LAW No. 81 of 19 July 1995 on empowering the Government to issue ordinances published in PARLIAMENT ISSUING the OFFICIAL GAZETTE NR. 156 of 20 July 1995, the Romanian Parliament adopts this law.

Article 1 pursuant to article 6. 114 para. (1) of the Constitution of Romania is that, until Government link settlement at the resumption of the work of the Parliament in the second regular session of 1995, to issue decrees in areas that relate to: (a) the adjustment of the State budget) for the year 1995;

b) completion and modification of regulations in the field of taxation, in the sense of relaxation facilities hold, taxation or stimulation activity relating to: excise duties; introduction of a marking system for tobacco products, coffee, some alcoholic beverages, from internal production and from imports; taxes to crude oil from domestic production and natural gas; value added tax; Customs fee; tax on wages, taxation revenue in autonomous stack and remove the increases of 30%; the taxation revenue of population, including literary works, art, science and of providing services; taxation of agricultural income; local taxes and duties; taxes on dividends; taxation of income of foreign legal entities; penalties for overdue payment of obligations by public funds and State insurance; fees for permits for construction; tax breaks for the Romanian-American Fund of Investment; the establishment and regulation of stamps, according to law No. 92/1992; taxation of amounts derived from the sale of assets of companies with state capital;

c) production and arrangements regulating the marketing of foodstuffs in order to protect consumers; Regulation of the system of production, circulation or marketing of pharmaceutical products;

d) in the field of regulations improvement of public finances: core competencies of investments financed from public funds, compensation regime in the event of damage caused by forestry and forest vegetation outside its proper rights, regulating the payment of employees in public institutions for annual leave not done; internal public debt, including loans, guarantee domestic and external public debt; the formation and use of the resources developed through the State Treasury; measures for the preservation of national heritage of Cinematography: land, furnishings, costumes, props, in order to solve the legal situation; law enforcement funding Land Fund No. 18/1991, subsidizing interest of loans for the establishment of stocks of agricultural products, agro-food and hortiviticole from 1995 harvest; the setting of charges for notarial activity and of notaries public;

(e) Regulation of licensees of goods), services and land for the construction of road and rail communications, according to the law No. 15/1990;

f) acquisitions of goods regime improvement and investment of public funds; arrangements for use of decommissioned assets belonging to public institutions;

g) improvement of measures for restructuring process: tax relief for depreciation of fixed assets recorded in the production plants with conservation; measures for improving coordination and support for the development of small and medium enterprises; the establishment of the system of sale and hire of assets and shares of companies in the process of privatization; Regulation of the organisation and funding of research and development activity;

h) measures for the collection, recycling and reintroduction into the production circuit of reusable waste of any kind;

I) rectification of agreements on foreign loans or guarantee foreign loans, concluded on behalf of Romania, as well as some amendments to such agreements.

Article 2 (1) In article 41(2). 114 para. (3) of the Constitution until he resumes the work of Parliament in the second regular session of 1995, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to Parliament for approval, according to the legislative procedure, under penalty of termination of their effects.

(2) Ordinances made by the Government, according to para. (1) will be debated in an emergency procedure.

Article 3 in the areas referred to in this law unconstitutional, if it were adopted draft laws or legislative proposals by one of the Chambers of Parliament or have been compiled and submitted reports by standing committees, they will be considered by the Government to issue ordinances.
This law was adopted by the Senate at its meeting on 21 June 1995, in compliance with the provisions of art. 74 para. (2) of the Constitution of Romania.
