Law No. 179 of 2 December 1999 approving emergency Government Ordinance No. 53/1999 approving the entry into the territory of Romania and the granting of refugee status to persons from the Federal Republic of Yugoslavia'S PARLIAMENT ISSUING published in MONITORUL OFICIAL nr. 590 3 December 1999 Parliament adopts this law.


Article 1 shall approve the Emergency Ordinance of Government No. 53 of 28 April 1999 on the approval of entry into the territory of Romania and the granting of refugee status to persons from the Federal Republic of Yugoslavia, published in the Official Gazette of Romania, part I, no. 187 of 30 April 1999, with the following amendments and supplements: 1. Title of the Emergency Ordinance shall read as follows: "an Emergency Ordinance on the approval of entry into the territory of Romania and the granting of refugee status to citizens or residents of the Federal Republic of Yugoslavia" 2. Article 1 shall read as follows: Art. 1.-shall be approved entry into the territory of Romania and the granting of refugee status, according to art. 5 of law No. 15/1996 on the status and regime of refugees in Romania, during the armed conflict in the Federal Republic of Yugoslavia, for a number of 6,000 people, currently on the territory of the former Yugoslav Republic of Macedonia, and coming from the Federal Republic of Yugoslavia.
Refugee status shall be granted under the same conditions and people stood or enter directly through the Romanian territory and come from the Federal Republic of Yugoslavia. "
3. Article 2 shall read as follows: Art. 2.-the Ministry of the Interior organizes accommodation and feeding centers for refugees in their own real estate or belonging to other owners.
For organizing these centers in other namespaces than the Administration's own Interior Ministry will negotiate and conclude service contracts with the owners of real estate. "
4. Article 3 shall read as follows: Art. 3.-is approved the removal, free of charge, from the State reserves required for the accommodation of refugees, 959, referred to in the annex which forms an integral part of this emergency Ordinance.
National Administration of State reserves will decline from management approved goods to be removed from State reserves of this emergency Ordinance, based on the minutes of teaching, signed by representatives of the Ministry of the Interior-Office of the Commissioner for refugees. "
5. Article 4 shall read as follows: Art. 4.-the public authorities will provide support to the Ministry of the Interior to ensure conditions for accommodation and food, according to the competences established by Government decision No. 417/1991 establishing the Committee for Migration issues, republished, with subsequent amendments and additions. "
6. Article 5 shall be repealed.
7. Article 6 shall read as follows: Art. 6. Approving the herd supplementation-Ministry of Interior-Office for Refugees with a number of 50 posts, as follows: 15 posts officers; 10 subofiteri posts and 25 civilian personnel positions.
Costs necessary to supplement the number of posts referred to in paragraph 1. 1, in the amount of 1,430,865 lei for a period of 9 months, ensure the budgetary reserve fund at the disposal of the Government.
It approves the budget of the Ministry of the Interior to be supplemented to cover the costs of delivery, transportation, lodging, feeding, medical care for refugees from the Federal Republic of Yugoslavia with the amount of 114.316 billion from the budget reserve fund at the disposal of the Government. The making of expenditure shall be made by way of derogation from the provisions of art. 15 (a). I) of law No. 15/1996 on the status and regime of refugees in Romania.
Spending on feeding refugees shall be reimbursed up to 2,100 calories per person per day, plus expenses, through negotiation, of directing of the company concerned.
For accommodation will use the rate negotiated for the unit which provides accommodation.
The carriage will defray the documentary evidence-based versus providing units with purchase procedures.
Medicines and sanitary materials will be purchased a maximum of 10,000 lei/day/person and will be distributed in accordance with legal regulations on the matter.
Refugees who do not require accommodation, food, drugs in the spaces provided by the Interior Ministry will receive, on request, a non-refundable aid on a monthly basis, at the level of minimum wages across the economy.
The same rights will also benefit refugees whom ensure only accommodation centres that are in administration of the Ministry of the Interior.
The Finance Ministry will introduce appropriate amendments to the budget of the Ministry of the Interior for the year 1999 and the State budget. "
8. Article 7 shall be repealed.


Article 2 the Government's Emergency Ordinance No. 53/1999, as amended by this law, will be republished in the Official Gazette of Romania, part I, posing a new numbered items.
This law was adopted by the Chamber of deputies at its meeting on 7 September 1999, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
