Law No. 19 of 28 February 1997 on the ratification of the European Convention on the Suppression of terrorism was published in PARLIAMENT ISSUING the OFFICIAL GAZETTE nr. 34 of 4 March 1997, the Romanian Parliament adopts this law.
The sole article Shall ratify the European Convention on the Suppression of terrorism, done at Strasbourg on 27 January 1977.
According to art. 13 § 1 of the Convention, deposit the instrument of ratification will make the following statement: "Romania, pursuant to art. 13 § 1 of the European Convention for the Suppression of terrorism, declaring that its reserve the right to refuse extradition in respect of any offence in article listed here. 1, which we consider as a crime as a crime policy related to an offence or as an offence of political goals, and undertakes that it will take into account in an appropriate manner, at the time of the offence, the seriousness of particular qualifications, especially if: (a)) created a collective danger to the life, body integrity or liberty of persons; or b) has encroached on some foreign people of mobilurile who caused it; fold c) have used raw or treacherous means for committing them. "
This law was adopted by the Senate at its meeting on 6 February 1997, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
SENATE PRESIDENT PETRE ROMAN this law was adopted by the Chamber of deputies at its meeting on 10 February 1997, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
