The Romanian Parliament adopts this law + Article UNIC The second optional Protocol to the International Covenant on Civil and Political Rights is ratified, aiming at the abolition of the death penalty, adopted by the General Assembly of the United Nations on 15 December 1989. This law was passed by the Assembly of Deputies at its meeting on 12 December 1990. PRESIDENT OF THE ASSEMBLY MARTIAN DAN This law was passed by the Senate at its meeting on January 17, 1991.
