The Romanian Parliament adopts this law + Article 1 Approval Government Ordinance no. 27 27 of 5 August 1996 on the granting of facilities to persons residing or working in some localities in the Apuseni Mountains and in the Biosphere Reserve "Danube Delta", issued pursuant to art. 1 lit. b) of Law no. 65/1996 for the empowerment of the Government to issue ordinances and published in the Official Gazette of Romania, Part I, no. 183 of 8 August 1996, with the following amendments: 1. Article 1 shall read as follows: "" Art. 1. -(1) The staff of public institutions and cult units, assigned to positions that require higher education and specialized environments, with the place of work in rural localities in the Apuseni Mountains, provided in Annex no. 1 to Government Decision no. 323/1996, and which establishes its domicile in these localities, has the right to wood material on the foot, for the construction of a dwelling, extension or repair of the existing dwelling and household annexes, with the obligation to pay 50% of the value of the material. (2) The entitled persons benefit from the granting of wood material of construction, under the conditions of this law, as follows: a) up to 30 mc/family, for the construction of a dwelling, only once; b) up to 20 mc/family, for the extension of the existing home, only once; c) up to 10 mc/family, for the repair of the existing home and household annexes. (3) The provisions of par. (1) benefit persons who do not have forest property from which wood material can be harvested for construction. " 2. Article 1 shall be inserted after Article 1, which shall read as follows: "" Art. 1 1 ^ 1. -(1) Granting of wood material referred to in art. 1 is made on request, which is submitted to the mayor of the locality in whose territorial area the applicant resides. (2) The applications will be submitted, by the mayors of the localities, to the forestry directions of the National Forest Regia, which, through the forest fields in the area, have the obligation to honor them. ((3) The mayors will follow that the wood material thus obtained is used exclusively for the destination granted and only for the rural localities where the persons establish their domicile. " 3. Paragraph 4 of Article 1, which becomes Article 1 ^ 2, shall read as follows: "" Art. 1 1 ^ 2. -The volume of wood material, which is granted under the conditions of art. 1 1 and art. 1 ^ 1, is established within the annual volume of wood mass approved according to the legal regulations for annual cuts in the country's forests. " 4. Paragraph 5 of Article 1, which becomes Article 1 ^ 3, shall read as follows: "" Art. 1 1 ^ 3. -The price difference compared to the full cost will be borne from the state budget and will be paid to the National Forest Regia through the Ministry of Water, Forestry and Environmental Protection. " 5. Article 2 shall read as follows: "" Art. 2. -(1) The staff of public institutions and cult units, assigned to positions requiring higher education and specialized environments, with the place of work in the localities of the "Danube Delta" Biosphere Reserve, set out in the Annex to the Decision Government no. 395/1996, as well as persons who occupy eligible positions benefit from an isolation increase of up to 60% of the basic salary. (2) The differentiation of the isolation increase by localities is made by the Tulcea County Council, with the opinion of the prefecture. (3) The staff referred to in par. (1) the provisions of other normative acts regarding the isolation increase are not applicable to him. (4) Isolation sport for personnel assigned to cult units, according to par. ((1), shall be calculated at the minimum gross basic salary per country and shall be borne from the budget of the State Secretariat for Religious Affairs. " 6. Article 8 a) shall read as follows: "" a) fishing, hunting, management and exploitation of the forest fund and of the forest vegetation outside it; " 7. Article 10 shall read as follows: "" Art. 10. -The Ministry of Public Works and Spatial Planning, the Ministry of Labour and Social Protection, the Ministry of Finance and the Ministry of Water, Forestry and Environmental Protection will approve, within 60 days, the necessary changes to the norms existing methodological regarding the granting, use and control of expenses resulting from the application of the provisions of this ordinance, which will be developed together with the ministries and the county councils concerned. " + Article 2 Government Ordinance no. 27/1996 on the granting of facilities to persons residing or working in some localities in the Apuseni Mountains and in the Biosphere Reserve "Danube Delta", published in the Official Gazette of Romania, Part I, no. 183 of August 8, 1996, with the amendments made by this law, will be republished in the Official Gazette of Romania, giving the articles and paragraphs a new numbering. This law was adopted by the Senate at the meeting of May 22, 1997, in compliance with the provisions of art 74 74 para. (2) of the Romanian Constitution. p.
