agriculture will be in accordance with the priorities of the adoption of the acquis communautaire in Romania and are targeted on the following measures:
A) the processing and marketing of agricultural and fishery products;
B) improve the structures for quality veterinary and phytosanitary control to establish food quality and consumer protection;
C) the development and improvement of rural infrastructure;
D) land improvement and re-parcelling;
E) renovation and development of villages and preservation of natural heritage;
F) drafting and updating of cadastral records;
G) management of water resources for agriculture;
H) investments in agricultural holdings;
I) establishment of producer groups;
J) agri-environmental measures;
K) the setting up of management and staff of farms;
L) the development and diversification of economic activities generating multiple activities and alternative income;
N) improvement of training and technical assistance.
*) Annex will be published later.
In 2000-2006, the annual state budget will be provided separately in the amount of one third of the amounts allocated by the European Union in respect of reimbursable financial assistance, under the SAPARD Programme.
National Plan for Agriculture and Rural Development for the SAPARD program will be implemented by the Ministry of Agriculture and Food through multiannual programs approved by Government decisions on a proposal from the Ministry of Agriculture and Food and other interested institutions, following negotiations with the European Commission.
Conditions for the application of art. 1-3 of this Law shall be established by normative acts developed in accordance with European Commission Regulation no. 1268/1999 and No. 2.759 / 1999.
This law was adopted by the Chamber of Deputies in the meeting of April 3, 2000, in compliance with art. 74 para. (2) of the Constitution.
