The Great National Assembly of the Socialist Republic of Romania adopts this law. + Article 1 The state budget of the Socialist Republic of Romania for 1989 includes the centralized revenues of the state and their distribution in accordance with the objectives of the National Single Plan for Economic and Social Development of the Socialist Republic of Romania and of the Development Plan of Agriculture, Food Industry, Forestry and Water Management, adopted by the Great National Assembly, to finance the development of the national economy, social-cultural actions, defense of the country and other needs of the company, under conditions of increased efficiency and balance assurance financial and monetary. The state budget of the Socialist Republic of Romania for 1989 shall be determined as follows: --million lei- a) Revenue 423.473.5 b) Expenditure 423.473.5 In the total volume of state budget expenditures, reserve funds are included at the disposal of the State Council in the amount of 70.896.7 million lei. + Article 2 The local budgets for 1989 are established as follows: --million lei- a) Income 25.446.8 b) Expenditure 14.078.7 c) Exceent 11.368.1 and are included in the State Budget of the Socialist Republic of Romania. + Article 3 The revenues from the state economic units organized on the basis of economic and financial self-management and from the cooperative and public units shall be established in the amount of 291.161.2 million lei, of which: --million lei- a) the benefits of units- their economic state 55.220,2 b) the tax on movement of goods 233.283,0 c) income tax on units cooperatiste and obstesti 2.658,0 + Article 4 The income provided in the state budget from the tax on the total retribution fund is set in the amount of 50.924.0 million lei, those from agricultural tax from agricultural production cooperatives in the amount of 1.590.0 million lei, and the revenues from taxes and fees from the population in the amount of 5,727.4 million lei. + Article 5 The revenues of the state social insurance budget are set in the amount of 47.275.0 million lei. + Article 6 The expenses for financing the national economy are covered by the own funds of the economic units, allowances from the state budget and bank loans, according to the law. The expenses with this destination, from the state budget, are set in the amount of 183.373.4 million lei. + Article 7 The expenses for scientific research, technological development and the introduction of technical progress shall be covered by the own funds that are constituted, according to the law, at the economic units and from the allocations from the state budget. The expenses with this destination, from the state budget, are set in the amount of 1.103.0 million lei. + Article 8 The expenses for social-cultural actions that are financed, according to the law, from the state budget, are set in the amount of 107.041.8 million lei. + Article 9 The expenses for the functioning of the bodies of power and state administration and for the courts and the prosecutor's office, from the budget, are set in the amount of 4.000.7 million lei. Within these expenses, the amount of 3.0 million lei is established for the Grand National Assembly. + Article 10 The expenses for defending the country are set in the amount of 11.753.3 million lei. + Article 11 The contribution of the committees and executive offices of the councils to the republican budget, from the surpluses of their own budgets, for the establishment of the general development fund of the entire company shall be determined by the amount of 11,348,8 million lei. + Article 12 The amounts provided in the state budget on incomes represent minimum tasks to be carried out, and the provisions on expenses, maximum limits that cannot be exceeded. + Article 13 The Council of Ministers will take action as ministries and other central and local bodies, plants and enterprises, together with the State Planning Committee, Ministry of Finance, Ministry of Technical-Materials and Control Supply. strengthening control, as well as order and discipline in the field of pricing and pricing; ensuring price stability, including prices of consumer goods and services; e) the performance of each economic unit of the planned cash accumulations, of the obligations to the budget, by making payments from the benefits, the tax on the movement of goods, as well as the other payments provided by law; the establishment and use, according to the law, of the own funds of the units for financing investments, circulating means and collective co-interest of the working staff; f) use with increased efficiency of funds made available to units, speed of rotation of circulating means, strict classification in stock rules and norms of established circulating means, supplies of raw materials and materials in strict accordance with the needs for the production of contracted production, customs clearance and delivery and in conditions of good quality of the goods fund provided for in the contracts with the beneficiaries external, preventing the formation of overgrown stocks; g) strengthening the control over settlement documents for deliveries of goods, execution of works and services, aiming at expediting their collection, liquidating unjustified refusals, making payments under the law, immediately after the reception, so as to ensure the acceleration of settlements and the maintenance of the payment capacity; the use with increased efficiency by the economic units of loans granted by banks, the prevention of the occurrence of bank loans outstanding maturity or payments; h) use with increased efficiency of own funds and those allocated from the budget for social-cultural expenses, administration and other fields of activity, sizing to the necessary strict maintenance expenses, operation, repairs to buildings and installations, efficient use of the material base, increase of own incomes and increase the self-financing of social-cultural institutions and other fields of activity; i) the exercise of a demanding and permanent financial control, in particular preventive, in all fields of economic and social activity, in order to strictly observe the discipline of plan, contractual and financial, use with increased efficiency of material, labour and money resources. + Article 14 The execution of the state budget is carried out under the guidance and control of the Council of The Council of Ministers will periodically examine the execution of the state budget, the centralized financial plan of the economic and social activity and the other financial plans and will establish the necessary measures for the full realization of the registered incomes in the state budget and in the other financial plans, the performance of the expenses according to the level of implementation of the plan tasks in compliance with the law and in conditions of increased efficiency, the full fulfillment of the revenues from the revenue budgets and expenditure of ministries, other central and local bodies, plants, enterprises and institutions, the application of a severe savings regime, the strengthening of order and discipline in the management of material and monetary means, the maintenance of financial, monetary and currency balance. + Article 15 In order to increase the economic efficiency of funds intended to finance investments, liquidate and prevent capital assets, the Council of Ministers will take measures as ministries, other central and local bodies, plants and the enterprises, together with the State Planning Committee, the Ministry of Technical-Materials Supply and the Management Control of Fixed Funds, the Ministry of Finance, the Banks and the Investment Coordination Council, to act for the thorough foundation of the technical-economic documentation of the the investment objectives and the judicious sizing of the necessary material and money resources, the further reduction of the cost of investments by applying the most efficient technological and constructive solutions, the revision of the type projects and reducing the weight of construction-assembly works in the total volume of investments, reducing the consumption of building materials, the wide use of prefabricates, meeting the planned deadlines for starting and executing the works of investments, commissioning of all production capacities provided in the plan and ensuring the realization of the projected parameters, the rational use of materials and labor on construction sites, the total elimination of waste and the reduction of funds immobilizations in unfinished investments and machinery with durations of Outdated stationary on construction sites. + Article 16 The Council of Ministers will take action as the Ministry of Foreign Trade and International Economic Cooperation, the State Planning Committee, the Ministry of Finance, banks, ministries, plants and commodity-producing enterprises. export, as well as foreign trade enterprises, to act for the full and timely realization of the plan and contracts concluded on export, to execute products of high quality, with high technical and functional parameters, with low material and energy consumption, competitive in all aspects with the most good products made worldwide, diversification of forms of marketing and widening of markets, realization of all actions of international economic cooperation, conclusion of long-term contracts, obtaining prices external in accordance with the minimum levels planned and strict framing in the approved recovery courses, in order to achieve an increased currency efficiency. They will also take measures to ensure in all units a clear and up-to-date record of all raw materials, materials, semi-finished products and finished production, storage, preservation and management with their care and responsibility, as well as compliance with the stock rules established according to the law + Article 18 The Ministry of Finance, together with the State Planning Committee, banks, ministries, other central and local bodies will analyze monthly the execution of the state budget and the centralized financial plan of economic-social activity and will act for the full realization of the revenues, as well as for the performance of the expenses in relation to the level of fulfilment of the plan tasks, under conditions of increased efficiency, strengthening of financial-banking control in all areas of activity and maintenance of financial, monetary and currency balance. At the same time, in the collective management bodies of ministries, plants, enterprises and institutions, with the support of financial-banking bodies, the execution of the revenue and expenditure budget of each unit will be analyzed monthly and will be established measures to ensure the achievement of revenue burdens and to continuously reduce expenses, increase benefits, profitability and economic efficiency, to fully meet the obligations to the state budget, to eliminate any forms of waste, strengthening order and discipline in the management of means materials and money, permanent insurance of the payment capacity of all economic units. + Article 19 The executive offices of the councils of working people, the leading staff of the socialist units are responsible for taking all measures and ensuring the necessary conditions in order to comply with the plan discipline, to strengthen the control over production, framing in economic and financial norms established according to the law, obtaining a maximum efficiency in the use of funds, management with a spirit of responsibility for the patrimony, defense and development of socialist property. They will also act to increase financial control in units, ensuring the use of material and monetary funds in accordance with plan tasks, framing the expenses and funds provided for in the revenue budget and expenditure, achieving at least the planned levels of profitability and benefit. + Article 20 The executive committees of the county folk councils and the city of Bucharest will take measures to achieve in good conditions the revenue and expenditure budgets, as well as the planned budget surpluses. At the same time, the committees and executive offices of the popular councils are responsible for the realization of the revenues provided in the state budget by all socialist units, regardless of their subordination. The committees and executive offices of the popular councils will act to increase their own incomes of local budgets, as well as for the rational use of the material and money means available to them, in conditions of maximum efficiency economic and social, in compliance with the financial discipline, the laws of the country and the elimination of any form of waste, in order to increase the self-financing of administrative-territorial units, as well as to increase their contribution to the establishment of the general development fund of the whole At the same time, they will take measures to reduce the expenses that are borne from local budgets, by achieving social-cultural, economic and urban-household objectives provided in the plan, from the monetary contribution and in the work of the population, under the conditions provided by law, attracting to a greater extent the population to the management and beauty action of the localities, the extension of the self-management of social-cultural units and other fields of activity, the use with yield increased the material base available to the units. + Article 21 The financial and banking council, the Ministry of Finance, the banks, together with the ministries, the other central and local bodies will ensure the strong implementation of the economic and financial mechanism in the economy, socialist units, strict compliance with approved economic and financial norms and norms, the introduction of a severe savings regime in carrying out expenses, regardless of the funds from which it covers, the establishment of an order and disciplines of firm contractual and financial plan, the correct and up-to-date keeping of the record of assets, the operative settlement of the financial problems that arise. + Article 22 The Higher Court of Financial Control, the Ministry of Finance and the banks, together with the economic units, the plants, ministries and other central and local bodies, will act for the exercise of a demanding financial control in the economy and in special of the preventive one to ensure the judicious management of material and monetary means, compliance with the laws of the state and defense of the integrity of socialist property. + Article 23 The indicators provided in the state budget and in the centralized financial plan for 1989 will be carried out on plan holders by decree of the State Council. + Article 24 The general account for the end of the budget year 1987 is adopted on incomes in the amount of 334,627,819,523 lei, and at expenses in the amount of 281,426,001,092 lei, with a surplus in the amount of 53.201.818,431 lei, of which to the Republican budget 53.042.046.728 lei and to local budgets 159.771.703 lei constituting a bearing fund for self-financing at the disposal of the executive committees of the folk councils. ------------------
