The Romanian Parliament adopts this law + Article UNIC The Additional Protocol no. 6 to the Central European Free Trade Agreement (CEFTA), signed in Warsaw on 19 December 1997, replacing Protocol 21 on the exchange of concessions on agricultural products between Romania, of the one part, and the Republic of Slovenia, of the other part, to the Central European Free Trade Agreement. This law was adopted by the Senate at the meeting of 8 June 1998, in compliance with the provisions of art. 74 74 para. (2) of the Romanian Constitution. p. ---------- Representatives of the Czech Republic, the Republic of Hungary, the Republic of Poland, Romania, the Slovak Republic and the Republic of Slovenia, hereinafter the Parties, Taking into account the Agreement on the Accession of the Republic of Slovenia to the Central European Free Trade Agreement, and in particular 5, and the Agreement on Accession of Romania to the Central European Free Trade Agreement, in particular the provisions of Protocol 21, Having regard to the Declaration made by the Prime Ministers on 12 September 1997 in Portoroz, the Republic of Slovenia, reaffirming the commitment to market economy principles, which form the basis of relations between them, recognising that this additional protocol will promote the intensification of mutually beneficial trade relations between them and contribute to their integration in Europe, according to the provisions of art. 34 34, 35, 37 and 39 of the Central European Free Trade Agreement, have decided as follows: + Article 1 Protocols 11, 12, 13 and 21 to the Central European Free Trade Agreement and the Annexes thereto are deleted and replaced by the new Protocols 11, 12, 13 and 21 and the Annexes thereto, which form an integral part of this Additional Protocol. + Article 2 This Additional Protocol is an integral part of the Central European Free Trade Agreement. + Article 3 1. This Additional Protocol will enter into force on the 30th day after the date of receipt by the depositary of the last notification of the parties on the conclusion of the necessary procedures for this purpose. 2. The Depository shall notify all parties of the completion of the procedures necessary for the entry into force of this Additional Protocol. 3. If this Additional Protocol does not enter into force until 1 April 1998, it shall be applied provisionally from that date. As for which the undersigned plenipotentiaries, being fully authorized for this purpose, have signed this Additional Protocol. Drawn up in Warsaw on 19 December 1997, in a single authentic English copy, to be submitted to the Government of the Republic of Poland. The depositary will transmit certified copies to the parties. Czech Republic Republic of Hungary Poland Romania Slovak Republic Slovenia Republic + PROTOCOL 21 (referred to in art. 12 12) Exchange of concessions on agricultural products between Romania, on the one hand, and the Republic of Slovenia, on the other 1. The import duties applicable in Romania to the products originating in the Republic of Slovenia and the import duties applicable in the Republic of Slovenia to products originating in Romania, contained in Annex A to that Protocol, shall be deleted at the date of of 1 April 1998, with the exception of products marked with an asterisk. In the case of products marked with an asterisk, the zero customs duty shall be applied, within the limits of the quotas specified in Annex A1. The quotas in Annex A1 will be deleted on 1 January 2000. In the case of products marked with two asterisks, the customs duties will be progressively reduced by both parties, according to the following calendar: -on 1 April 1998-30% of the basic fee; -on 1 January 1999-the remaining charges will be abolished. 2. The import duties applicable in Romania to the products originating in the Republic of Slovenia and the import duties applicable in the Republic of Slovenia to products originating in Romania, contained in Annex B to that Protocol, shall be reduced to the level set out in that Annex as from 1 April 1998, with the exception of products marked with an asterisk. In the case of products marked with an asterisk, the customs duties will be progressively reduced by both parties within the quotas specified in Annex B1, according to the following timetable: --on 1 April 1998-40% of the basic duty but not more than the level set out in Annex B. --on 1 January 1999-at the level set out in Annex B. The quotas set out in Annex B1 will be deleted on 1 January 2000. In the case of products marked with two asterisks, the customs duties will be progressively reduced by both parties to the level set out in this Annex, according to the following timetable: -on 1 April 1998-30% of the basic duty, but not more than the level set out in Annex B; --on 1 January 1999-at the level set out in Annex B. 3. The import duties applicable in Romania to products originating in the Republic of Slovenia, contained in Annex C to that Protocol, shall be reduced, without quantitative limits or within the limits of the quotas specified in that Annex, to the level set out in this, as of 1 April 1998. 4. The import duties applicable in the Republic of Slovenia to products originating in Romania, contained in Annex D to that Protocol, shall be reduced, without quantitative limits or within the limits of the quotas specified in that Annex, to the level set out in this, as of 1 April 1998. 5. The basic fees agreed by this protocol are the customs duties at the most favoured nation level, applied at the time of the actual import.
