The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Romanian Constitution, the Government of Romania is empowered to issue ordinances in the following areas from the date of entry into force of this Law until the resumption of the Parliament's works in the autumn session of 1993: a) rectification of the state budget according to the changes in the structure of incomes and expenses; b) the introduction of measures to stimulate small and medium-sized enterprises, measures aimed at restructuring autonomous regions, as well as economic and financial recovery measures and solving cases of impossibility of paying agents economic; c) regulation of procedures regarding the organization and conduct of public procurement d) regulation of non-stock exchange transactions with securities and organization of intermediary institutions necessary for this purpose, as well as updating the existing legal provisions on the use of payment instruments and credit for strengthening financial discipline of economic agents; e) updating, depending on the inflation rate, the level of the following fees, for services in favour of individuals and legal entities, which were established by law in fixed amount, as follows: stamp duties in fixed amounts for notary services; fees for issuing registration certificates for cars and trailers and changing their technical and use characteristics; airport charges; fees for granting licences in view of the practice of gambling and entertainment; the customs import tariff of Romania; audiovisual tax; tuition fees for foreign citizens; fees for advertisements; fees for issuing certificates, authorizations, identity documents and other taxes in fixed amounts due to the state in lei of natural and legal persons; the tax on incomes made by foreign consultants for the activity carried out in Romania; f) updating the level of contraventions to the legal norms on budgetary, financial, fiscal, management discipline, as well as to the rules on subway travel, depending on the rate of inflation; g) ratification or approval of financial-banking agreements to which Romania, the Government or the National Bank of Romania is a party and which presents emergencies; the payment of the Romanian state's contributions to international bodies and organizations; h) the granting of contributions from the state budget for the salary of the staff of the cult units in the country and the staff of the Orthodox cult who operate abroad. + Article 2 Based on art. 114 114 para. (3) of the Constitution, until the resumption of the Parliament's works in the autumn session of 1993, the ordinances issued by the Government pursuant to art. 1 of this law will be submitted to the Parliament for approval, under penalty of termination of their effects. + Article 3 The Government and the National Bank of Romania are authorized to contract and guarantee, during 1993, external financial credits, within the amount of $1.5 billion, in order to ensure the necessary foreign exchange resources basic premiums (fuels, energy, agricultural products, shortages and strict necessity and other goods to revive the economy), to finance investments and to increase the state's foreign exchange reserves. The government will inform, on a quarterly basis, the Parliament on the implementation of the contracted loans 1, as well as the conditions for contracting these loans, the guarantees granted and the use. + Article 4 The Government is authorized to contract state loans in the account of domestic public debt, up to 500 billion lei. This law was adopted by the Chamber of Deputies at the meeting of June 29, 1993, in compliance with the provisions of 74 74 para. (2) of the Romanian Constitution. p.
