The Romanian Parliament adopts this law + Article UNIC The European Convention for the Suppression of Terrorism was ratified, adopted in Strasbourg on 27 January 1977. Under art. 13 paragraph 1 of the Convention, when depositing the instrument of ratification the following declaration shall be made: " Romania, pursuant to art. 13 paragraph 1 of the European Convention for the Suppression of Terrorism, declares that it reserves the right to refuse extradition in connection with any offence listed in art. 1, which it considers as a political offence, as a related offence to a political offence or as an offence determined by political purposes, and commits that it will duly consider, at the time of the offence, its particular gravity, especially if: a) has created a collective danger to life, bodily integrity or freedom of persons; or b) has affected foreign persons by the mobiles that determined it; or c) cruel or perfidious means were used for committing it. " This law was passed by the Senate at the meeting of February 6, 1997, in compliance with the provisions of art 74 74 para. (2) of the Romanian Constitution.
