Law No. 184 of 28 June 1930 for concluding trade agreements published in PARLIAMENT ISSUING the OFFICIAL GAZETTE nr. 142 of 30 June 1930 Article 1 Council of Ministers is authorized if, before the time limit provided for in art. 2 of the law on customs tariff should consist, promulgated on 29 June 1929, Romania will not be able to conclude, for technical reasons, commercial convenţiuni with some countries to conclude, on the basis of that law and the customs tariff annexed them, provisional trade agreements, and even after expiry of the period provided for in art. 2 of the law on customs tariff to continue with treatment conventiunilor.
Article 2 in cases where products of Romanian export would be subjected to import them into any country from the nature of the harm the vital interests of Romania, the Council of Ministers is authorised to apply all or some of the goods of that country, instead of the general tariff, an exceptional rate equal to indoitul of that tariff, as set out in the customs tariff of 9 June 1929 and to institute any measure of prohibire and restricţiune of importation on goods who are interested in the respective country.
