LAW No. 15 of 24 February 1995 approving the maximum volume of timber, which will harvest in 1995 PARLIAMENT published in ISSUING the OFFICIAL GAZETTE NR. 41 of 27 February 1995, the Romanian Parliament adopts this law.
Article 1 timber are harvested annually what is established within the limits of possibility, according to amenajamentelor forestry forest and in ensuring their sustainable management.
Article 2 for the year 1995, the maximum amount of timber, which will harvest is 14.4 million cubic meter, of which: to 10.4 million cubic meters) for operators, including supply to the population of the urban area;
b) 4.0 million cubic metres to supply the population of rural areas.
Article 3 the maximum volume of 14.4 million cubic metres timber approved for 1995, will harvest as follows: a) to 13.6 million cubic metres from forests managed by Autonomous Regia forest "Rnp";
b) 0.4 million cubic metres from privately owned forests;
c) up to 0.4 million cubic meters, from the wooded pastures, trees and alignments from forests or lands covered with forest vegetation, run by legal persons, other than a Director of Autonomous "Rnp".
Article 4 the volume of timber from bark and ruptures of natural factors, as well as the one resulting from the phenomenon of abnormal dryness, other than the one under consideration at the date of approval of the annual volume, with the priority going to be exploited, whichever shall be a equivalent volume from timber, referred to.
Article 5 timber intended economic agents will be sold by auction.
Directed Autonomous forest "Rnp" and its staff will not be able to participate directly or indirectly in the auction.
Timber to supply the population of rural areas will be sold at prices fixed by the Government.
Timber could not be harnessed through auctions will be able to sell through direct negotiation between the operators.
Within 30 days of the entry into force of this law, the Government will approve the regulation on organization and holding of tenders. Vintage wooden mass during the period contracted by the economic agents, Autonomous forest directed by "Rnp" has an obligation to ensure the accessibility of forest roads.
Volume of timber operation referred to in paragraph 1. 1 will be done in compliance with the rules of the forest service. Violation thereof shall be imposed with the withdrawal and the establishment of legal liability.
Article 6 minimum and maximum Limits of fines laid down in chapter II. VII of law No. 2/1987 and head. Vi of law No. 26/1976, modified by the law No. 12/1994 shall be increased by 50 times.
Article 7 Committing acts of domestic trade, as a wrongful, with timber, constitutes contravention and shall be sanctioned with contraventional prison from three months to six months or with fine of 500,000 to 2,000,000 lei, if the deed due to circumstances in which it was committed, did not constitute infringement.

Article 8 Classification and quantities of lumber, veneers and cellulose that can be exported are established by the Government, according to the insurance needs of the economy.
Article 9 it is forbidden to export, the quantities of products subject to quotas, laid down in the annex. 1, as well as the export of logs specified in annex No. 2 of this law.
Article 10 breach of art. 8 and 9 of this Act constitutes offence and is sanctioned with imprisonment from 6 months to 2 years, or with fine 10,000,000 25,000,000 lei la.
Woody and fibrous material that was the subject of the offence shall be forfeit.
When confiscation cannot be carried out in nature, it shall order the confiscation of the equivalent value in foreign currency, and if this cannot be achieved, it will offer compelling payment of equivalent currency in lei, at the exchange rate at the date of establishment of the offence.
Article 11 the provisions of this law shall be completed with the provisions contained in law No. 32/68 on the establishment and sanctioning of offences, with the exception of art. 25-27. Article 12 on the date of entry into force of the present law, art. 11 of law No. 2/87, art. 2 of law No. 13/1990, and any other provisions to the contrary are hereby repealed.
This law was adopted by the Chamber of Deputies and the Senate sitting in the commune of 9 February 1995, in compliance with the provisions of art. 74 para. (1) and of article 23. 76 para. (2) of the Constitution of Romania.
