The Romanian Parliament adopts this law + Article UNIC Approval Government Ordinance no. 68 68 of 26 August 1994 on the protection of national cultural heritage, issued pursuant to art. 1 lit. l) of Law no. 72/1994 on the empowerment of the Government to issue ordinances and published in the Official Gazette of Romania, Part I, no. 247 of 31 August 1994, with the following amendments: a) Article 7 (1) shall read as follows: " Historical monuments belonging to the state or administrative-territorial units shall be declared, according to the law, as part of the public domain or private domain of the state, respectively of administrative-territorial units, by law, to Proposal of the Ministry of Culture and Department for Local Public Administration. " b) Article 9 (a) shall read as follows: " a) The National Commission of Monuments, Assemblies and Historical Sites is reorganized into the National Commission of Historical Monuments and is a scientific expert body of the Ministry of Culture, having the role of scientific advice and endorsement in the field of research, inventory, record, evaluation, protection, conservation-restoration, enhancement and revitalization of monuments, ensembles and historical sites. The National Commission of Historical Monuments operates on the basis of the regulation approved by order of the Minister of Culture and consists of the President, appointed by the Minister of Culture, and of active and honorary members appointed according to the regulation c) Article 9 (c) shall read as follows: " c) The Ministry of Culture reorganizes the Department of Historical Monuments. The Director of the Historical Monuments Directorate is, by law, secretary of the National Commission of Historical Monuments; " d) In Article 9, a new paragraph is inserted, with the following contents: " From the date of entry into force of this law, the National Institute of Historical Monuments is established, a public institution having legal personality, subordinated to the Ministry of Culture, with powers in the field of research, expertise for opinions and records of historical monuments. Personnel from the Department of Monuments, Assemblies and Historical Sites shall be transferred, in the interest of the service, to the Ministry of Culture and to the units subordinated to it, by exemption from the provisions of art. 2 of Government Emergency Ordinance no. 1/1994 1/1994. " e) Article 18 (2) and (3) shall become paragraph 2, as " The areas of protection of historical monuments have different shapes and sizes and are topographically delimited. They are established by specialized studies, prepared by the care of the Department of Historical Monuments, in collaboration with the specialized bodies of the Ministry of Public Works and Spatial Planning, Ministry of Water, Forestry and Protection of the Environment and local public administration authorities. " f) Article 22 (1) shall read as follows: " Conservation works and restoration works of historical monuments can be designed and executed only by specialists registered in the Register of specialists in the field of conservation and restoration of historical monuments and only on the basis of the norms of conservation and restoration, endorsed by the National Commission of Historical Monuments. The funding of these works is done through the state budget. " g) Article 25 (g) shall read as follows: "g) prohibition of the use of protected heritage assets in the organisation of performances, as a cinematographic props." h) Article 28 (1) shall read as follows: "The restoration of cultural assets of national interest is carried out by specialized laboratories and according to the provisions of the restoration norms." i) Article 31 shall read as follows: "" ART. 31. -On the date of entry into force of this Ordinance, any contrary provisions shall be repealed. " This law was adopted by the Chamber of Deputies at the meeting of May 8, 1995, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution.
