LAW No. 142 of 24 December 1996 on empowering the Government to issue ordinances published in PARLIAMENT ISSUING the OFFICIAL GAZETTE NR. 348 of 24 December 1996 the Romanian Parliament adopts this law.
Article 1 pursuant to article 6. 114 para. (1) of the Constitution of Romania, the Government is empowered, as from the date of entry into force of this law until the resumption of Parliament on the first regular session of 1997, to issue decrees in the following areas: the ratification of international agreements) relating to foreign loans granted and guaranteed by Romania of some foreign loans, including some amendments to such agreements; achieving greater State regulation of the international financial bodies and how the financial impacts resulting from these transactions: modification of regulations concerning acceptance by Romania or authorized capital increase at International Financial Corporation; external debt ceiling for 1997; modification of regulations of licensing in some strategic areas of national importance;
b) measures necessary for the preparation and conduct of the campaign in the spring of 1997.
c payment mode) the regulation of civilian staff employed by Convention for collection of claims;
d) completion and modification of rules in the field of research and development, as well as regulating the allocation through the State budget and through the budgets of authorising officers of the funds intended for financing and co-financing of programmes and projects for: the application of government policies; support of international assistance programmes in the field of research-development and innovation diffusion, local development and private sector development.
Article 2 In accordance with article 4. 114 para. (3) of the Constitution until he resumes the work of Parliament in the next regular session of the year 1997, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to Parliament for approval, according to the legislative procedure, failure to submit atragind termination of their effects.
Statutory instruments made by the Government pursuant to paragraph 1. 1 will be debated as a priority.
Article 3 in the areas referred to in this law unconstitutional, if it were adopted draft laws or legislative proposals by one of the Chambers of Parliament or have been compiled and submitted reports by standing committees, they will be considered by the Government to issue ordinances.
This law was adopted by the Chamber of deputies at its meeting on 19 December 1996, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
