Law No. 109 of 16 June 1999 on approval of the Government Ordinance. 103/1998 concerning the modification of the structure of the norm in pre-university education, published in PARLIAMENT ISSUING the OFFICIAL GAZETTE nr. 281 of 18 June 1999, the Romanian Parliament adopts this law.


The sole article approving Ordinance No. 103 of 27 august 1998 concerning the modification of the structure of the norm in pre-university education, issued pursuant to art. 1 item 10 lit. c) of law No. 148/1998 on empowering the Government to issue decrees and published in the Official Gazette of Romania, part I, no. 321 of 28 august 1998, with the following modifications: 1. the title of the Ordinance shall read as follows: "Ordinance on the structure of the norm in pre-university education" 2. Article 2 shall read as follows: Art. 2.-didactic teaching Rule-learning, education, training and practice of current assessment of pupils in the class is the number of hours corresponding to the activities referred to in article 1. and (b). he settles for) and pre-university secondary teachers at 18 hours per week, except as provided for in law No. 128/1997 concerning the status of teachers, where they can be covered by: a) teaching-learning classes and/or groups of 10-15 students;
  

b) teaching-learning carried out in teams made up of two teachers: 1-2 hours per week. In this case, togetherness is made for each teaching team. Work carried out in teams of teachers can be organized taking into account concrete conditions of unity of teaching and teachers ' choices, with the approval of the Faculty Council;
  

c) counseling and hours of orientation: 1-2 hours per week;
  

d) stimulating and complementary activities in support of the school's outstanding performance: 1-3 hours per week. "
  

3. Article 3 shall read as follows: Art. 3.-didactic teaching Rule-learning, education, training and practice of current assessment of pupils in the class is the number of hours corresponding to the activities referred to in article 1. and (b). he settles for) and trainees instructors from pre-university to 24 hours per week, except as provided for in law No. 128/1997, which may be contained: (a) teaching activities) learning and instructional practice, classes and groups of 10-15 students;

c) counseling and hours of orientation: 1-2 hours per week. "
  

4. After article 3 are inserted in articles 3 ^ 1 ^ 2 and 3 with the following content: "Art. 3 ^ 1. -The teaching of learning, education and current assessment of children in placement centres from groups representing the number of hours corresponding to the activities referred to in article 1. and (b). he settles for) and the kindergarten teachers-teacher-educator, educator, student-teacher-educator, educator and social educator at the 25 hours a week, they can be included: (a) learning activities), education and evaluation, with a group of 10-15 children;
  

b) training activities, practice tests sociometrice, conducted by two professors, with a group of 10-15 children: 2-3 hours per week;
  

c) hours of counseling and guidance: 1-2 hours per week.
  

Art. 3 ^ 2. -The didactics for the kindergarten teachers-teacher-educator, educator, teacher-educator, teacher-educator, master instructor and teacher in special education is 20 hours per week. Its structure comprises the activities referred to in article 1. 2(a) the-c)) or, where appropriate, in article 19. 3 or 3 ^ 1. "
5. Article 4 shall read as follows: Art. 4.-(1) the application of the new structure of the teaching norm laid down in this Ordinance shall be carried out by the educational units, beginning with the school year 1998/1999.

(2) the application of this Ordinance may not lead to a modification of the amount which is the norm of teaching, including exceptions, in accordance with the law. 128/1997. "
  

This law was adopted by the Chamber of deputies at its meeting on 10 May 1999, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
