The Romanian Parliament adopts this law + Article 1 Compensation is granted to agricultural producers-regardless of the form of ownership and exploitation of the land-to cover the damage recorded as a result of the natural calamities produced in the agricultural year 1995-1996, within the amount of 500 billion lei. The crops for which compensation is awarded are: wheat, barley and orzoaica, corn, sugar beet, sunflower, soybeans, peas, beans, lentils, potatoes, vegetables and wine-fruit plantations. The special natural phenomena that caused natural calamities and affected the production that was to be carried out per hectare in proportion of more than 60% and for which compensation is granted are: frost, drought, hail, torrential rains accompanied by storm, flood and negative action of climate factors of the previous winter. In the case of drought phenomena, no compensation is granted to the land holders provided with irrigation systems in working order. + Article 2 The provisions of this law benefit individual agricultural producers, associations and agricultural companies, agricultural companies, tenants and legal holders of agricultural land. + Article 3 The amounts due to agricultural producers under the provisions of this law will be granted as follows: a) by taking over to the public debt the loans and interests due to commercial banks related to the expenses incurred on the calamity areas, in the case of agricultural producers who have benefited from such credits; b) by making payments from the budgetary provisions of the Ministry of Agriculture and Food for 1996 and 1997, for agricultural producers who have not benefited from credits or whose volume of credits is inferior to the right amount indemnity; c) agricultural producers who have reimbursed the loans and related interests will receive in full the amount of compensation for calamities, established on the surface unit; d) the compensation may be, at the request of the beneficiary agricultural producer, and in kind, by compensating the amount due with chemical fertilizers, fuel or seeds. + Article 4 The budgetary provisions of the Ministry of Agriculture and Food for 1996 are increased by 230 billion lei, from which the financial influences of some economic agents coordinated by him can be regularized. The government, at the proposal of the Ministry of Finance, will establish the financial resources necessary to make the payments provided for in the previous paragraph and will introduce the corresponding changes in the volume and structure of the state + Article 5 Taking over at the public debt of the state of credits and interests according to art. 3 lit. a) will be made on the basis of minutes concluded for this purpose by the territorial bodies of the Ministry of Agriculture and Food and the Ministry of Finance, as well as by the financing commercial banks. The influences on the internal public debt of the state, resulting from the application of this law, will be covered by government securities in favour of creditor commercial banks, for which a interest negotiated with the respective banks will be paid monthly. + Article 6 The amount of compensation per hectare cultivated calamitous, for the crops mentioned in this law, with the classification in the amount provided in art. 1, and the methodological norms for granting compensation will be approved by the Government, at the proposal of the Ministry of Agriculture and Food and the Ministry of Finance. This law was adopted by the Chamber of Deputies at the meeting of October 2, 1996, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution.
