LAW No. 106 of 25 September 1996 the civil protection law published in PARLIAMENT ISSUING the OFFICIAL GAZETTE NR. 241 of 3 October 1996 the Romanian Parliament adopts this law.


Chapter 1 General provisions Article 1 civil protection is a component of the national defence and includes all measures adopted and activities carried out in order to ensure protection of the population, of material goods, cultural values and environmental factors, in case of war or disaster.


Article 2 of the civil protection Tasks are: a) population prevention enemy attacks from the air, or disasters;
  

(b) the protection of the population against the effects of) weapons of mass destruction and conventional or disasters;
  

c) protect assets and cultural values;
  

d) limiting participation in actions and removal of enemy attacks or the aftermath of disasters;
  

the reclamation of the territory s) remaining ammunition neexplodata;
  

f) prepare the population in order to ensure such protection;
  

g) participation with specific strengths and assets in the preparation of the national economy and defence of its territory.
  

Civil protection activities are scheduled, organized and is carried out in accordance with existing regulations in documents relating to international humanitarian law to which Romania is a party.


Article 3 and organizational measures for civil protection, from peacetime, and intensify the proclamation of a State of siege, with the Declaration of emergency, mobilization or State of war.
Organization and coordination of activities for strengthening civil protection measures in emergency situations shall be decided by the Supreme Council of Defense of the country.


Article 4 ministries, central public administration authorities, local public administration bodies, public institutions and economic agents, regardless of their form of ownership, are responsible for the enforcement of civil protection measures laid down by this law, each in its field of activity.
Whenever the provisions of this law refers to counties, municipalities, cities and sectors, common means of local public administration authorities from that level.


Article 5 Romanian citizens have the right and obligation to participate in the preparatory work for the purpose of knowledge and application of the rules and the civil protection measures.


Article 6 measures to protect the population and material goods are organized in relation to the classification of the civil protection of communities, public administration authorities, public institutions and economic operators, established by technical regulations drawn up by the civil protection Headquarters.


Chapter 2 Organization of civil protection Article 7 civil protection is organised, from peacetime to ministries and other specialized bodies of central public administration in counties, townships, public institutions and economic agents, administrative-territorial principle and the workplace.


Article 8 organizational structure of civil protection includes: heads of civil protection, civil protection, boards, inspectorates, units, subunits and formations.
Structures referred to in paragraph 1. 1 are part of the protective forces and livestock are not included in the armed forces.


Article 9 the head of civil protection in Romania is the Prime Minister. It directs the work of civil protection through the National Defense Minister. Article 11 ministries, other specialized bodies of central public administration, cities, municipalities, public institutions and businesses with over 100 employees, is organized by the civil protection Commission headed by an inspector. Article 13 civil protection committees organised specialist at County, municipal governments and the sector. Article 14 subunits, Units, and formations of civil protection are established, from peacetime nuclear power plants at: electronic, chemical or other economic targets that constitute potential sources of risk nuclear, chemical or biological, in relation to their importance. Supplementing with conscripts, volunteers or military who satisfy the alternative military service is ensured by specialized structures of the Ministry of national defense. Units, subunits and civil protection units, shall be established and shall be completed in the mobilization, in relation to the plans drawn up for this purpose.


Article 15 the parties in civil protection intervention are specialized strengths that participate in limiting and relief from terrorist attacks, enemy or disaster.
Civil protection formations are organized at public authorities, public institutions and economic agents, with people without military obligations, as follows: a) to the central public administration authorities, with employees working in these establishments;
  

b) counties, municipalities, cities and sectors, with employees of public institutions from administrative-territorial units concerned;
  

c) in neighborhoods, streets and groups of blocks, with citizens who do not have the obligation to participate in actions of civil protection at the workplace;
  

d) common with the inhabitants of their territory;

Article 28 in the case of an imminent air strike when it has not been declared a State of war, the first messages of the alarm and prealarma shall be sent with the approval of the Minister of national defence.

To alert the population, use of alarm in case of disasters is performed only with the approval of the heads of civil protection of the settlements, public institutions or businesses affected.


Article 30 In case of attacks or disasters is executed, based on evacuation plans drawn up for this purpose.


Article 31 for organizing and directing the actions of the Commission shall constitute the Central exhaust exhaust, led by Secretary-General of the Government, which includes the Secretaries of State and leaders of government authorities involved. Fees incurred in the issuance of permits shall be established by agreement with the local Council, according to the law.


Article 34 the design, construction and fitting-out points of order and civil protection shelters shall be carried out on the basis of technical norms and instructions, approved by the head of civil protection, taking into account the importance of the settlements, the public institutions and economic agents.


Article 35 in times of peace, civil protection shelters can give in use for other needs, with the opinion of the Headquarters of civil protection, civil protection, the district labour inspectorates, Bucharest city and its sectors, as appropriate, is required to be maintained in the permanent operating state and release them, if necessary, within 24 hours.

Chapter 5 limitation of relief and air attacks or disasters Article 38

Article 40 Land Reclamation and neutralization of remaining unexploded munitions are run by specialists and specialized subunits Headquarters of civil protection and civil protection inspectorates or the District of Bucharest.


Article 41 the ministries, other central public administration authorities and local public institutions and businesses, and citizens who take the knowledge of the existence of unexploded munitions remaining are obliged to immediately inform the nearest police or civil protection Inspectorate to enforce the land reclamation works of the munitiile remaining unexploded ordnance.


Munitiile article 42 shall be destroyed in polygons of the Ministry of national defence or on land made available by the local public administration authorities, on whose administrative-territorial RADIUS run sanitation works. d) establish methods and processes for the protection of the population;
  

e) ensure and realize, based on plans drawn up in times of peace, the necessary means and measures for notification, alarm, protecting and preparing the bodies, employees, the public, and the protection of communities and of material goods, in case of air attacks or disasters, according to the rules of civil protection Headquarters;
  

f) establish possibilities of use for roosting by using galleries, tunnels, mines and other underground constructions specific to their own activity, and the natural properties of the land and shall draw up technical documentation for arranging them as spaces of housing for civil protection in times of war or disaster relief;
  

g) ensure general plans with the premises, installations and construction of access to basements, on the construction which they put at the disposal of civil protection inspectorates, police and the fire service;
  

h) organize and ensure the evacuation of the population, employees, communities and of some material goods in special situations, in accordance with the plans drawn up for this purpose and in relation to the situation created;
  

I), based on themes connected with civil protection Headquarters Agreement, studies, research, documentation, projects and experiments, in order to improve and improvement measures and civil protection assets;
  

j) proposals regarding the classification of economic operators on the basis of criteria established by the civil protection Headquarters;
  

k) ensure necessary financial and material means the construction, modernization and maintenance of town and country planning, control points, shelters, reminder and alarm system, means of protection and intervention, and training, as well as other civil protection measures and subordinate units;
  

l) studying and determines how the use and adaptation of certain technical means and equipment for civil protection needs;
  

m) ensure technical and material endowment with the civil protection formations according to rules drawn up by the civil protection Headquarters;
  

n) organized and secure storage, preservation, maintenance and record-keeping facilities and materials intended for civil protection;
  

a) ensure learning materials and spaces needed in preparation for civil protection;
  

p) ensure implementation of the measures, such as masking and blinding light sources and caloric;
  

r) provide on a regular basis through print media and audio-visual facilities, training with local elementary notions of citizens on the main steps that they must take in the event of a disaster;
  

s) constitutes, in its defence in case of disasters, disaster Defense Commission, according to the law;
  

t) meet any other tasks relating to civil protection, in accordance with the law.
  

The Department for local public administration together with civil protection Command, coordinate implementation of civil protection measures at a local level and organizes preparation of categories of staff duties in the field of civil protection established by decision of the Government.


Section 2 of the Powers of the central public administration authorities, Article 45 of the National Defence Ministry in collaboration with the authorities of the central public administration specialist carries out civil protection measures, through the civil protection Headquarters, where purpose: to draw up regulations), instructions and rules on the organisation and use of endowment, inspectorates, commissions, units and formations of civil protection, enforcement missions and duties incumbent upon the public authorities , public institutions and economic agents;
  

b) organizes, directs and controls the preparation of civil protection of the personnel employed in civil protection, as well as the general public;
  

c) examines on a regular basis together with public authorities, to the completion stage of civil protection measures;
  

d) submit reports and proposals to the Supreme Council of Defense of the country, with regard to civil protection measures;
  

e) organizes and ensures the notification bodies from some authorities of central public administration, from counties and townships, about the danger of air attacks, radioactive contamination, chemical and biological properties, such as alarming the population; sets the alarm signals, disaster alarm, alarm and termination of chemical alarm;
  

f) ensure endowment with assets in times of peace and war to civil protection Headquarters, inspectorates, military units and subunits of civil protection, based on the rules established by the civil protection Headquarters;
  

g) leads and coordinates, through civil protection Headquarters of civil protection inspectorates, County, municipality of Bucharest and of its sectors, and limitation of actions represented the aftermath of attacks or disasters;
  

h) participate with the units and subunits of the structure on its own to control radioactive contamination, chemical or biological, as well as decontamination of the land, the population and material goods from affected areas;
  


I) check civil protection measures to subordinate formations and units;
  

j) ensure preparation of population and employees in matters of civil protection through the use of the mass media;
  

k) advises draft plans of insurance, financial and material, civil protection, public administration authorities;
  

l) supervise the work of surveillance and environmental radioactive chemical and implementation of measures for the protection of the population, has large communities of animals, goods, materials and natural flora and fauna;
  

m) through its specialized institutes participate in the carrying out of studies and research on implementation and application of civil protection measures;
  

n) establishes the degree of protection for the intended order of the Presidency, the Parliament and the Government of Romania and assure, through specialized bodies of civil protection of their State of readiness, with material and financial means made available by the recipient institutions;
  

plans and prepares a) theme of education for the preparation of military personnel from military units in the field of civil protection.
  


Article 46 State Office for special problems exercise the following powers: (a)) included in the plan of national economy mobilization Proposals for implementation of civil protection measures, developed and coordinated by the Headquarters of civil protection, based on the requests of public authorities and public institutions and economic agents;

b) establishes measures for civil protection bodies and subordinated units and ensure their realization on the basis of this law, regulations and instructions;

d) remaining unexploded ordnance guard and developing land reclamation;
  

e) organizes specialized formations intervention for the prevention and extinction of fire, civil protection actions;
  

f) reorganized guarding systems from localities, establishes measures for securing public institutions and economic agents and check the functioning of important delegates;
  

g) controls, directs and leads the movement of vehicles and pedestrians, according to the situation created and participate in securing measures established at central and local level civil protection line;
  

h) participate in verification measures of blinding lights from localities, as well as means of transport.
  


Article 48 the Ministry of industries to exercise the following powers:) established by businesses that produce, process, store, use, handles or transports toxic industrial accident prevention measures, chemical risk areas, the degree of danger to workers, the population and animals, measures of intervention in the event of a chemical accident, methods, procedures and means of protection of employees, the public, animals, crops and goods;
  

b) cooperates, through civil protection Headquarters with the Ministry of national defense and other ministries concerned to determine the methods, procedures and means of concealment, protection, research, chemical decontamination, containment of radioactive substances and biological agents;
  

c) arrange, in time of peace and war, to the amount of: drugs, substances and preparations radioprotectoare and antidotes; substances and mixtures of chemical decontamination, radioactive and biological; materials and devices for the protection of the skin, respiratory and for withholding agents harmful to health;
  

d) provide stability and uninterrupted functioning of the national power system under conditions of war or disasters;
  

e) sets out areas for Hydro dams floodability study; secure reminder and alarm the population downstream;
  

f) provide, by contract, electricity supply of civil protection order;
  

g) coordinates, in special situations, the application by subordinate units of camouflage of public lighting;
  

h) determine and ensure all nuclear safety, for drawing up and implementing plans for civil protection intervention and nuclear electric power plants;
  

I) participate, with staff and specialized technique, the subordinate, the intervention for relief of disasters or attacks;
  

j) ensure, on the basis of contract, permanent operation, checking, maintenance and repair of electric sirens through the district branches, municipal and city.
  


Article 49 Ministry of agriculture and food to exercise the following powers: a) sets, along with the headquarters of civil protection, measures for the protection of animals, crops, cereals, animal feed, raw materials and agri-food products and ensure their implementation during wartime or disasters;
  

b use rules) determines soil, animal and vegetable products, raw materials, foodstuffs contaminated, depending on the nature and extent of contamination;
  

c) provide equipment and personnel for the control of radioactive contamination, chemical or biological properties of the soil, crops, raw materials and foodstuffs;
  

d) ensure stocks and Biologicals for veterinary carrying out actions and plant protection;
  

e) participate in actions for decontamination of animals, raw materials, of foodstuffs and other goods from agricultural enterprises with majority state capital or private power industry, using technical staff and subordinate units.
  


Article 50 Ministry of health exercise the following powers: (a) coordinate and provide assistance) medical sanitary during wartime or disasters;
  

b) ensure control of radioactive, chemical and biological environment, and food to the population; aims and ensure strict observance of the norms and sanitary-hygienic and anti-epidemic;
  

c) issues, with the agreement of the Ministry of national defence, instructions on the Organization and operation of the Endowment, medical-sanitary formations intended for emergency medical assistance to victims from reaching the population in time of war or disasters;
  

d) check along with the headquarters of civil protection, through training and exercises, preparing for the intervention of medical-sanitary and ensure, together with the County and local councils, technical-material base;
  

(e) ensure necessary stocks for) equipping health units with the necessary investigations in the event of radioactive contamination, chemical, and biological methods and supply the necessary quantities of medical equipment and instrumentation, blood and saliva substitutes, drugs, Biologicals and other means necessary to grant medical assistance;
  

f) organize training of health issues specific to medical assistance in time of war or disaster.
  


Article 51 Ministry of transportation exercise the following powers: a) sets, along with the headquarters of civil protection, collective protection measures for travellers staying in railway stations, subway, bus stations, airports, ports and locks and ensure, by economic operators, civil protection measures on them, according to the international regulations to which Romania is a party;
  

b) determined on the basis of a common plan with the Ministry of health and public administration authorities, the necessary means of transport to be provided by operators in the sector, in the case of evacuation, intervention and transport the wounded;
  

c) participate with own sanitary units, together with the emergency services of the Ministry of health, on the basis of a joint plan, the emergency medical assistance to the victims of the range of responsibility;
  

d) fixes and ensure, together with the Ministry of national defense and the Ministry of health, the technical means necessary for the control of radioactive and chemical contamination and decontamination operations in the means of transport in the area of responsibility;
  

e) execute civil protection works at Metro, financed from the State budget, and ensure the operation and maintenance of them.
  


Article 52 the Ministry of public works and town and country planning exercise the following powers: a) participate, along with the Ministry of national defense, the drafting instructions for the design and execution of the order, civil protection shelters, as well as ways of access to them;
  

b) develops variations of using the funds for the intervention of vital importance, damaged, in order to restore their capacity;
  


c) pursues peace in advance of development objectives and preparation of the territory intended for the protection of the population and material goods in time of war or disaster.
  


Article 53 the Ministry of communications to exercise the following duties;

to execute studies and research), in collaboration with civil protection Headquarters, for the development and modernization of means of communication, notification and alarm systems for civil protection;
  

b) execute with priority the installation, verification, maintenance and repair of means of communication for civil protection, on the basis of contracts concluded with beneficiaries;
  

c) provide stability permanent officials of Central and local stations radio and tv and other telecommunication means, for the purposes of notification and alarmarii population, declaring State of war mobilization, and in cases of disasters, as well as the connections necessary for civil protection measures.
  


Article 54 the Ministry of education, exercise the following powers: to establish and secure) for peace, together with public authorities, measures concerning the organisation and functioning of the education of all grades, in time of war;
  

b) shall draw up together with civil protection Headquarters plan and educational theme for preparation of pupils and students in the field of civil protection; ensure staff and teaching material required for these activities.
  


Article 55 of the Broadcasting Council, in exercise of his powers by law, sets out binding rules concerning the provision of information: a) population with regard to knowledge and civil protection measures;
  

b) transmission of signals to prevent population about the danger of attack from the air of radioactive contamination, chemical or biological agents and other releases on the implementation of civil protection measures.
  


Article 56 the Ministry of waters, Forests and environmental protection exercise the following powers: (a)), meteorological supervision execute hydrologic, radioactive contamination, chemical and biological and environmental factors;
  

b) establishes risk areas in case of floods and other hydro-meteorological events and dangerous;
  

c) provide notice of the local bodies, civil protection, civil protection, command and alarming the population downstream of dams or other hydro-technical works;
  

d) methods and procedures for decontaminating water and other environmental factors, as well as rules for permissible use of contaminated water;
  

e) lay the Endowment, ensure, with the necessary equipment and materials, network control and monitoring of contamination of environmental factors and training of staff of subordinates.
  


Article 57 National Red Cross Society from Romania to exercise the following powers: to organize, employment) and operation of the detasamentelor sanitary and first aid stations, and preparation of Red Cross Sisters through Red Cross branches, sectors and regions of the municipality of Bucharest, with a view to their participation in the action of granting aid to the victims of the first, and to apply the rules of collective hygiene in case of war or disaster;
  

b) participate in the realisation of sanitary measures, evacuation of the population, as well as assisting responds;
  

c) participate in the preparation of the population through health, courses for first aid in case of war or disaster.

(f) take measures to prevent) and limitation of disasters relief, disasters, fires, epidemics or epizootic diseases, together with the specialized bodies of the State. To this end it can mobilize and population, economic agents and public institutions, which are obliged to execute the measures provided;
  

g) participate in the preparation, convocation exercises, applications and other civil protection activities organized according to law;
  

h) ensure compliance with the measures laid down in the civil protection Chief County civil protection;

c) make available to the Civil Protection Inspectorate of Bucharest city, County and its sectors, as well as civil protection organized formations, logistics, equipment and materials for training and civil protection intervention;
  

d) ensure premises, guarding, fire prevention and safety of materials, of order and of the location of the County civil protection inspectorates, Bucharest city and its sectors.
  


Article 61 the prefect to exercise the following powers: ensuring compliance with controls) of the law of civil protection, through the Civil Protection Inspectorate to all local public administration authorities, public institutions and the operators on the administrative-territorial RADIUS;
  

b) proposes the organizational structure, operational plans and preparation for civil protection, drawn up by the Civil Protection Inspectorate;
  

c) approve and execution of design applications, alarm exercises and other training activities conducted by the Inspectorate of civil protection;
  

d) respond, under the conditions established by law, to comply with measures for the removal of enemy attacks and aftermath of disasters;
  

(e) give the administrative Commission) draft decisions regarding the completion of the system of notification and alert the population, Housing Fund, the material base and other measures to protect the population and material goods;
  

f) is responsible for the preparation, protection and alarming the population from nuclear risk areas, chemical, biological, or downstream of hydro dams;
  

g) approve the list of economic agents, public institutions in the County, the municipality of Bucharest, which provide civil protection component of the territorial-administrative level.
  


Section 4 specific Tasks of public institutions and economic operators Article 62 public institutions and businesses that produce, process, store, use, handles or transports toxic substances, radioactive substances or biological products, as well as the owners of hydro dams, exercise the following powers: to) establish measures for the prevention of accidents, risk areas and the degree of danger for the population and the environment protective measures and intervention and ensure equipment and specialized technical assistance in the affected areas;
  

b) establish measures and civil protection workers and material goods; leading directly to the actions of intervention;
  

c) shall inform the appropriate civil protection inspectorates, County of the municipality of Bucharest and of the sectors in the country about its entry, transit or storage of toxic or radioactive substances;
  


d) organizes and executes the control of radioactive contamination, chemical and biological properties of raw materials and finished products and carries out measures for decontamination of personnel, land, buildings and machinery;
  

e) organizes and ensures participation in the preparation of civil protection of the personnel employed in the Committee of civil protection formations and employees;
  

(f) notify the persons and bodies) involved in the production of the disaster about the danger area.
  


Article 63 the Central Public Administration Authorities and local public institutions and businesses will take steps to ensure the allocation of the necessary premises and civil protection activities.


Section 6 obligations and rights of citizens for civil protection measures in article 64 For civil protection measures citizens have the following obligations: a) to participate in the preparation of civil protection, with the aim of understanding the necessary knowledge and skills infaptuirii this activity;
  

b) abide by the rules and safeguards against weapons of distructivi destruction in ai, ai conventional weapons, incendiary means, and disasters;
  

c) to accomplish and to engage in collective interest or roosts to fit spaces of buildings housing times on land ownership, according to the law;
  

d) to secure the individual protection means, first aid kit, food supply, water and other materials necessary to ensure and to participate in the execution of actions;
  

e) to participate in actions of limitation and removal of enemy attacks, relief from locating and disaster relief;
  

(f) carry out all measures) was established by the civil protection bodies.
  


Article 65 Citizens participating in the civil protection actions have the following rights: a) enjoy free medical assistance, prescription drugs, hospital care and pension for accidents or illnesses that have occurred during training sessions or participation in actions of civil protection intervention;
  

b) ensure their means of transport and protection during the preparation for, or conduct of civil protection intervention;
  

c) enjoy free food and accommodation during the participation in the actions of limitation and removal of the effects of enemy attacks or disasters;
  

d) can be compensated, by awarding diplomas, badges, insignias or other money or material goods, where it highlights within the civil protection actions.
  


Chapter 7 Securing financial and material civil protection Article 66 Endowment and endowment with assets in times of peace and war to civil protection Command, sub-units and the County inspectorates, military civil protection units ensure the Ministry of national defense on the basis of rules approved by the head of the Government Emergency Ordinance Nr.77/2009 of civil protection from Romania.

Article 70 financing of investment and development objectives at the national level, civil protection, ensure State budget funds set out in chapter "civil protection Expenditure".
Investment and development objectives are established by the Government, at the proposal of the civil protection Headquarters.


Article 71 money Funds for the establishment and conduct of civil protection at the national level, the County, municipality of Bucharest and of its sectors, cities and municipalities shall ensure from the State budget and local budgets, as appropriate, from the "civil protection Expenditure", and other legally established funds based on endowment and spending plans drawn up and approved for this purpose and funds. objectives proposed money endorsed by the Commander of civil protection in order to agree with strategy development programs in the territory.

Chapter 78 Article 8 Sanctions Constitute contraventions and sanctions the following facts, if they are not committed in such circumstances that, according to the criminal law, constitute offenses: a) the refusal to organise, inzestra and train formations of civil protection, in accordance with art. 44 para. and (b). a), k)) and o); art. 58 lit. a); art. 59 lit. b), d), (e)), g); art. 60 lit. a), c), (d)); art. 61 lit. b) and (g)); art. 62 lit. (e)) and art. 69;
  

b legal authorities) not announcing about the disaster, according to art. 37 para. 2; art. 44 para. and (b). c); art. 48 lit e); art. 56 lit. (c)) and art. 62 lit. c) and (f));
  

c) not announcing immediately of the discovery of the remaining unexploded munitions and failure to provide sanitation conditions and destruction of ammunition by the specialist units, according to art. and article 41. 42;
  

d) usage and transmission systems-alarm, technique, equipment, materials and civil protection equipment for purposes other than those for which they are intended; damage and failure to maintain a permanent state of the operation, in accordance with art. 29 para. 2; art. 35 and article. 53 lit. b);
  

(e) means of communication) neintretinerea alarm control points and roosting areas, as well as civil protection equipment intended, pursuant to article 5. 48 lit. (j)); art. 53 lit. c); art. 58 lit. c) art. 60 lit. (b)) and art. 64 lit. c);
  

f) refusal to carry out preventive measures and protection of people, the environment and material goods, to participate in the preparation of civil protection or intervention actions, according to art. 21; art. 48 lit. ) and i); art. 49 lit. a), c), (d) and (e))); art. 50 lit. b) and (e)); art. 51 lit. ) and (e)); art. 59 lit. f); art. 61 lit. f); art. 62 lit. (d)) and art. 64 lit. ) and (e));
  

g) neintocmirea documents operative planning, organization, management, and Government Emergency Ordinance Nr.77/2009 specific to civil protection, in accordance with art. 39; art. 44 para. and (b). e), g) and (h)) and art. 62 lit. b);
  

h) prevent, in any form of control bodies to exercise their powers in accordance with art. 10;
  


I) authorization for civil engineering, without the opinion of the military organs provided for in the law, in accordance with art. 33. Article 79 Offences under article 4. 78 shall be imposed as follows: (a)) with fine of 500,000 to 1,000,000 lei lei, the offences mentioned in article 1. 78 lit. c), g) and (h));
  

b) fine from 1,000,000 to 2,000,000 lei lei, the offences mentioned in article 1. 78 lit. ) and i);
  

c) fine from 2,000,000 to 3,000,000 lei lei, the offences mentioned in article 1. 78 lit. b) and d);
  

d) fine from 3,000,000 lei lei to 4,000,000 offences referred to in articles. 78 lit. e);
  

e) with fine of 5,000,000 lei lei to 4,000,000, offences referred to in articles. 78 lit. f);
  


Article 80 Finding contraventions and penalties shall be made by the head of civil protection from public administration authorities, as well as by persons with powers of inspection, authorized by the Commander of civil protection Headquarters.


Article 81 Against the minutes of evaluation and the application of the penalty, the offender may make complaint to the Court within 15 days of receipt.


Article 82 of this law contraventions Regime shall be completed and shall be updated accordingly with the provisions of law No. 32/68 on the establishment and sanctioning violations.


Chapter 9 final provisions Article 83 on the date of entry into force of the present law shall repeal the law. 2/1978 on civil defense in the Socialist Republic of Romania, published in Official Gazette No. 24 of 27 March 1978, Decree nr. 430/78 concerning measures for civil defence, published in Official Gazette No. 103 of 15 November 1978, Government decision No. 531/1992 on the implementation of civil protection measures, published in the Official Gazette of Romania, part I, no. 233 of 22 September 1992, as well as any other provisions to the contrary.
