The Romanian Parliament adopts this law + Article 1 Approval Government Emergency Ordinance no. 17 17 of 18 September 1998 to amend and supplement Government Emergency Ordinance no. 4/1996 on the licensing of installation and operation of GSM networks and the establishment of the license fee, published in the Official Gazette of Romania, Part I, no. 359 359 of 22 September 1998, with the following amendment: -In paragraph 2, paragraph 2 of Article 1 shall read as follows: " (2) In the frequency spectrum of 1,800 MHz the Ministry of Communications *) will assign two operating licenses for the digital cellular telephone system DCS 1800, hereinafter referred to as DCS 1800. One of the licenses will be awarded by public auction, and the second will be assigned by direct entrustment to a branch of the National Telecommunications Society lt; lt; Romtelecom gt; gt;-S.A.
