The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Constitution shall be empowered the Government, from the date of entry into force of this Law until the resumption of the Parliament's work in the next ordinary session of 1996, to issue ordinances in areas concerning: a) ratification, modification or completion of international financial agreements and amendments thereto; regulation of state holdings in the International Monetary Fund and the way of regularization of financial influences resulting from transactions with the International Monetary Fund; ratification of the Agreement on cooperation in the field of patents, signed in 1994, between the Romanian Government and the European Patent Organization; organization and functioning of the Romanian Olympic Committee b) regulation of the organization of specific activities in isolated areas and with particular problems regarding the employment rate (Danube Delta, Apuseni Mountains, Northern Moldova, etc.), as well as the granting of facilities to persons who reside or work in these perimeters; c) improvement and completion of some regulations related to: distribution of profit to autonomous regions; formation and use of resources carried out through the state treasury; general regime of accounting; regularization of financial influences at National Agency of Agricultural Products-R.A., following the reorganization and restructuring of the Autonomous Regia "Romcereal"; ensuring the reimbursement of the state loan and related interests for the continuation of Romania's participation in the construction The mining plant for the enrichment of acid ores with iron content from Krivoi-Rog; further financing of Romania's participation in the construction of the Combine of nickel-cobalt products from Las Camariocas-Cuba until the objective is completed; government bonds in foreign currency on the internal market; adoption of measures to take over and capitalise on the wrecks and other maritime and river vessels considered abandoned; d) modification and completion of some regulations on: reorganization and judicial liquidation of banking companies, increase of their share capital; conduct of transactions on the international market based on foreign exchange swap operations and with precious metals in the medium and long term; the protection of small depositors through a scheme-deposit guarantee fund in the banking system; the regime of design, approval, approval and execution of new investment objectives to the National Bank of Romania and to the House of Savings and Consemnations; e) modification and completion of some regulations related to: ensuring the freshening of stocks of petroleum products from the army's mobilization reserves; conversion of military production capacities into civil production; f) improvement and completion of some financial regulations related to: income tax on Romanian representatives of companies and foreign economic organizations; value added tax; excise tax; taxation regime; and use of the consular fees collected, abroad, by the diplomatic representations of Romania; the establishment fee of the Special Fund for the development and modernization of public roads; from the agricultural circuit of land areas intended for construction the objective "Gros market" Bucharest, financed by credits B.E.R.D.; rectification of the state budget for 1996, in order to include the necessary provisions for the financing of political parties and influences resulting from normative acts adopted subsequent approval of the state budget law. + Article 2 According to the provisions of art. 114 114 para. (3) of the Constitution, until the resumption of the works of the Parliament of Romania in the next ordinary session of 1996, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to the Romanian Parliament for approval, according to the legislative procedure, under the sanction of ending their effects. Ordinances submitted by the Government according to par. 1 will be debated as a priority. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament or have been developed and submitted substantive reports by the standing committees, they will be considered by the Government when issuing the ordinances. This law was adopted by the Chamber of Deputies at the meeting of June 20, 1996, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution.
