The Romanian Parliament adopts this law + Article UNIC Approval Government Ordinance no. 12 12 of 28 January 1999 for amendment Government Ordinance no. 20/1994 on measures to reduce the seismic risk of existing buildings, issued pursuant to art. 1 1 section 8 lit. a) of Law no. 259/1998 on the empowerment of the Government to issue ordinances and published in the Official Gazette of Romania, Part I, no. 36 of 29 January 1999, with the following amendment: -Article I shall read as follows: "" Art. I.-Article 6 (a), third indent of Government Ordinance no. 20/1994 on measures to reduce the seismic risk of existing buildings, approved and amended by Law no. 82/1995 , republished in the Official Gazette of Romania, Part I, no. 150 of 15 April 1998, is amended and shall read as follows: lt; lt;-bank loans with a repayment duration of up to 20 years, for the consolidation of structural elements or structural system as a whole and, where applicable, non-structural elements of the existing construction and/or introduction of additional structural elements, including the unwinding and restoration of related installations, equipment and finishes. For this purpose the House of Savings and Consemnations grants bank loans, in compliance with the legal provisions and internal lending rules. The loans are granted with an interest rate equal to the deposits for one year, granted to the population of the House of Savings and Consemnations, plus a margin of 5 percentage points, the interest that is borne: . 5%, by the credit beneficiary; . the difference up to the total level of interest, including the margin of 5 percentage points, through transfers from the state budget. The House of Savings and Consemnations will not charge any commission on the loans granted. The way of carrying out the financing is established by convention concluded between the Ministry of Public Works and Spatial Planning, Department for Local Public Administration *) and the House of Savings and Consemnations, with the opinion of the Ministry Finances. Within the limit of transfers from the state budget, approved annually with this destination in the budget of the Ministry of Public Works and Spatial Planning, it will allocate the House of Savings and Consemnations the amounts related to the interest difference for loans granted and those to be granted in that year. The House of Savings and Consemnations will establish appropriate instructions on the calculation, record and reporting of subsidized interest on loans granted, responding to the correct determination of the interest difference requested from the transfers from the state budget.
