The Romanian Parliament adopts this law + Article 1 (1) In order to ensure the financing of actions to support Romanian communities located on the territory of other states, the Fund is available to the Prime Minister. (2) The Fund at the disposal of the Prime Minister for the support of Romanian communities everywhere is approved by the annual laws of the state budget. + Article 2 The budgetary resources thus constituted shall be used, as a priority, for: a) actions to support schools, education in Romanian; b) cultural and artistic actions; c) actions for young people; d) individual aid for special medical cases; e) civic education actions; f) other situations provided for in the cooperation programmes. + Article 3 (1) The Interministerial Council for the Support of Romanian Communities Abroad, approved by the Prime Minister, which endorses the priority actions to be financed from the fund established according to art. 1, proposed by the institutions that initiate such actions, through the relevant ministries. (2) The inter-ministerial council shall meet periodically and shall be composed of representatives of: Ministry of National Education, Ministry of Foreign Affairs, Ministry of Culture, Ministry of Finance, General Secretariat of the Government and State Secretariat for Culte. The representative of the Romanian Cultural Foundation has a guest status. The opinion of the inter-ministerial council + Article 4 (1) For the year 1998 the financial resources needed to establish the fund will be ensured by laying off 5 billion lei from the state budget, without affecting the relevant ministries involved. (2) The Fund shall be supplemented by the financial resources that may be allocated by law on the rectification of the state budget for 1998. + Article 5 (1) The "Eudoxiu Hurmuzachi" Center is established for Romanians everywhere, hereinafter referred to as the center, a public institution with legal personality, subordinated to the Ministry of National Education, having its headquarters in the municipality Bucharest. (2) The Centre shall have as powers the actions provided for in this Law. + Article 6 (1) The Centre shall be organised and operated by its own rules. (2) The organization and functioning regulations, the number of posts necessary to carry out the activity, the organizational structure, the state of functions and the salary of the staff of the center are approved by order of the Minister of (3) The general management of the center's activity is provided by the general manager, member of the Romanian Academy or cultural personality recognized or university professor, appointed by order of the Minister of National Education. + Article 7 The center also has the role to develop and coordinate the training programs of young Romanians everywhere, in order to admit to educational institutions of all degrees in Romania. + Article 8 (1) The financing of the operating and investment expenses of the center shall be ensured from the state budget, through the Ministry of National Education. (2) The funds necessary for the center may also come from sponsorships, donations, assistance from international bodies, as well as from income resulting from the execution of scientific research contracts, assistance or consultancy specialty and other legal sources. (3) In order to cover the expenses necessary for the organization and proper functioning of the center in 1998, the amount of 2 billion lei from the Budget Reserve Fund at the disposal of the Government + Article 9 Students and students of the center can be scholars of the Romanian state and can benefit from free accommodation in student dormitories, during their studies in Romania. The Government may also grant other forms of support that it deems necessary. + Article 10 (1) The local public administration authorities of the administrative-territorial units in which organized or coordinated activities are carried out by the center will provide the necessary support in ensuring, free of charge, appropriate spaces and facilities in the period during which those activities take place. (2) In order to achieve the object of activity of the center, the complex located in Crevedia commune, Dambovita county, public property of the state, under the administration of the Ministry of National Education and in use of the National School of Political and Administrative, together with the land and any other movable or immovable property related to it, according to the inventory as of December 31, 1997, pass into the exclusive use of the center. (3) The administrative and service personnel, related to the real estate complex in Crevedia commune, Dambovita county, can be transferred, within the center, from the National School of Political and Administrative Studies under the conditions of art. 6 6 para. ((2). + Article 11 On the date of entry into force of this Law, any contrary provision shall be repealed. This law was adopted by the Chamber of Deputies at its meeting on July 7, 1998, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution. p.
