+ Chapter 1 + Article 1 Water quality and purity-essential condition of life-, rational use and protection of water resources is a requirement of national interest. Keeping water clean, managing and protecting it, preserving and protecting water resources, is the obligation of all socialist units, state bodies and citizens in order to satisfy the needs of the national economy and population, removal of any forms of waste and non-rational consumption, avoidance of exhaustion and pollution of water. + Article 2 The use of water is allowed only in compliance with consumption and in the conditions of ensuring its quality and protection against pollution factors of any kind, in order to preserve ecological balance, maintain and improve natural factors, the defense of health as well as the other living and working conditions of citizens. + Article 3 The efficient exploitation and valorisation of water in technological processes and other economic activities must lead to a continuous increase in the use and reuse of water resources, the reduction of treatment costs and treatment, under the conditions of keeping water quality, reducing the consumption of water on the product unit, avoiding any form of waste or non-rational consumption. + Article 4 Socialist, state and cooperative units, as well as citizens, are obliged to apply the measures established for the rational use, protection and quality assurance of water, taking measures for the purpose of its judicious use at every place of work, namely management, strict compliance with technological discipline in production activities that require the use of water, the prevention of waste or pollution of any kind. The violation of these obligations attracts, according to the law, the responsibility of The ministries, the other central bodies, the executive committees of the county folk councils and the city of Bucharest are responsible for organizing the management and protection of the waters in the subordinate units, and holding the guilty persons accountable. + Article 6 Depending on the economic and social development needs of the country, in accordance with the provisions of the single national plan and the National Program for the development of hydrophonic basins, reservoirs will be carried out with use complex, plugs and other water sources, to ensure the satisfaction of water requirements in all administrative-territorial units. + Chapter 2 + Article 7 Plants, enterprises, other socialist units have the obligation to ensure the efficient and rational use of water, its protection against pollution, in which they respond to: a) strict compliance with the rules of consumption per unit of product and the continuous reduction of these rules; b) systematic tracking in all phases of production of water consumption, reduction of losses, increase of water recirculation, replacement of water-intensive production technologies; c) the treatment, at the level of quality parameters, established, of the wastewater, the reuse of clean conventional waters, results from the treatment, from the technological processes of cooling, washing and others; d) transport, handling or storage of products or residues in which they do not lead to water pollution; e) prevention of accidental pollution, protection of the quality of groundwater and springs by avoiding the penetration of polluting substances; f) the removal of waste to all jobs, the repair of all indoor installations up to the tap and the preparation of strict water use programs. + Article 8 The use of water by socialist units is made under the conditions and with the authorization provided by law. The authorization shall be issued on the basis of the technical finding of the corresponding state of the facilities in which the water and the wastewater disposal are to be used. The authorization shall be issued in limited time, and its extension may be made by the issuing body only after a new finding according to par. 2. + Article 10 Plants, enterprises, cooperative units and other socialist units respond to the proper functioning of wastewater treatment plants and plants, so that water downstream is taken over by all consumers, without expenses. Additional treatment. The execution and commissioning of the stations and the treatment plants are necessarily made with the production capacities or housing complexes, and the extension or as the case may be, their modernization, together with the modification of the processes technology, while also aiming to replace wet and dry exhaust technologies. + Article 11 Socialist units respond to the damage caused to other units or individuals due to water pollution, also bearing all the expenses imposed by the treatment of the waters they polluted. Under the law, the National Water Council can order a halt to the operation of the facility or facility that causes pollution. Persons employed in the work guilty of violating the provisions on ensuring the quality of water respond to civil or material, as the case may be, both for the damage provided in par. 1, as well as for those resulting from the losses of useful substances due to the proper non-purification of the evacuated waters, and are sanctioned according to the law. + Article 12 It shall be prohibited to evacuate, dispose or inject, in surface water, underground, marine, waste water, waste or products of any kind, which may change the characteristics of water, discharge of waste water or purged in the standing waters, storage, on banks or in the beds of watercourses or lakes, garbage or industrial waste of any kind, the use of chemical fertilisers or pesticides at distances of more than 300 m from the banks of watercourses and lakes. It is also prohibited to operate sand, gravel, riu stone and other materials in whites or banks of watercourses without authorization or contrary to its provisions, grazing animals and carrying out arches, excavations, potholes or waterways. ditches on embankments, dams, other hydrotechnical constructions, banks, whites and their protection zones, as well as motor and hypo traffic on embankments, dams or other hydrotechnical works if they have not been set up for this purpose. The melting of flax, moviegoers, tees or other textile plants in the courses of water, canals, lakes, puddles or ponds can be done only with the agreement of the water management body and in strict compliance with the conditions established by them. + Article 13 For the protection and use of springs, water management bodies, local bodies of the state administration, all socialist units and citizens have the obligation to execute the works of arrangement, cleaning, maintenance and fading, such as and those necessary to protect against pollution. + Article 14 For the protection of water resources, the preservation, improvement and quality assurance of water, all citizens are mainly obliged: a) to judiciously use water in the household, to ensure the repair and maintenance of water supply facilities; b) not to throw in the beds of watercourses, in the words of lakes and on their banks household garbage, substances or waste of any kind; c) not to wash vehicles, motor vehicles or objects containing toxic substances in water courses and lakes or on their banks; d) not to throw in the sanitary facilities or in the sewage networks the remnants of petroleum substances or other toxic substances; e) to participate, under the law, in all actions to sanitize water courses, lakes and to protect their quality; f) to take a firm attitude against those who waste water both in housing and at work. + Article 15 Units that have hydrotechnical works in administration or in operation are obliged to use the sockets, dams and reservoirs according to the dispatcher charts, based on the monthly operating programs, to provide the necessary flows for the uses industry, agriculture and population, correlated with the production of energy, and to respect, during periods of drought or floods, the operative measures ordered by the water management bodies. The program of exploitation of reservoirs is approved monthly by decree of the State Council. + Article 16 Reservoirs and other water sources will be designed and arranged in order to perform multiple functions, such as water supply, irrigation, electricity production, navigation and the development of fish fauna, in close consistent with water requirements, grounded, industry, agriculture and population. + Article 17 The execution of works or plantations on the courses of the waters or having the connection with the waters, the modification or extension of such works and plantations or the location of any constructions in the major beds of the water courses can be done under the law only with the agreement of the water management body and in compliance with the conditions established by this agreement. + Article 18 The units that operate or have hydrotechnical constructions or water protection plantations are obliged to provide maintenance and, as the case may be, to repair them. Damage, in any form, of these constructions or plantations attracts the responsibility of the unit and the guilty persons. + Article 19 River or maritime vessels, under any flag, are obliged to take the necessary measures to preserve the purity of territorial waters, to avoid pollution of territorial waters, to avoid pollution by accidental or intentional discharge of hydrocarbons, other chemical or toxic substances, as well as discarding any waste likely to alter the quality of the water. For the purposes of the prevention, detection and removal of pollution produced by ships, as well as for the finding and sanctioning of possible deviations or negligence, the control of river and maritime vessels shall be carried out by the Civil Navigation Inspectorate and the capitanies port, with the mandatory participation of the delegate of the territorial water management body. The Ministry of Transport and Telecommunication has the obligation to carry out, in maritime and river ports, specialized berths for taking over from ships of waste water loaded with hydrocarbons, and together with the Ministry of Chemical Industry and Petrochemical, to determine how to recover the useful substances from these. + Chapter 3 + Article 20 The violation of the rules on the management and rational use of water, the protection and ensuring its quality, the creation of new sources of water attracts disciplinary, material, civil, contravention or criminal liability, as the case may be, of the guilty person. + Article 21 The specific rules on management, protection and quality of water, as well as the organization of these activities, are established by regulation approved by decree of the State Council. The Council of Ministers will submit this regulation for approval within 30 days of the publication of this law. + Article 22 This law comes into force 30 days after the publication in the Official Bulletin of the Socialist Republic of Romania. On the date of entry into force of the provisions of this Law, any provisions contrary to them shall be repealed. ----------------------------
