The Romanian Parliament adopts this law + Article 1 Law no. 53/1991 on the allowances and other rights of senators and deputies, as well as the salary of the staff in the apparatus of the Romanian Parliament, republished in the Official Gazette of Romania, Part I, no. 23 of 31 January 1996, as amended, shall be amended and supplemented as follows: 1. Article 7 (2) shall read as follows: " (2) Employees who benefit from merit salary and its amount shall be determined in relation to the results obtained in the work carried out. The activity of these employees is analyzed every year and, in relation to the results obtained, it is established to maintain or withdraw the merit salary. " 2. Article 9 (4) shall read as follows: "(4) On an exceptional basis, the Permanent Bureau, on a proposal from the Secretary-General, may reduce to 6 months the minimum length required for the transition into a higher grade." 3. After Article 12, Articles 12 ^ 1 and 12 ^ 2 are inserted, with the following contents: "" Art. 12 12 ^ 1. -(1) Employees who have a working age within the apparatus of the Chamber of Deputies or the Senate, as the case may be, for at least 2 years, receive monthly a stability increase of 5%, calculated on the basic salary. (2) For each year of seniority, which exceeds the threshold of 2 years, to the percentage provided in par. (1) add 3 percent each. (3) The stability athlete, granted under the conditions of par. ((1) and (2), may not exceed 20% of the basic salary. (4) The stability sport shall be granted with the first of the month following the month in which the seniority referred to in paragraph has been fulfilled. ((1) and (2). (5) The stability sport shall not be granted to persons employed after retirement. Article 12 ^ 2. -(1) Employees assigned to specific functions of the Chamber of Deputies or the Senate receive a monthly confidentiality increase of 15%, calculated on the basic salary. (2) The increase provided in par. (1) benefits and employees assigned to positions other than specific ones from the apparatus of the two Houses of Parliament, who carry out activities or carry out works of a confidential nature, established by the Permanent Bureau of the Chamber Deputies or the Senate, as appropriate. " 4. Article 15 shall read as follows: "" Art. 15. -The awarding of employees in the apparatus of the Chamber of Deputies or the Senate is made from an award fund that is constituted by the application of a 10% quota on the salary fund, approved annually by the budget of each Chamber of Parliament. From this fund can be awarded prizes during the year, as a rule quarterly, to employees who have realized or participated directly in obtaining results in activity, appreciated as valuable. " 5. in Article 18, after paragraph 1, paragraph 2 is inserted, with the following contents: "(2) Employment of collaborators, periods of collaboration, working time or executed works, responsibilities, due rights and method of payment shall be established by civil conventions, registered at the Chamber of Deputies or at the Senate, as the case may be." 6. Article 20 shall read as follows: "" Art. 20. --(1) The salariate temporarily appointed to carry out the driving duties of a compartment or sector of activity, if its head is missing a period of more than 30 calendar days and does not receive this salary the period receives, in addition to the basic salary of the position, degree or professional step in which it is framed, the allowance corresponding to the management position it takes over. ((2) If, for certain management positions, fixed basic salaries are provided, without driving allowances, the person temporarily appointed to perform such a function shall benefit from the basic salary established for it. " + Article 2 The provisions of this law shall apply, accordingly, to the staff of the Legislative Council, including that assigned to the salarized functions in accordance with Law no. 40/1991 , republished. + Article 3 The Ministry of Finance will introduce in the structure of the state budget for 1997 the changes resulting from the application of this law + Article 4 Law no. 53/1991 on the allowances and other rights of senators and deputies, as well as the salary of the staff in the apparatus of the Romanian Parliament, republished in the Official Gazette of Romania, Part I, no. 23 of January 31, 1996, as amended, will be republished in the Official Gazette of Romania, giving the articles a new numbering. This law was adopted by the Senate at the meeting of July 1, 1997, in compliance with the provisions of art 74 74 para. (2) of the Romanian Constitution.
