LAW No. 53 of 7 July 1993 on the amendment of the Decree-Law nr. 118/1990 concerning granting rights to persons persecuted for political reasons of dictatorship — established with effect from 6 March 1945 PARLIAMENT ISSUING published in MONITORUL OFICIAL NR. 157 of 12 July 1993, the Romanian Parliament adopts this law.


Article 1 Decree-Law No. 118/1990 concerning granting rights to persons persecuted for political reasons of dictatorship — established with effect from 6 March 1945, and those deported abroad times company formed in prisoners, republished in the Official Gazette of Romania, part I, no. 198 September 28, 1991, as amended by law No. 22/1992, changed and completed as follows: 1. Article 3 shall read as follows: Art. 3.-(1) persons who have been in the situations referred to in article 1. 1, with the exception of those falling in the situation referred to in (d)) shall be entitled to a monthly allowance of 2,000 lei per year of detention, internment in psychiatric hospitals, improper removal, deportation or imprisonment, whether retired or not.

(2) persons who have been in the situation referred to in article 1. and (b). d) are entitled to a monthly allowance of 1,700 lei for each year of arrest, whether or not receiving pensions.
  

(3) In the light of the evolution of prices and tariffs, it indexes the allowances referred to in paragraphs 1 and 2. (1) and (2) by decision of the Government.
  

(4) the persons referred to in paragraph 1. (1) and (2) shall be entitled, free of charge, for medical care and medicines in State health establishments. "
  

2. After article 3 are inserted in articles 3 ^ 1, 3 ^ 2, 3 ^ 3, which will read as follows: ART. 3 ^ 1. -(1) the spouse of the deceased, missing or exterminated during detention, abusive psychiatric hospitalisation in hospitals, deportation or prizonieratului shall be entitled to a monthly allowance non-taxable ceiling of 10,000 lei, if not remarried.

(2) the same rights and benefits from the husband of the deceased after leaving prison, psychiatric hospital, after returning from deportation or imprisonment, subsequently from if not remarried.
  

(3) This allowance are indexed by decision of the Government and it can be added with any pension.
  

Art. 3 ^ 2. -Monthly Allowances granted under this decree-law shall not affect the revenue ceilings depending on setting rents for housing from the State Housing Fund, scholarships for pupils and students and persons.
Art. 3 ^ 3. -(1) the persons referred to in art. 1 shall be exempt from payment of tax on wages, taxes on the buildings and the land barren.

(2) persons referred to in art. 1 will receive: a free urban transport) means of transport belonging to state-owned units;
  

b) travel's six class I C.F.R. every year. "
  

3. Article 15 shall read as follows: ART. 15.-applications for determination of rights provided for in this Decree-Law will be submitted to the county commissions: Central, or Bucharest, up to 31 December 1993. "


Article 2 the monthly Allowances provided for in article. 3 paragraphs 1 and 2. (1) and (2) of this law will be updated taking into account the weightings and indexarile granted in accordance with the provisions of Government Decisions adopted after June 1, 1993.


Article 3 the commissions set up under the provisions of art. 5 of Decree-Law No. 118/1990 will resume his duties at the entry into force of this law.


Article 4 the Decree-Law nr. 118/1990 concerning granting rights to persons persecuted for political reasons of dictatorship — established with effect from 6 March 1945, and those deported abroad times company formed in prisoners, republished in the Official Gazette of Romania, part I, no. 198 of 28 September 1991 and amended by law No. 22/1992, will be in the Official Gazette of the Republic of Romania, with the amendments and additions referred to in this law, realizing a new articles are numbered.
