The Romanian Parliament adopts this law + Article 1 Approval Government Emergency Ordinance no. 67 67 of 24 October 1997 on the establishment, organization and functioning of the National Office of Cinematography and the establishment of the National Film Fund, published in the Official Gazette of Romania, Part I, no. 295 of 30 October 1997, with the following amendments and additions: 1. Article 2 shall read as follows: "" Art. 2. -(1) On the date of entry into force of this emergency ordinance, the National Office of Cinematography, specialized body of the central public administration directly subordinated to the Government, shall be established by the reorganization of the National Center of the Disbanding Cinematography. (2) The National Office of Cinematography has legal personality, and current expenses and capital expenditures are fully financed from the state budget. " 2. Article 3 shall read as follows: "" Art. 3. -(1) The National Office of Cinematography is headed by a president, whose function is assimilated to that of secretary of state, as well as a vice president, whose position is assimilated to that of undersecretary of state. The president and vice president are appointed by the Prime Minister. (2) The President of the National Office of Cinematography is the principal authorising officer. " 3. Article 5 shall read as follows: "" Art. 5. -(1) The National Office of Cinematography coordinates the film activity in Romania, administering the patrimony of national cinema and the financial resources allocated for this purpose. (2) The patrimony of national cinema, in the administration of the National Office of Cinematography, consists of: a) Romanian films of all genres: feature, short film, documentary films, as well as unmounted materials of documentary films, animated films, negative and all their primary materials, made with full funding from the state budget; b) the materials left behind the completion of the productions made with full financing from the state budget and which can be used in the production of new films, such as: props, furniture, costumes, weapons, sets or decoration elements, purchased or made on the costs of those films, located in the warehouses of the Commercial Company lt; lt; the Gt Cinema Studio; gt; Bucharest-S.A. or in any other storage place; c) cinemas under the administration of the National Office of Cinematography, through the Autonomous Regia of Film Distribution and Exploitation-Romania-film Bucharest. (3) The National Office of Cinematography authorizes, on the basis of unitary norms that it elaborates, the conduct of all cinematographic activities on the territory of the country, made by natural or legal persons, Romanian or foreign. (4) For the purposes of establishing the unit of the recording, recording and authorization of all activities in the field, as well as the classification of cinematographic works, the Register of Cinema shall be established. " 4. Article 6 shall read as follows: "" Art. 6. -The National Office of Cinematography has the following tasks: a) develop draft normative acts in its field of competence; b) issue rules and instructions for subordinate units; c) ensure the participation of Romanian cinema in national and international bodies and events; d) issue the norms of organization and functioning of the Registry of cinema, as well as the norms for the classification of cinematographic works; e) administer and exploit the movable and immovable patrimony of national cinema; f) organizes or supports the organization of festivals and other cinematic events in Romania; g) supports the participation of Romanian film productions at festivals or other international events; h) organize training and refresher activities of the specialized personnel; i) take over the necessary data from the natural or legal persons who carry out activities in the field of cinema and transmit them to the National Commission for Statistics in order to elaborate the lt; lt; the gt; gt; j) control compliance with regulations in the field of cinema; k) participate in the initiation and negotiation of conventions, agreements and other international or bilateral agreements in the field of cinema, according to the law; l) can edit specialized publications and information in the field; m) grants, every year, the National Cinema Award and may establish other prizes for each of the fields specific to the creation and the cinematographic technique. " 5. Article 7 shall read as follows: "" Art. 7. -(1) The Council of the National Office of Cinematography, a coordinating body of the National Cinema Office's strategy, is established. (2) The Council of the National Office of Cinematography is made up of the President and Vice President of the National Cinema Office and 13 members. (3) Within the Council of the National Office of Cinematography 11 members are appointed by the President of the National Office of Cinematography, from a number of two proposals for each place, formulated by the following legal entities: a) associations and unions of creators, existing: 4 members; b) companies that have as their object of activity the exploitation of films in the cinema halls: 1 member; c) companies whose main activity is film production: 2 members; d) companies whose main activity is the distribution of films: a member; e) Romanian Television Society: a member; f) private television companies where hertziene, with terrestrial or satellite transmission, and cable television companies: one member; g) cinema-specific publications: a member. (4) The Minister of Culture and the Minister of Finance shall each designate a member of the Board of National Cinematography. (5) The Secretariat of the works of the National Office of Cinematography shall be provided by the staff of the National Cinema Office. " 6. Article 8 shall read as follows: "" Art. 8. -(1) The mandate of the members of the Council of the National Office of Cinematography is 2 years; the members of the council cannot exercise more than two mandates, which cannot be successive. (2) The members of the National Office of Cinematography shall be remunerated according to Annex no. 11 11 to Law no. 40/1991 regarding the remuneration of the President and the Government of Romania, as well as of the staff of the Presidency, Government and other organs of executive power, republished, as amended. " 7. Article 9 shall read as follows: "" Art. 9. -(1) The National Office of Cinematography shall have the following tasks: a) establishing the strategy for the development of the Romanian film industry; b) the promotion and international representation of the interests of national cinema; c) establishment of a national programme of film culture; d) coordination of projects and programs specific to various forms of cinematographic creation; e) the awarding of the National Prize of Cinematography and other awards instituted by the National Office of Cinematography; f) the establishment of the strategy, principles and priorities for allocating the amounts from the National Film Fund to support the production and distribution of Romanian film. (2) The Council of the National Cinema Office shall take decisions in the presence of at least 11 members, with the simple majority of the votes of those present (3) The Council of the National Office of Cinematography shall establish the regulation for the annual award of the National Cinema Prize for each of the specific fields. " 8. Article 10 shall be repealed. 9. Article 11 shall read as follows: "" Art. 11. -(1) The Council of the National Cinema Office establishes the composition of the jury for the granting of financial support for the production, distribution and encouragement of Romanian film (2) The Council of the National Office of Cinematography meets quarterly in ordinary meetings, at the convocation of the President of the National Office of Cinematography or, in the absence thereof, of the Vice President. (3) The Council of the National Office of Cinematography may also meet in extraordinary meetings, at the convocation of the President of the National Cinema Office or, in the absence thereof, of the Vice President, as well as at the request of at least 6 members of council. " 10. Article 12 shall read as follows: "" Art. 12. -(1) In order to achieve the goals and duties of the National Office of Cinematography, the National Film Fund is established, which is administered by the office. (2) The national film fund shall be from sources allocated from the state budget and from non-budgetary sources. " 11. Article 13 shall read as follows: "" Art. 13. -(1) The non-budgetary sources of the National Cinematographic Fund shall be constituted by the amounts made by the National Office of Cinematography by: a) the organization of cultural events, studies and projects, as well as the exploitation of goods in endowment; b) collection of fees for the performance of classification, registration and authorization operations, within the Register of cinema; c) a contribution of 1,5% of the wholesale price of recorded videotapes, which shall be added to their price, payable by the economic operator making the sale to the public and which is authorised as such. Economic agents, wholesale distributors of videotapes registered, are obliged to transmit to the National Office of Cinematography lists of sales contracts, including their value, as well as the names of economic agents buyers, for sales made up to the 25th of the current month, for the previous month; d) a contribution of 3% of the price of the advertising minutes sold by the Romanian Television Society and private television stations with radio, terrestrial or satellite broadcasting, which is added at this price. Advertising agencies and economic agents, who buy advertising minutes from the aforementioned televisions, are obliged to transmit to the National Cinema Office the list of purchase contracts of advertising minutes, including their value, as well as the names of the economic agents sellers, until the 25th of the current month, for the previous month. Where there is an intermediary economic agent between the advertising agency and the television station, the obligation to pay that contribution lies with the intermediary economic operator who carried out the sale of those minutes to the advertising; e) a contribution of 3% of the price of the advertising minutes sold from the space of its own program for cable television companies that have a license for the production of programs, which are added to this price; f) a contribution from the proceeds from the dissemination of films on any kind of support, in cinemas or in other public spaces intended for viewing with the public, the amount of which is 10% for films of foreign origin and 20% for films that are banned from viewing for minors; g) a contribution of 3% of the gross profit obtained by economic agents who carry out commercial activities of another profile in the premises for the exploitation of films and their annexes; h) the assignment of the rights of exploitation of Romanian films made with full funding from the state budget, produced before the date of entry into force of this emergency ordinance, in compliance with the legislation on copyright and related rights; i) the amounts arising from the rental of buildings or other goods under his administration; j) amounts from the exploitation of assets in the patrimony of national cinema; k) exploitation, marketing or rental of props, furniture, suits, weapons, sets or decoration elements, which were purchased or made and accounted for on costs during the production of the films fully funded from the state budget and carried out before the date of entry into force of this emergency ordinance, in compliance with the legislation on copyright; l) a fee of 0.5% of the budget related to filming in Romania for authorization by the National Office of Cinematography of foreign teams; the same fee applies to the budgets of films made through service provision for partners foreigners, who add to these budgets. Services and co-productions to which the cash contribution of the Romanian part is considered is less than 5% of the value of the film's production budget; m) other activities carried out directly by the National Office of Cinematography. (2) Definition of the premises mentioned in par. ((1) lit. g) and the determination of the amount of the contribution will be made by the National Cinema Office within 90 days of its establishment. ((3) The amounts from the contributions set out in par. ((1) lit. c)-g) represents the deductible expense when calculating the taxable profit of the respective economic agents. 12. Article 14 shall read as follows: "" Art. 14. -(1) Contributions provided in art. 13 13 para. ((1) lit. d) can be reduced by 50%, at the request of the respective economic agent, with the obligation of full use by him of the amounts from this reduction, for direct participation in the making of films, under the conditions of art. 28 28 para. ((1), intended for design in cinemas or other spaces defined as such by the National Office of Cinematography. (2) Applications made for this purpose shall be submitted to the National Cinematography Office by December 31, for the following year. (3) The remaining amount available, not used until December 31 of the current year, shall be transferred to the National Cinema Office no later than January 25 of the year following that for which the reduction was requested. " 13. Article 15 shall read as follows: "" Art. 15. -(1) Economic agents are obliged to declare and to turn to the National Office of Cinematography the amounts provided in art. 13 13 para. ((1) lit. b)-g) and l) until the 25th of the month in progress for the previous month, with the exceptions provided in art. 14. (2) Failure to declare or to non-irate the amounts referred to in par. (1), as well as the non-declaration of the value of contracts, 13 13 para. ((1) lit. c) and d), shall be sanctioned according to this emergency ordinance. ((3) The extra-budgetary income, remaining in the National Film Fund at the end of the year after the expenses, shall be carried over to the following year, keeping the same destination. " 14. in Article 16, paragraph 2 is inserted as follows: "(2) In order to monitor the collection of the amounts due, the National Office of Cinematography is authorized to apply the enforcement procedures, according to the legal provisions." 15. Article 17 shall read as follows: "" Art. 17. -(1) The amounts managed by the National Cinema Office through the National Film Fund will be used as a priority for providing financial support to producers and distributors of films of all genres: short film and feature fiction, documentary, experimental or animated film, on any kind of support, provided that the film is made according to the provisions of art. 28 28 para. ((1). (. Financial support shall be granted in the form of non-interest-free loans as follows: a) credit for production and/or distribution; b) credit for scenario development; c) credit for success. (3) Refundable credits, except for the credit for success, shall be granted exclusively on the basis of competition organized by the National Office of Cinematography, as follows: a) to financially support the production and distribution of films, in the form of credits for production and/or distribution; b) for the financial support of economic agents producers of film or, individually, of the authors, for the preparation and realization of film scenarios, in the form of credits for the development of the scenario. " 16. Article 17 (1) shall be inserted after Article 17: "" Art. 17 17 ^ 1. --(1) The contests for the granting of credits for production and/or distribution and credits for the development of the scenario shall be organized twice a year. (2) The Council of the National Office of Cinematography shall appoint a jury, different for each competition session, consisting of 5 persons. (3) The appointment of the jury shall be made within 3 days after the deadline for submission of the projects for the competition. (4) The jury operates and deliberates according to the regulation and criteria approved by the Council of the National Office of Cinematography. (5) The decisions of the jury shall be taken by open vote, with the simple majority of the total number of members, following that in the argumentation of his decision the jury shall draw up a written motivation within 10 days after the deliberation. (6) The decisions of the jury may be challenged within 30 days of communication to the Council of the National Office of Cinematography. (7) The decisions of the Council of the National Cinema Office may be challenged, according to the law, to the competent court. (8) The granting of the credit for the development of the scenario is subject to a letter of intent of an economic agent producing film, stating its intention to acquire the production right of the film according to the script made with this support, at a price at least equal to the amount of the credit requested. ' 17. Article 18 shall read as follows: "" Art. 18. -(1) The credit for production and/or distribution, granted by the National Office of the Cinematography of the film producer or distributor, may not exceed the share of 49% of the total amount of the expenditure budget of the project presented by Applicant. (2) The amount of the credit granted for a film may not exceed 20% of the amounts allocated for this purpose from the National Film Fund. (3) The credit for production and/or distribution is granted exclusively for the film project presented at the competition and is not transmissible. (4) The National Office of Cinematography may grant, on the basis of competition, and special forms of funding from the National Film Fund, as follows: a) up to 75% of the total budget required for the production of a debut film, provided that it does not exceed the average budget of a film made in the previous year with the support of the National Cinema Office; b) up to 75% of the total budget required for the production and distribution of experimental, short fiction, documentary or animation films. " 18. Article 19 shall read as follows: "" Art. 19. -(1) The Romanian natural or legal person applying for credits for production and/or distribution or credits for success must provide proof of direct contribution to the financing of the project, amounting to a minimum of 5% of the total production budget or of the distribution of the film, in cash, in kind or in services, at the market price. (2) This contribution may be in the form of loans or a bank guarantee letter or equivalent guarantees. (3) The credit for production and/or distribution or the credit for success may be granted only once for a film, at the request of the authorized representative of the co-producers. (4) Romanian natural or legal persons applying for financial support in the form of credit must prove that they have obtained the assignment of the rights of realization of adaptation, as a derivative, object of the request, and in the case of economic agents producers or distributors of film, the exclusive exploitation rights of the film for which such support has been requested, from all rightholders to it, under the terms of the relevant legislation. " 19. Article 20 shall read as follows: "" Art. 20. -(1) Both the credit for production and/or distribution and the credit for success shall be granted on the basis of a contract concluded between the National Cinema Office and the producer or distributor of the film. (2) The contract shall be concluded only after the verification of the financial file of the project by the National Cinema Office, a file stating that the full financing of the project, both as sources and as deadlines, is on fully insured. (3) The credit for the development of the scenario shall be awarded on the basis of a contract concluded between the film producer or the applicant author and the National Cinema Office. (4) The term of surrender of the script, made using the credit for the development of the scenario, is one year from the date of its granting. (5) The production of a film produced using the credit for production and/or distribution or credit for success must start within one year of their award, and the achievement of the standard copy shall not exceed 3 years from this date. (6) The credit for production and/or distribution and the credit for success may be cumulated, provided that they do not exceed a total of 60% of the production and distribution expenses. (7) Under the conditions set out in par. (6) The application of a credit for production and/or distribution may be made only to the extent that the amounts due as a credit for success do not fully cover the 60%. (8) In duly justified cases, the Council of the National Office of Cinematography may extend the deadlines provided in par. ((5). (9) In the budgets of films made with financial support, in accordance with the provisions of this emergency ordinance, must be provided, at the request of the National Office of Cinematography, the first for the following assurances ending to manufacturers with specialised insurance companies: insurance against damage to the film or video tape; sickness or death insurance for principal filmmakers, directors, principal actors or others assimilated insurance of props, furniture and decor; insurance against third parties; securing cash amounts. The National Cinema Office may require the manufacturer to complete an insurance for the completion of the film. " 20. Article 21 shall read as follows: "" Art. 21. --(1) The share of the National Film Fund that can be granted annually to credits for success cannot exceed one third of the total amounts that constitute this fund. (2) The credit for success is calculated by establishing a fixed amount for each of the paying spectators of a film, made under the conditions of art. 28 28 para. ((1), if the reference film had at least 40,000 paying spectators. (3) The amount of the amount granted under par. (2) shall be established annually by the National Office of Cinematography. (4) In the calculation of the amount of the credit for success, only the number of paying spectators in cinema halls or other halls intended for a viewing with the public, defined and authorized as such by the National Office of the Cinema. (5) The credit for success is granted to a producer only for the production of a new film, made under the conditions of art. 28 28 para. ((1). (6) If the share of the National Film Fund, distributed for that year, is not sufficient to cover the amount of the credit for success, due to a film under the conditions of this emergency ordinance, the amounts not covered will be transferred to the economic agent from the funds of the National Cinema Office for the following year. " 21. Article 22 shall read as follows: "" Art. 22. -(1) The National Office of Cinematography may consider, with the opinion of the Council of the National Office of Cinematography, other forms of financial support from extra-budgetary sources for the achievement of its purposes, in accordance with the provisions of art. 5. (2) The National Office of Cinematography may use the extra-budgetary funds at its disposal and for the performance of capital, personnel, material and service expenses, necessary for the performance of the duties and responsibilities return according to art. 5 5 and 6. " 22. Article 23 shall read as follows: "" Art. 23. --(1) Credits granted under the conditions of this emergency ordinance shall be reimbursed to the National Office of Cinematography from the revenues obtained through the use or exploitation of the script or film, made with these credits. ((2) The beneficiaries of credits for production and/or distribution, as well as credits for success, guarantee with a percentage share of the revenues from the exploitation of the film, corresponding to the participation of the National Office of Cinematography to the production and distribution budget of that film. (3) The credit for the development of the scenario shall be guaranteed by the beneficiary with the share of the proceeds obtained by the assignment of the rights to the scenario, corresponding to the participation of the National Cinema Office in its realization. (. The repayment obligation shall be extinguished after 10 years from the date of commencement of the use or exploitation of the script or, where applicable, of the film. (5) The remaining amount not repaid after that date shall be taken into account when determining the taxable profit of the economic operator benefiting from this credit. ((6) If an economic agent, natural or legal person, contributes to the production or distribution of a film with more than 10% of the budget, the recovery of this contribution shall be made as a priority. " 23. Article 24 shall read as follows: "" Art. 24. --(1) The beneficiaries of credits for production and/or distribution, as well as credits for success, have the obligation to transfer to the National Cinematography Office, from the revenues made by exploiting the film, the amounts corresponding to the share percentage of participation of the National Cinema Office in the production and distribution budget of that film. ((2) Transfer of the amounts referred to in par. ((1) shall be made until the last working day of the month following that in which the income was made. " 24. Article 25 shall read as follows: "" Art. 25. -(1) The property on the negative, as well as all the rights of exploitation of the film belong to the producer, including in the situation in which he received financial support from the National Office of Cinematography. (2) Within 30 days of the completion of the standard copy, the negative and primary materials of the film made with the financial support of the National Cinema Office will be deposited in a film processing laboratory, accepted both. by the National Office of Cinematography, as well as by manufacturers, by the name of the manufacturer or manufacturers, as the case may be, and of the National Cinema Office, the costs of the submission being borne by the manufacturer. For films 100% Romanian production, after 3 years from the premiere the materials provided above will be submitted, under the same conditions, to the National Film Archive, the costs being borne by the manufacturer. The negative will be returned to the manufacturer with the full refund of the amounts granted. " 25. Article 26 shall read as follows: "" Art. 26. -I cannot benefit from credits for production and/or distribution or credits for the development of the scenario: a) the members of the juries, for the competition session at which they were appointed; b) the President and Vice-President of the National Cinema Office; c) the staff operating within the National Office of Cinematography. " 26. Article 27 shall read as follows: "" Art. 27. -(1) By income, for the purposes of this emergency ordinance, it is understood the totality of the amounts collected by the economic agent, producer of the film, from the use or exploitation of the script or the film, as the case may be, domestically and internationally, for exploitation in cinemas or other rooms intended for viewing with the public, by television organisations or by distributors of cable programmes, as well as from separate exploitation rights for music, soundtrack, screenplay or text, by producing publications, phonograms, audio and video tapes, other works derivatives, objects, games and the like, which use, as a pre-existing work or as a source, the respective film and whose exploitation rights were obtained by the producer economic agent, in compliance with the legislation in the matter of the right of author and related rights. (2) The economic agent that produces or distributes a film with the financial support of the National Cinema Office is obliged to highlight separately in its accounting the revenues and expenses for this film and to report periodically the revenue from its use and exploitation. (3) The reporting will be made, in the first year of operation, monthly, until the 25th of the current month for the previous month, then quarterly, until the deadline of 3 years and then annually, until the end of the 10-year term. (4) Failure by the economic agent to comply with the provisions of art. 23 23 and 24 on the reimbursement of the support granted, according to this emergency ordinance, shall entail the termination of the credit agreement and the obligation to refund, within a maximum of 30 days, the amounts granted as financial support. " 27. Article 28 shall read as follows: "" Art. 28. -(1) Romanian natural or legal persons presenting film or script projects that meet at least two of the following conditions may benefit from credits: a) at least two of the authors of the film (screenwriter, director or composer), half of the actors in the main roles, half of the number of technicians and half of the number of workers to be Romanian citizens; b) filming takes place, two thirds, in Romania, except for filming in the studio, which must be carried out in full in Romania; if the subject of the film requires otherwise, the compensation is made through other specialized services carried out in Romania, such as: assembly, sonorization, laboratory works, as well as other technical operations; c) in the case of co-productions, the Romanian side must have a participation rate of at least 51% of the film's budget, without including in it the costs for the script, music, directing, producer and main performers, except for productions carried out under the programmes of the Council of Europe, the European Commission and their subordinate bodies. (2) Detail the conditions provided in par. (1) shall be established by the Council of the National Office of Cinematography. (3) I cannot benefit from the credits granted by the National Office of Cinematography: a) films that propagate the defaming of the country or of the nation or inciting war of aggression, national hatred, racial, class or religious hatred, discrimination on ethnic, religious or sex criteria, territorial separatism; b) films that damage the dignity, honor, private life of the person and the right to his own image; c) films aimed at direct or indirect incitement to public violence; d) films with obscene content, contrary to good morals; e) films that, according to the classification of the National Office of Cinematography, are banned for viewing minors. " 28. Article 29 shall read as follows: "" Art. 29. -Economic agents who receive financial support from the National Office of Cinematography for the realization of a film have the obligation to hand over to the National Film Archive a copy of it, in Romanian, on the support it was realized the original version, within 60 days from the date of completion of the standard copy. " 29. Article 31 shall read as follows: "" Art. 31. -For the purposes of this emergency ordinance, the cinematographic staff shall be made up of persons participating, in artistic or technical form, in the organization of cinematographic production, the staff of the cinematographic laboratories, and staff engaged in the distribution and exploitation of the film 30. Article 32 shall read as follows: "" Art. 32. -The natural and legal persons who produce, market or broadcast in cinema halls or other halls intended for viewing with the public, defined as such and authorized by the National Office of Cinematography, films on any kind of support or who carry out any other activities in the field of cinema have the obligation to register with the Register of Cinema and obtain authorization to operate. " 31. Article 34 shall read as follows: "" Art. 34. -(1) Economic agents who have as their object of activity the exploitation of films on any kind of support, in cinema halls or in other halls intended for viewing with the public, have the obligation to broadcast films, produced under the conditions of art. 28 28 para. ((1), at least 5% of the annual total of the projection hours. (2) Failure to comply with par. (1) shall be penalized by 10 million lei for each hour not broadcast. (3) The finding of the situations provided for in this Article shall be made by the authorized members of the National Office of Cinematography, which also apply the penalties. (4) Against the findings and penalties applied to economic agents can be addressed with complaint to the courts in whose territorial area they are based. " 32. In Article 35, paragraph 2 shall read as follows: "(2) The amount and percentages of application of the penalties provided for in this emergency ordinance may be updated periodically, at the proposal of the National Office of Cinematography, by decision of the Government." 33. Article 36 shall read as follows: "" Art. 36. -In order to develop Romanian cinema, local councils and other public authorities support, within the limits of their competence, the construction of new cinemas, with one or more screens, through the allocation of funds or by renting or the concession of suitable land for persons wishing to invest in this field. " 34. Article 39 shall read as follows: "" Art. 39. -For economic agents who make films financed with full private capital, the submission of a copy to the National Film Archive is not mandatory. " 35. Article 40 shall be inserted in paragraph 2 with the following contents: " (2) For non-compliance with the obligations provided for in the rules to be developed by the National Office of Cinematography according to 6 lit. d), with regard to the Register of Cinema, the Government will determine, with their approval, the amount of the contraventions and the regime of their application. " 36. Article 42 shall read as follows: "" Art. 42. -(1) For the purposes of European integration, the National Office of Cinematography, together with the Ministry of Foreign Affairs and the Ministry of Finance, will act, within 90 days from the date of entry into force of this emergency ordinance, for Romania's registration in the specialized programmes of the European Union EURIMAGES, as well as in other international bodies and programmes, including for subordinate units. (2) The registration fees, as well as the payment of the related annual contribution will be provided from the state budget through the National Office of Cinematography. " + Article 2 Government Emergency Ordinance no. 67/1997 on the establishment, organization and functioning of the National Office of Cinematography and the establishment of the National Film Fund, with the amendments and completions brought by this law, will be republished in the Official Gazette of Romania, giving the texts a new numbering.
