The Romanian Parliament adopts this law + Article 1 The maximum volume of wood mass to be harvested in 1993 is 15.0 million cubic meters, of which: a) 11.0 million cubic meters for economic agents with state and private capital, as well as for the urban population, resulting after processing; b) 4.0 million cubic meters to cover the needs of the rural population. + Article 2 The maximum volume of 15.0 million cubic meters will be harvested as follows: a) 14.6 million cubic meters, from the forests managed by the Autonomous Regia of the Forest "Romsilva" and from private property forests; b) 0.4 million cubic meters of forested pastures, tree alignments and other land with forest vegetation. + Article 3 The volume of wood mass coming from downing and rupture of wind and snow, as well as that resulting from the abnormal drying phenomenon, other than that taken into account when determining the amount for 1993, will be capitalized with priority, retaining an equivalent volume of the wood on the foot provided for the cutting. + Article 4 In order to respect the possibility of forests during 1991-1995, the maximum volume of wood mass to be harvested in 1994-1995 will be 28.1 million cubic meters. The annual instalment, over the remaining period, will be regulated by law according to the results obtained in the studies to update the normal possibility of cutting and regenerating forests and in relation to the restructuring strategy of the processing, adopted by the relevant ministry. + Article 5 The wood mass for economic agents with state or private capital is sold by auction or negotiation. + Article 6 The nomenclature and quantities of timber, vending and cellulose that can be exported are established by the Government, depending on the insurance needs of the economy. + Article 7 It shall be prohibited to export, over the quota quantities, of the wood products listed in Annex no. 1 1, as well as the export of wood products listed in Annex no. 2, which are an integral part of this law. + Article 8 Violation of art. 6 and 7 of this law are sanctioned with contravention imprisonment from 3 to 6 months or with a fine from 500,000 to 2,000,000 lei, if the act does not constitute a crime. The wood material and fibrous which was the subject of the contravention shall be confiscated. When confiscation can no longer be carried out in kind, it will be ordered to confiscate the value equivalent in foreign currency, and if it cannot be achieved, it will be ordered to pay the equivalent in lei of the currency, increased 3 times. The finding of contravention and the application of the fine shall be made by the customs bodies. The provisions of this Law shall be supplemented by the provisions Law no. 32/1968 establishing and sanctioning contraventions. + Article 9 Provisions Law no. 42/1992 is repealed, except art. 6 6, 7, 9 and 10. This law was adopted by the Senate at its meeting of 26 April 1993, in compliance with the provisions of art. 74 74 para. (2) of the Romanian Constitution. SENATE PRESIDENT prof. univ. Bulogs, rafters, mine wood, railway sleepers, balls-hands 2. Firewood and cellulose 3. Oak timber and valuable essences (walnut, paltin, cherry, elm and ash) 4.
