The Romanian Parliament adopts this law + Article UNIC Approval Government Ordinance no. 40 40 of 5 August 1999 for the ratification of the Loan Agreement between Romania, represented by the Ministry of Finance, and the International Bank for Reconstruction and Development on the project of institutional development of the private sector, amounting to 25 million U.S. dollars, signed in Washington D.C. on June 17, 1999, issued pursuant to art. 1 lit. C section 28 28 of Law no. 140/1999 on the empowerment of the Government to issue ordinances and published in the Official Gazette of Romania, Part I, no. 382 382 of 12 August 1999. This law was adopted by the Senate at the meeting of 8 November 1999, in compliance with the provisions of art. 74 74 para. (2) of the Romanian Constitution. p.
