Law No. 5 of 29 June 1989 concerning the rational management, protection and preservation of the quality of waters ISSUING NATIONAL ASSEMBLY and published in OFFICIAL GAZETTE No. 24 of July 5, 1989, Chapter 1, Article 1 the quality and purity of the water-essential condition of life, rational utilization and protection of water resources represents a requirement of national interest. Preserving clean water, waste management and its protection, preservation and protection of water resources, constitutes an obligation of all socialist units, State bodies and citizens in order to meet the needs of national economy and population, to remove all forms of waste and unreasonable consumption, avoiding burnout and water pollution.

Article 8 use of water by Socialist units shall be effected under the conditions and with the authorization of law. The authorization shall be issued on the basis of the corresponding technical condition of the facilities to be used for water and wastewater evacuation.

Article 22 nothing in this law shall enter into force thirty days following its publication in the Official Gazette of the Socialist Republic of Romania.
On the date of entry into force of the provisions of this Act, any provision to the contrary shall be repealed.
