The Romanian Parliament adopts this law + Article 1 The family code, adopted by Law no. 4/1953, published in the Official Bulletin no. 1 of 4 January 1954, republished in the Official Bulletin no. 13 of 18 April 1956, as amended, shall be amended and supplemented as follows: 1. Article 13 (1) shall be inserted after Article 13, with the following contents: "" Art. 13 13 ^ 1. -On the same day as the receipt of the marriage declaration, the civil status officer will order its publication, by displaying in the extract, in a specially arranged place, at the headquarters of the town hall where the marriage is to end. The extract from the marriage declaration will include, on a mandatory basis: the date of display, the civil status data of the future spouses, as well as the notice that any person can make an option to marriage, within 10 days from the date of display. " 2. Article 16 (1) shall read as follows: " Marriage is concluded by the consent of the future spouses. They are obliged to be present together, accompanied by two witnesses, at the headquarters of the city hall, to give their personal consent and publicly to the civil status officer. " 3. Article 17 shall read as follows: "" Art. 17. -The civil status officer, taking the consent of the future spouses, will draw up, immediately, in the register of civil status documents, the act of marriage, which is signed by the spouses, the two witnesses and by the civil status officer. " 4. Article 19 shall read as follows: "" Art. 19. -The marriage concluded in violation of the provisions of art. 4, 5, 6, 7 lit. a), art. 9 9, 13 ^ 1 and 16. " + Article 2 Law no. 119/1996 on civil status documents, published in the Official Gazette of Romania, Part I, no. 282 of 11 November 1996, shall be amended and supplemented as follows: 1. Article 28 (1) shall be inserted after Article 28, with the following contents: "" Art. 28 28 ^ 1. -Through the care of the civil status officer, the marriage declaration will be published, by displaying in the extract, on the day it was received, at the specially arranged place at the town hall where the marriage will end. " 2. Article 31 shall read as follows: "" Art. 31. -(1) At the conclusion of the marriage, the civil status officer takes the consent of the future spouses, free and fully expressed, in the presence of two witnesses, after which he declares them married, reads their provisions of the Family Code, regarding the rights and the obligations of the spouses, and draw up, immediately, the act of marriage. (2) The marriage act shall be signed by the spouses, with the surname they agreed to carry during the marriage, by the two witnesses and by the civil status officer. " 3. in Article 62 (1), the following shall be inserted: " r) non-compliance by the civil status officer with the provisions provided for in art. 28 28 ^ 1 and 31. " 4. Article 62 (2) shall read as follows: "" (2) Contraventions referred to in lett. a)-c) is sanctioned with a fine of 30,000 lei to 60,000 lei, and those from lit. d)-r), with a fine of 40,000 lei to 80,000 lei. " 5. Annex no. 1 B to this Law shall be amended accordingly. + Article 3 The Ministry of Interior and the Department for Local Public Administration will take the necessary measures for the proper modification of the marriage act form and for the completion of the application methodology of Law no. 119/1996 with regard to civil status documents. + Article 4 This law shall enter into force 90 days from the date of its publication in the Official Gazette of Romania. This law was adopted by the Senate at the meeting of October 1, 1998, in compliance with the provisions of art 74 74 para. (1) of the Romanian Constitution. p.
