The Romanian Parliament adopts this law + Article 1 The Treaty prohibiting the total prohibition of nuclear experiences, hereinafter referred to as the Treaty, adopted by the General Assembly of the United Nations on 10 September 1996. + Article 2 The National Contact Point with the Organization of the Comprehensive Nuclear-Test-Ban Treaty, hereinafter referred to as the Organization, is the Ministry of Foreign Affairs, having the following tasks: a) ensure the political coordination and representation of Romania at this Organization, together with the National Authority and the competent national institutions; b) ensure the connection between the Organization and the National Authority. + Article 3 The national authority on the issue related to the Treaty and the Organization is the National Commission for the Control of Nuclear Activities, having the following tasks: a) ensure prompt transmission of the data and information received from the National Contact Point to the competent national institutions; b) ensure and monitor the national implementation of the provisions of the Treaty and of the Protocol, as well as of the measures agreed within the Organization; c) proposes the initiation of draft laws, ordinances or decisions of the Government, as the case may be, in order to apply the provisions of the treaty and + Article 4 (1) The National Commission for the Control of Nuclear Activities shall be authorized to make the payment of the annual fee to the Organization and the outstanding amounts, set out in the Annex, regarding the contribution due by Romania to the Organization between 1996 and 1999, as of 1 January 2000. (2) The outstanding amounts, set out in the Annex, will be included in the budget of the National Commission for the Control of Nuclear Activities by the state budget law for 2000. + Article 5 The payment of the annual fee will be made in a single tranche, no later than 30 days from the date of receipt of the notification from the Organization, from the funds approved annually in the budget of the National Commission for the Control of Nuclear Activities. + Article 6 The Annex forms an integral part of this Law This law was adopted by the Senate at the meeting of September 13, 1999, in compliance with the provisions of art 74 74 para. The amount of $1,785 U.S. with which the financial contribution of Romania to the CTBTO is corrected for the period 1996-1999 arises as a result of the full non-use of the bearing fund. The unused amounts shall be returned to the States Parties according to the scale of the Parties. As such the financial contribution of Romania during 1996-1999 is reduced by 1,785 dollars U.S., the amount to be paid being of 172,783 U.S. dollars. TREATY 10/09/1996 PROTOCOL 10/09/1996
