Law No. 185 of 2 December 1999 approving emergency Government Ordinance No. 61/1999 on how to meet expenses for arranging and conducting examinations in 1999 in pre-university education, published in PARLIAMENT ISSUING the OFFICIAL GAZETTE nr. 592 of 6 December 1999, the Romanian Parliament adopts this law.
The sole article approving Government Emergency Ordinance nr. 61 of 13 May 1999 on how to meet expenses for arranging and conducting examinations in 1999 in pre-university education, published in the Official Gazette of Romania, part I, no. 212 of 14 May 1999, with the following amendments and supplements: 1. Title of the Emergency Ordinance shall read as follows: "an Emergency Ordinance on the establishment of financing sources of costs incurred by organizing and conducting examinations in pre-university educational units subordinated to the Ministry of national education" 2. Article 1, introductory part and point b) will read as follows: Art. 1.-in the 1999 national exams and baccalaureat capacity are held after the new standards set by the Ministry of national education, and the costs of organising them in units subordinated Smithfield is financed from allocations from the State budget, from external credits and charges: "b") the transport of pupils from rural areas of the exam centres organising capacity participating teachers, transportation to conduct their examinations and accommodation, where necessary, expenditure on consumables, transmitting the exam subjects through radio and television and other necessary expenses shall be financed from foreign loans under the project of reform of pre-university education, according to the loan agreement between the Government of Romania and the International Bank for reconstruction and development. "
3. Article 2 shall read as follows: Art. 2.-the costs of organising and conducting examinations for admission or other examinations of pupils in pre-university education shall incur from appropriations from local budgets, from own income units of Smithfield and the fees paid by applicants. The level of fees will be determined by each school unit and may not exceed the average level of expenditure laid down for their organization. "
This law was adopted by the Chamber of deputies at its meeting on 14 June 1999, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
