LAW No. 65 of 3 July 1996 for empowering the Government to issue ordinances published in PARLIAMENT ISSUING the OFFICIAL GAZETTE NR. 140 of 5 July 1996 the Romanian Parliament adopts this law.
Article 1 pursuant to article 6. 114 para. (1) of the Constitution is, as Government link settlement on the date of entry into force of this law until the resumption of the work of the Parliament in the next regular session of 1996, to issue decrees in areas relating to: (a) the ratification, modification times) filling out the international financial agreements and amendments thereto; achieving greater State regulation of the International Monetary Fund and how the financial impacts resulting from transactions with the International Monetary Fund; ratification of the agreement for cooperation in the patent field, signed in 1994 between the Government of Romania and the European Patent Organisation; harmonization with the provisions of the Charter of the C.I.O., legal provisions relating to the organisation and functioning of the Roman Olympic Committee;
b) Regulation of the organisation activities specific to isolated areas and with special problems relating to employment (Delta, Apuseni Mountains, North of Moldova etc.) and the granting of facilities to persons residing or working in these areas;
c) improvement and completion of regulations: allocation of profits to the autonomous administrations; the formation and use of the resources developed through the State Treasury; general scheme of accountancy; regulating financial impacts from the National Agency for agricultural products-r.a. as a result of reorganization and restructuring of Autonomous public corporation "Romcereal"; ensure the reimbursement of the loan and the related interest for further participation in the construction of the industrial complex of minerals mining-rich acid iron content from Kryvyi Rih or Krivoy-Rog; financing of further participation in the construction of the industrial complex of products containing nickel-cobalt from Cuba's Las Camariocas-pending completion of the goal; the hiring of government loans through the issue of bonds denominated in foreign currency on the domestic market; the adoption of measures for the takeover and the wrecks and other sea-going vessels and river considered abandoned;
d) modification and completion of some regulations regarding: the reorganization and liquidation of companies, increase the registered capital; conducting transactions on the international market-based foreign exchange and swap transactions with precious metals on the medium and long term; protect small depunatori through a scheme guarantee fund of deposits in banking system; regime design, endorsement, approval and execution of new investment objectives to be implemented by the National Bank of Romania and Home savings and Consemnaţiuni;
e) modification and completion of some regulations: improspatarii stocks of petroleum products from the mobilization of the army reserves; the conversion of military production capacities in civil production;
f) improvement and completion of financial regulations relating to income tax: representatives of companies from Romania and foreign economic organizations; value added tax; excise duty; tax regime and the use of consular fees earned abroad, the embassies of Romania; fee for the establishment of the special fund for the development and modernisation of public roads; exemption from payment of the fee for removing the final set aside areas of land intended for the construction of the lens ' Wholesale Market ' Bucharest, financed through loans B.E.R.D.; the adjustment of the State budget for 1996, to include the necessary provisions for the funding of political parties and some influences resulting from regulations adopted subsequent to the approval of the State budget law.
Article 2 In accordance with article 4. 114 para. (3) of the Constitution until he resumes the work of the Romanian Parliament in the next regular session of 1996, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to the Romanian Parliament for approval, according to the legislative procedure, under penalty of termination of their effects.
Statutory instruments made by the Government pursuant to paragraph 1. 1 will be debated as a priority.
Article 3 in the areas referred to in this law unconstitutional, if it were adopted draft laws or legislative proposals by one of the Chambers of Parliament or have been compiled and submitted reports by standing committees, they will be considered by the Government to issue ordinances.
This law was adopted by the Chamber of deputies at its meeting on 20 June 1996, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
