The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Romanian Constitution, the Government is empowered that, from the date of entry into force of this law until the resumption of the Parliament's work in the second ordinary session of 2000, it shall issue ordinances in the following areas: A. Accession of Romania to international conventions and ratification of conventions, agreements and other international agreements, with the exception of treaties: 1. Ratification of the Framework Agreement on the institutional framework for the creation of interstate oil and gas transmission systems, signed in Kiev on 22 July 1999; 2. Romania's accession to the International Convention on Rescue, adopted in London on 28 April 1989 (regulates the rescue of ships); 3 ratification of the Convention for the Unification of Certain Rules on International Air Transport, adopted in Montreal on 28 May 1999; 4 4. Acceptance of amendments to the Annex to the International Convention on Standards of Training, Patent/Attestation and Watchkeeping, adopted in London on 7 July 1978 (STCW 78), and of the Preparatory Code, patentee/attestation and performance of the watch service (STCW code), adopted by the Final Act of the Conference of the Parties to this Convention, London, 7 July 1985; 5. Acceptance of amendments to the 1974 International Convention for the Safety of Life at Sea, concluded in London on 1 November 1974; 6. Implementation of Resolution A 747 (18) on the application of the tonnage measurement of separate ballast tanks to oil vessels, adopted on 4 November 1993 by the Assembly of the International Maritime Organization; 7. Ratification of the Financing Contract between Romania and the European Investment Bank to eliminate the effects of floods in Romania; 8. Adoption of the Protocol on Water and Health to the Convention on the Protection and Use of Transboundary Water Courses and International Lakes, concluded in Helsinki on 17 March 1992, adopted in London on 17 June 1999; 9. Adoption of the provisions of the TINA Final Report on infrastructure needs for transport in Romania; 10. Ratification of the loan agreement between Romania and B.I.R.D., intended to finance the project on health sector reform; 11. Ratification of the Loan Agreement between Romania and the Development Bank of the Council of Europe, for the financing of the Project on the Social Development Fund; 12. Ratification of the loan agreement between Romania and B.I.R.D., intended for the financing of the Project "Facilitation of trade and transport in South-Eastern Europe"; 13. Ratification of the loan agreement between Romania and B.I.R.D., intended to finance the Project to support agriculture support services; 14. Change Government Ordinance no. 120/1998 for the ratification by Romania of the European Framework Convention on the cross-border cooperation of the authorities or territorial authorities, approved and amended by Law no. 78/1999 ; 15. Ratification of the Memorandum of Financing between the Government of Romania and the European Union regarding the Cross-Border Cooperation Program between Romania and Bulgaria-RO9911, signed in Bucharest on December 30, 1999; 16. Ratification of the Memorandum of Financing between the Government of Romania and the European Union regarding the Cross-Border Cooperation Program between Romania and Hungary-RO9912, signed in Bucharest on December 30, 1999; 17. Ratification of the Memorandum of Financing between the Government of Romania and the European Union regarding the preparation of PHARE 2000/2001-RO9915, signed in Bucharest on December 30, 1999; 18. Ratification of the PHARE Financing Memorandum on Large Infrastructure Facility (LSIF-Large Scale Infrastructure Facility)-RO9909, signed in Bucharest on December 30, 1999; 19. Ratification of the PHARE Financing Memorandum on Recovery Facility (Pre-Ins Facility)-RO9910, signed in Bucharest on December 30, 1999; 20. Ratification of the Memorandum of Financing between the Government of Romania and the European Union, regarding the Program for Social Protection Reform and the implementation of the Community acquis in the social field (CONSENSUS III)-RO9914, signed in Bucharest 30 30 December 1999; 21. The ratification of the Memorandum of Financing between the Government of Romania and the European Union regarding the participation in the fifth framework programme in the field of research and technological development; 22. Approval of the extension of the Stand-by Arrangement, concluded with F.M.I. on August 5, 1999; 23. Approval of Romania's affiliation with some international sports organizations and payment of dues; 24. Romania's withdrawal from the status of member of the Institute for Nuclear Research-Dubna, Russian Federation; 25. Change Law no. 7/1990 for the accession of Romania to the Convention on the European Satellite Telecommunications Organization "EUTELSAT"; 26. Amendment of Law no. 8/1990 for the accession of Romania to the Convention on the International Organization for Maritime Telecommunications by "INMARSAT" satellites; 27. Change Decree no. 199/1990 for the accession of Romania to the Agreement on the International Telecommunication Organization by Satellite "INTELSAT". B. Budget, finance, banks, excise taxes, taxes, fees and charges: 1. Exemption from the payment of the profit tax related to the own revenues of the National Company "Bucharest-Otopeni International Airport" -S.A., intended to cover the investment expenses and the advance to finance the works of the objective investment "Development and modernization of the Bucharest-Otopeni International Airport" and those for the reimbursement of internal and external loans contracted, according to the law, with this destination; 2. Establishment of tariffs for services provided as a matter of urgency to the population by the Ministry of Interior; 3. Modification and completion Law no. 35/1994 on literary, cinematographic, theatrical, musical, folkloric and fine arts timbre; 4. Modification and completion Government Ordinance no. 22/1992 on the financing of health protection, approved by Law no. 114/1992 ; 5. Destination of the amounts collected in the form of tariffs for access to the National Register of legal entities without patrimonial purpose; 6. Cancellation of outstanding obligations to the state budget and to the social security budget of economic agents in the mining sector, registered in the previous financial years; 7. Ensuring the financing of the actions Law of Land Fund no. 18/1991 , republished, and a Law no. 1/2000 for the reconstitution of the ownership of agricultural and forestry land, requested according to the provisions Law of Land Fund no. 18/1991 ,, republished, and ale Law no. 169/1997 ; 8. Romania's increase of its authorized capital to the Multilateral Investment Guarantee Agency (MIGA); 9. Rectifying the state budget for 2000; 10. rectification of the state social insurance budget for 2000; 11. Reorganization of fiscal control to large taxpayers; 12. Change Government Ordinance no. 119/1999 on internal audit and preventive financial control; 13. Approval of the Romanian Integrated Customs Tariff; 14. Modification and completion Government Ordinance no. 82/1998 on the tax registration of tax and tax payers, approved by Law no. 228/1998 ; 15. Modification of the characteristics of state securities issued on the basis of special laws; 16. Recovery of receivables from payments made abroad by the Ministry of Finance, as guarantor; 17. Modification and completion Law no. 129/1998 on the establishment, organization and functioning of the Romanian Social Development Fund; 18. Measures for the normal conduct of the deposit Guarantee Fund activity in the banking system; 19. Regulation of the possession and circulation of precious metals in Romania; 20. Establishment of the SAPARD Agency for technical and financial implementation of the program. C. Industry and trade: 1. Continuation of the realization of the Central Nuclear-Electrical Investment Objective 5x700 MW-Unit 2; 2. Marketing of market products and services. D. Acceleration of economic reform and privatisation process: 1. Measures for the authorization of operators and the performance of registrations in the Electronic Archive of Real Securities; 2. Modification and completion Law no. 133/1999 on stimulating private entrepreneurs for the establishment and development of small and medium-sized enterprises. E. Agriculture and Food: 1. Establishment of the payment system for diesel, on the basis of vouchers, in order to establish straw grain crops and to carry out the arches of autumn 2000; 2. Protection, improvement and sustainable use of soils; 3. Modification and completion Government Ordinance no. 56/2000 on the regulation of the storage of cereals and oilseeds, the system of certificates of deposit for them, and the establishment of the Guarantee Fund for certificates of deposit; 4. Measures to protect against the introduction and spread of quarantine organisms harmful to plants or plant products in Romania; 5. Approval of the premium of 500 lei/kg to agricultural producers for bakery and seed wheat delivered from the 2000 harvest-intended for domestic consumption. F. Transport: 1. The navigation regime on the navigable channels in Romania; 2. Organization of search and rescue activity in transport; 3. Modification and completion Government Ordinance no. 43/1997 on the road system, approved and amended by Law no. 82/1998 ; 4. Modification and completion Law no. 118/1996 on the establishment and use of the Special Fund of Public Roads, republished, as amended; 5. Certification of road vehicles registered in the technical rules on road traffic safety, environmental protection and use according to the destination, through periodic technical inspection; 6. Approval of road vehicles and the issuance of their identity card, in order to admit into circulation on public roads in Romania; 7. Authorization of economic agents providing repair, regulation and/or activity of reconstruction of road vehicles; 8. Certification and/or approval of equipment, spare parts and operating materials used in road vehicles; 9. Distribution of railway infrastructure capacity; 10. Modification and completion Government Ordinance no. 19/1997 on transport, republished; 11. Measures to accelerate the process of harmonization of transport legislation in Romania with the legislation of the European Union; 12. Modification and completion Government Ordinance no. 45/1997 on the establishment of the Commercial Company "Romanian National Air Transport Company TAROM"-S.A., approved and modified by Law no. 136/1998 ; 13. Measures to facilitate the exploitation of ports; 14. Modification and completion Government Ordinance no. 95/1998 on the establishment of public institutions under the Ministry of Transport. G. Defence, public order and national security: 1. Definitivation of the patrimonial delimitations between the Commercial Company Nitramonia-S.A. Fagaras and the Autonomous Regia "Arsenal of the Army"-Fagaras Special Products Plant; 2. The status and regime of refugees in Romania; 3. Modification and completion Government Ordinance no. 65/1997 on the passport regime in Romania, approved and amended by Law no. 216/1998 216/1998; 4. Modification and completion Government Ordinance no. 60/1997 on fire protection, approved and amended by Law no. 212/1997 ; 5. Regulation on conferring and description of decoration Honorary sign in service of the army; 6. Amendment and completion of Annex no. 1 1 to Law no. 138/1999 on the payroll and other rights of military personnel in the public institutions of national defence, public order and national security, as well as the granting of salary rights to civil personnel in these institutions; 7. Modification and completion Law no. 78/1995 on the protection of personnel and heritage in the defence production sector; 8. Establishment and organization of the military clergy. H. Public administration and spatial planning: -Declaring the city of Sulina and the surrounding area as an objective of national interest. I. Education and education: 1. Regulations on the role of social partners in education and training; 2. Regulation of admission to colleges and faculties; 3. State support of private education; 4. Organization in universities of complete study formations in modern languages of great circulation; 5. Provide incentives for students of vocational schools; 6. Profiles of master studies in Romania; 7. Authorization of state educational establishments and institutions to run their extra-budgetary resources through commercial banks, with appropriate prudential measures; 8. Stinging by clearing some debts of the special education units; 9. Equivalence of the capacity examination for the promotions prior to 1999; 10. Organization of the international baccalaureate system in Romania. J. Work and Social Protection: 1. Adult vocational training; 2. Measures to use the necessary personnel in the framework of archaeological research; 3. Completing art. 38 38 para. (3) of Government Emergency Ordinance no. 102/1999 on the special protection and employment of persons with disabilities; 4. Change Decree-Law no. 118/1990 on the granting of rights to persons persecuted for political reasons of dictatorship established with effect from March 6, 1945, as well as those deported abroad or constituted in prisoners, republished, as amended; 5. Regulations on the organization, operation and financing of the national social assistance system. K. Culture: 1. Change Government Emergency Ordinance no. 67/1997 on the establishment, organization and functioning of the National Cinema Office and the establishment of the National Film Fund, republished; 2. Completing the legal framework on copyright and related rights, by adopting measures to combat piracy in the fields of audio and video, as well as computer programs, except for crimes and punishments. L. Public and private domain of the state: 1. Modification and completion Government Ordinance no. 128/1998 for the regulation of the way and conditions for the valorisation of legally confiscated or entered property, according to the law, in private property of the state, approved and modified Law no. 98/1999 ; 2. Regulation of the process of removal from operation, scrapping and recovery of tangible assets that make up the public domain of the state and administrative-territorial units. M. Communications: -Modification and completion Government Emergency Ordinance no. 4/1996 on the licensing of installation and operation of GSM and DCS 1800 networks and the establishment of licence fees, republished. N. Tourism: 1. Regulation of classification and legal regime of tourist areas and resorts; 2. Modification and completion Government Ordinance no. 8/1998 establishing the Special Fund for the Promotion and Development of Tourism, approved and amended by Law no. 23/2000 ; 3. Change Government Ordinance no. 107/1999 on the marketing of packages of tourist services; 4. Change Government Ordinance no. 58/1998 on the organization and conduct of tourism activity in Romania. O. Organization of some professions: 1. Organization and exercise of the profession of industrial property adviser; 2. Authorization of forensic experts; 3. Organization and functioning of supervision services of the execution of non-custodial sanctions and social reintegration. P. Health: 1. Modification and completion Law no. 146/1999 on the organisation, operation and financing of hospitals 2. Free granting of medical assistance, medicines and prostheses for doctors and for staff employed in health facilities; 3. Change Government Emergency Ordinance no. 152/1999 on medicinal products for human use; 4. Balneary, climatic and balneoclimatic resorts, as well as spa and recovery assistance, except for aspects regarding the regulation of the property regime; 5. Prevention and control of the consumption of tobacco products; 6. Modification and completion Law no. 98/1994 on the establishment and sanctioning of contraventions to the legal norms of hygiene and public health; 7. Supplementation of incomes and expenditures of the Special Fund for Public Health in 2000. Q. Payroll: 1. Modification and completion Law no. 50/1996 on the salary and other rights of the staff in the bodies of the judicial authority, republished; 2. Establishment of the unitary pay system applicable to all public 3. Repeal art. 2 2 para. ((3) B lit. d) of Decree no. 247/1977 on the framing of permanent military personnel in groups I, II or III of work. A. Consumer protection: 1. Evaluation of product conformity in Romania; 2. Legal guarantees for products marketed to consumers; 3. Liability of producers for damage caused by defective products; 4. Financing of consumer consulting and information centers; 5. Legal regime of distance contracts. S. Minorities: 1. Establishment of the Institute for the Study of National Minority Issues; 2. Prevention of discrimination. T. Sponsorship: -Modification and completion Law no. 32/1994 on sponsorship, as amended. U. Culte: -Regulations on some forms of support for low-income or income-free worship units within religious cults. V. Scientific research and technological development: 1. Staff Regulations of the Research and Development Activity; 2. Change Government Ordinance no. 8/1997 on the stimulation of scientific research, technological development and innovation, approved and amended by Law no. 95/1998, as amended; 3. Reinstatement Of The Scientific Merit Medal. W. Statistics: --Change Government Ordinance no. 9/1992 on the organization of public statistics, republished, as amended. + Article 2 (1) In accordance with the provisions of art. 114 114 para. (3) of the Romanian Constitution, until the resumption of the Parliament's works in the second ordinary session of 2000 the ordinances issued by the Government pursuant to art. 1 will be submitted to the Chamber of Deputies and the Senate for approval, according to the legislative procedure, non-compliance with the deadline by attracting (2) Ordinances submitted by the Government, according to par. (1), will be debated as a priority. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament or if reports of the standing committees referred to them have been drawn up and submitted, these will be considered by the Government when issuing the ordinances. This law was adopted by the Chamber of Deputies at the meeting of June 29, 2000, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution. p.
