The Romanian Parliament adopts this law + Article 1 Approval Government Emergency Ordinance no. 53 53 of 28 April 1999 on the approval of entry into the territory of Romania and granting of refugee status to persons from the Federal Republic of Yugoslavia, published in the Official Gazette of Romania, Part I, no. 187 of 30 April 1999, with the following amendments and additions: 1. The title of the emergency ordinance shall read as follows: "Emergency Ordinance on the approval of entry into the territory of Romania and granting of refugee status to citizens or residents of the Federal Republic of Yugoslavia" 2. Article 1 shall read as follows: "" Art. 1. -The entry into the territory of Romania and the granting of refugee status art. 5 5 of Law no. 15/1996 on the status and regime of refugees in Romania, during the armed conflict in the Federal Republic of Yugoslavia, for 6,000 persons, currently on the territory of the former Yugoslav Republic of Macedonia and coming from the Republic of Federal Yugoslavia. Refugee status will be granted under the same conditions and persons who are or enter directly on the territory of Romania and come from the Federal Republic of Yugoslavia. " 3. Article 2 shall read as follows: "" Art. 2. -The Ministry of Interior organizes centers for the accommodation and feeding of refugees in their own buildings or belonging to other owners. For the organization of these centers in spaces other than those under its own administration the Ministry of Interior will negotiate and conclude service contracts with the owners of the buildings. " 4. Article 3 shall read as follows: "" Art. 3. -It is approved to remove, free of charge, from the state reserves of the barracks necessary for the accommodation of refugees, provided in the annex that is an integral part of this emergency ordinance. The National Administration of State Reserves will decrease from management the approved goods to be removed from state reserves by this emergency ordinance, based on the minutes of delivery-takeover, signed by representatives of the Ministry of State. Article 4 shall read as follows: "" Art. 4. -Public authorities will provide support to the Ministry of Interior to ensure accommodation and food conditions, according to the duties established by Government Decision no. 417/1991 on the establishment of the Romanian Committee for Migration Issues, republished, with subsequent amendments and completions. " 6. Article 5 shall be repealed. 7. Article 6 shall read as follows: "" Art. 6. -It is approved to supplement the staff of the Ministry of Interior-Office for Refugees with a number of 50 posts, as follows: 15 officers posts; 10 non-commissioned posts and 25 civilian personnel posts. Costs necessary to supplement the number of posts provided in par. 1, in the amount of 1.430.865 thousand lei, for a period of 9 months, will be provided from the Budget Reserve Fund at the disposal of the Government. It is approved to supplement the budget of the Ministry of Interior to cover the expenses of reception, transport, accommodation, feeding, medical assistance for refugees from the Federal Republic of Yugoslavia with the amount of 114,316 billion lei from the Reserve Fund budget available to the Government. The expenses are made by way of derogation from the provisions art. 15 lit. i) of Law no. 15/1996 on the status and refugee regime in Romania. Expenditure on the feeding of refugees is settled within the limit of 2,100 calories/person/day, plus, by negotiation, the costs of directing the respective company. For accommodation will be used the negotiated rate, practiced by the unit that provides accommodation. The transport will be settled on the basis of supporting documents compared to the pre-state units, in compliance with the procurement procedures. Medicines and sanitary materials will be purchased within 10,000 lei/day/person and will be distributed according to the legal regulations in the matter. Refugees who do not request accommodation, food, medicines in the spaces provided by the Ministry of Interior will receive, on request, a non-refundable monthly aid, at the level of a minimum wage. The same rights will also benefit refugees who are provided with only accommodation in the centers under the administration of the Ministry of Interior. The Ministry of Finance will introduce the corresponding changes in the budget of the Ministry of Interior for 1999 and the state budget. " 8. Article 7 shall be repealed. + Article 2 Government Emergency Ordinance no. 53/1999 , as amended and supplemented by this law, will be republished in the Official Gazette of Romania, Part I, giving the articles a new numbering. This law was adopted by the Chamber of Deputies at the meeting of September 7, 1999, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution. p.
