The Romanian Parliament adopts this law + Article UNIC Law no. 70/1991 on the local elections, republished in the Official Gazette of Romania, Part I, no. 79 of 18 April 1996, shall be amended and supplemented as follows: 1. In Article 3, paragraph 4 shall read as follows: "(4) Citizens with the right to vote, who have established their residence in another administrative-territorial unit at least 3 months before the elections, shall exercise their right to vote in the respective administrative-territorial unit." 2. Article 17 shall read as follows: "" Art. 17. -(1) At the request of citizens with the right to vote, who have established their residence in the electoral district where elections are held at least 3 months before the vote, will be passed by the mayor in an additional electoral list, based on the act Identity. (2) The mayor of the locality of residence will ask the mayor of the home town to remove from the electoral list of the person concerned. The request will be made in writing or by phone. Telephone requests in the form of notes will be recorded in a special register. (3) On the day of voting, persons in the category of those provided in par. (1), omitted from the supplementary lists, will be placed in the supplementary list by the president of the electoral bureau of the polling station, based on the identity document. (4) In the supplementary list will be passed, by the chairman of the electoral bureau of the polling station, and the persons who show up to vote and prove that they reside in the respective electoral district, but were omitted from the list. (5) The model and content of the supplementary electoral list shall be established under the conditions 104 104. " 3. In Article 23, letter b) shall read as follows: "b) shall ensure that the children on the permanent electoral lists and the holding of the polling stations are drawn up within the period." 4. In Article 26, letter a) shall read as follows: " a) receive from mayors the copies of the permanent electoral lists and ensure the necessary conditions for their verification by the voters; receive from the constituency electoral offices the ballots for the voters who are to vote at that section, the control stamp and the stampedes with the words Voted; ' 5. in Article 28, after paragraph 2, paragraph 3 is inserted as follows: " (3) Provisions of para. ((1) and (2) shall also apply accordingly to the city of Bucharest. " 6. in Article 64, after paragraph 10, paragraph 11 is inserted as follows: " (11) For the identity card, the stamp with the mention Voted and the date shall be printed on a sticker label, affixed to its versoul. The model of the sticker label, as well as the conditions of printing, management and use of it will be determined by Government decision. " 7. In Article 77 (1), letter b) shall read as follows: " b) in Phase II, the constituency electoral office will record the number of unused votes for each party, political party, political alliance, electoral alliance or independent candidate; unused votes of its candidate of independent candidates, who have been assigned seats in stage I, will equally divide the parties, political parties, political alliances or electoral alliances that have achieved the electoral coefficient in stage I, adding to the votes unused of these; unassigned mandates will be assigned to parties political parties, political parties, political alliances, electoral alliances that achieved the electoral coefficient in stage I, in descending order of the number of unused votes, one for each political party, political party, political alliance or electoral alliance, until their exhaustion. If the distribution of all mandates is not carried out, the operation shall be repeated until they are exhausted, under the same conditions. " 8. Article 105 shall read as follows: "" Art. 105. -By identity document, for the purposes of this law, it is understood the identity card, the provisional identity card, the identity card, the certificate that holds the identity card or the diplomatic or service passport, and in the case military school students, the military service card. " This law was adopted by the Chamber of Deputies at its meeting on July 9, 1998, in compliance with the provisions of 74 74 para. (1) of the Romanian Constitution. p.
