The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Romanian Constitution, the Government shall be empowered to issue ordinances in areas concerning: a) rectifying the state budget for 1995; b) the completion and modification of some regulations in the field of taxation, in the sense of broadening the facilities, the relaxation of taxation or the stimulation of activity, regarding: excise duties; introduction of a marking system for tobacco products, coffee, some alcoholic beverages, from domestic and imported production; taxes on domestic production and natural gas; value added tax; customs commission; payroll tax, self-imposed income tax, and the removal of increases of 30%; the imposition of income made by the population, including to those of literary works, art, science and service provision; the imposition of agricultural income; taxes and local taxes; taxes on dividends; the imposition of income of the representations of foreign legal entities; penalties for non-payment of obligations to public and state insurance funds; fees for building permits; tax incentives for the operation of the Romanian-American Investment Fund; establishment and regulation of the judicial stamp, under Law no. 92/1992; the tax on the amounts obtained from the sale of assets of companies with state capital; c) regulation of the regime of production and marketing of food products, for the purpose of consumer protection; regulation of the regime of production, circulation or marketing of pharmaceutical products d) perfecting some regulations in the field of public finances regarding: the powers of approval of investments financed from public funds, the compensation regime in case of damage caused to the forest fund and the forest vegetation outside Regulation (EU) No 575/2014 of the European Parliament and of the Council of 11 European Union (EU) No 575/2014 of the European Parliament and of the Council resources carried out through the State Treasury; measures for conservation national heritage of cinema: land, furniture, costumes, props, in order to solve their legal situation; financing the application of the Land Fund Law no. 18/1991, subsidizing the interest on loans granted for the establishment of stocks of agricultural, agri-food and hortiviticulture products from the harvest of 1995; establishment of taxes for notarial activity and public notaries; e) the regulation of the concession of some goods, services and land for the construction of road and rail communications routes, under the terms of Law no. 15/1990 15/1990; f) perfecting the regime of purchases of goods and investments from public funds; the regime for the valorisation of decommissioned goods belonging to public institutions; g) measures to improve the restructuring process by: exemption from the payment of depreciation of fixed assets past in conservation in plants with special production; measures to improve coordination and support the development of enterprises small and medium-sized; establishment of the payment regime with payment in installments of assets and shares of companies within the privatization process; regulation of organization and financing of research and development activity; h) measures regarding the collection, recycling and reintroduction into the productive circuit of reusable waste, of any kind; i) rectification of external loan agreements or guarantee of external loans, concluded on behalf of Romania, as well as amendments to such agreements. + Article 2 (1) Based on art. 114 114 para. (3) of the Constitution, until the resumption of the Parliament's works in the second ordinary session of 1995, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to the Parliament for approval, according to the legislative procedure, under penalty of termination of their effects. (2) Ordinances submitted by the Government, according to par. (1), will be debated in the emergency procedure. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament, or substantive reports have been drawn up and submitted by the standing committees, they will be considered by the Government when issuing the ordinances. This law was adopted by the Senate at the meeting of 21 June 1995, in compliance with the provisions of art. 74 74 para. (2) of the Romanian Constitution. SENATE PRESIDENT prof. univ. dr.
