Decree-Law no. 118/1990 on the granting of rights to persecuted persons for political reasons of dictatorship established with effect from March 6, 1945, as well as those deported abroad or constituted in prisoners, republished in the Official Gazette, Part I, no. 198 of 28 September 1991, shall be amended and supplemented as follows: I. Article 3 (1) shall read as follows: " persons who were in the situations provided in art. 1 are entitled to a monthly, non-taxable allowance of 650 lei, whether or not they are retired, for each year of detention, admission, compulsory domicile, displacement, deportation or prisoner. " II. After par. 1 1 of art. 3 a new paragraph is inserted, with the following contents: " The allowance provided in par. 1 will be indexed at the level of indexation of salaries and pensions, by decision of the Government. " III. Paragraph 3 of art. 13 13 will have the following contents: " The payment of allowances for the members of the central commission will be made starting with the date of its establishment found by the minutes of establishment, and for the members of the county commissions and the city of Bucharest, from the date of their approval to the central committee and shall cease within 30 days of the expiry of the time limit for lodging applications. " IV. Article 15 will read as follows: "" Art. 15.-Applications for the establishment of the rights provided for in this decree-law shall be submitted to the commissions: central, county or city of Bucharest at the latest until June 30, 1992. " V. Article 16 shall read as follows: "" Art. 16-The Ministry of Economy and Finance will allocate the necessary funds to pay the rights provided by law, based on the documentation submitted by the Ministry of Labour and Social Protection.
