The Romanian Parliament adopts this law + Chapter 1 Coat of arms + Article 1 The Romanian coat of arms symbolizes the national, sovereign and independent Romanian state, unitary and indivisible and consists of two overlapping shields: the large shield and the small shield. The large shield, on blue, has a golden eagle with its head to the right, with its beak and red claws, with its wings open, holding in its beak an Orthodox cross from gold, in the right claw a sword, and in the left claw a mace. On the chest of the eagle is found the small shield sputtered with insitiune: a) in the first district is the coat of arms of Wallachia: on blue, an eagle of gold with the beak and red claws, holding in the beak an Orthodox golden cross, accompanied by a golden sun to the right and a new moon of gold to the left; b) in the second district is the coat of arms of Moldova: in red, a black bour head, accompanied by a gold star between the horns, with five rays, of a rose with five sheets to the right and one month outlined to the left, both silver; c) in the third district is the coat of arms of Banat and Oltenia: in red, over natural waves, a golden bridge with two vaulted openings, from which a golden lion comes out holding a palos in the front right paw; d) in the fourth district is the coat of arms of Transylvania, with Maramures and Crisana: a shield cut by a narrow red briu; in the upper part, on blue, a black eagle with the golden beak, emerging from the dividing breeze, accompanied by a golden sun to the right, from a silver moon contoured to the left; in the lower part, on gold, seven red towers, crenellated, arranged on two rows, four and three; e) in insitiune are represented the lands of the Black Sea: on blue, two gold dolphins affront, with high queues. + Article 2 Romania's coat of arms can be made of any material, it can be reproduced in colors, in black and white or by printing on different materials. The representation in black and white of the coat of arms is made by the conventional signs used in heraldry for the designation of chromatics: gold = points at equal distance between them; silver = free space; red = vertical lines; blue = horizontal lines; black = lines vertical overlay on horizontal lines. If the graphics technique does not allow conventional representation, it can be used to play by contouring. In the case of conventional representation in black and white or rendering by contouring, the lines marking the contours of the eagle and the outer shield will have twice the width of the other lines inside the coat of arms. + Article 3 The Romanian coat of arms, in colors, will be placed in the premises of all public authorities, educational institutions, diplomatic missions, consular offices, trade representations of Romania abroad, as well as in the lounges of ships under Romanian flag. + Article 4 The Romanian coat of arms will be reproduced on the seals of public authorities, on official documents, on the prints and signs of their edifices, on the national currency and on other monetary signs issued by Romania, on the insignia and on some accessories of military uniforms, under the conditions established by the Romanian Government. + Article 5 The original model of the country coat is set out in Annex no. 1, which is an integral part of this law. + Chapter 2 State seal + Article 6 The seal of the state is the mark of national sovereignty and guarantees the authenticity of state acts. + Article 7 On the seal of the state is represented the country's coat of arms, with Romania, in exerga, in the lower part. + Article 8 The seal of the state shall be kept at the Ministry of Foreign Affairs and shall apply, according to the provisions of the Minister of Foreign Affairs, on international acts + Article 9 The original model of the seal of state is set out in Annex no. 2, which is an integral part of this law. + Chapter 3 Final provisions + Article 10 Public authorities may develop heraldic insignia and their own seals, under the law. The coats of counties, municipalities, cities and communes are approved by the Government, at the proposal of the county councils or, as the case may be, of the local councils, with the opinion of the National Commission of Heraldry and Genealogy. + Article 11 On the date of entry into force of this Law, there are also abrogated branches: Decree no. 972/1968 on the insignia of the Socialist Republic of Romania, published in the Official Bulletin no. 141 141 of 5 November 1968; Decree no. 510 510/1953 on the use of seals with the coat of arms of the Romanian People's Republic, published in the Official Bulletin no. 55 55 of 23 December 1953, and any other provisions to the contrary. This law was adopted by the Senate at the meeting of 10 September 1992, in compliance with the provisions of art. 74 74 para. ((1) and art. 76 76 para. (1) of the Romanian Constitution.
