Law No. 12 of the Law on 1 December 1988 development plan for agriculture, food industry, forestry and water management of the Socialist Republic of Romania on the 1989 GRAND NATIONAL ISSUING Published in OFFICIAL GAZETTE No. 62 of 7 December 1988 on the National Assembly of the Socialist Republic of Romania adopts this law.
Article 1 shall adopt development plan for agriculture, food industry, forestry and water management of the Socialist Republic of Romania for the year 1989.

Article 3 the Ministry of agriculture, Ministry of industry, Ministry of Food and Agricultural Products Purchase Commitment, the Central Union of cooperatives, production, Purchasing and selling of goods, popular executive committees of councils and of the municipality of Bucharest, the County Directorates General for agriculture and the agricultural producers ' councils will support individual households with seeds, seedlings, feed owners, technical assistance and guidance in order to obtain certain plant and animal agricultural production as well as higher in accordance with the unique programme approved.
Article 4 the Ministry of industry, Ministry of Food and Agricultural Products Purchase Commitment, Ministry of agriculture, the National Union of Agricultural Production Cooperatives, the Central Union of cooperatives for the production, acquisition and disposal of Goods and executive committees of the District Councils will take action against popular for achieving the plan established on each county has centralized Fund.

Article 6 investments for agriculture, food industry, forestry and water management will be intended mainly for completing objectives initiated in previous years and to achieve the objectives laid down for the year 1989 in programs for improving the Organization and modernization of production processes, as well as in other programmes that have been approved for these sectors of activity.
In order to achieve the planned investments, measures will be taken to ensure: (a) studies and documentation) and technical-economic objectives for us;
b) investment works on the basis of standard technologies and projects, reducing the consumption of metal, cement and other materials energointensive, widespread use of local materials and the use of the recoverable;
c) commissioning the deadlines planned investment objectives in agriculture, food industry, forestry and water management through rhythmic and sustained pursuit of activity on the sites, ensuring the delivery of machinery in accordance with the terms of the planned execution, compliance periods of mechanical and technological samples, preparation of necessary labor exploitation in good conditions, and new capabilities.
Article 7 under the auspices of the National Council of Science and education, Ministry of agriculture, Ministry of industry, Ministry of Food and Agricultural Products Purchase Commitment, power plants and businesses, institutes and Central Academy of agricultural and forestry Sciences, scientific research units and engineering and design, in collaboration with the National Committee for Science and technology, the State Planning Committee and the Ministry of Supply and material management and Control of fixed Funds will ensure increased intake of scientific research through: (a) development of new technologies) for restoring and increasing production capacity of eroded soils and sand and salt, perfecting methods of fertilization and land preparation, organization of asolamente with plots and improved crop rotations;

d animal genetic improvement) to increase their productive potential, development of new technologies aiming to harnessing the upper part of the base, including the use of new resources, the reduction of specific consumption, increase of forage production on natural pastures and fîneţe, the establishment of effective methods of prevention, diagnosis and treatment of disease;
e) entry into the economic circuit of new unconventional nature resources by harnessing all the raw materials, the production of agricultural products and preparations with high nutritional content, ensuring a rational diet appropriate scientific advice rules;
(f) improving manufacturing technologies) in the food industry, in order to reduce energy consumption, proteinizarea and vitaminizarea food and reducing the levels of harmful chemicals and elements of the nature of the chemical and microbial;
g) introduction into the culture of new plant varieties with a high content of useful substance, in order to increase extraction yields from sugar beet and oilseeds, and other non-conventional raw materials;
h) ensuring faster transfer of research results into production, in order to obtain higher yields both quantitatively and qualitatively.
Article 8 in order to ensure the fulfilment of the objectives and tasks set out in the national programme for the conservation and development of forestry, Ministry of Forestry will take measures to: (a)), conservation and development of the Defense Fund rigorously forest cutting quotas;
b) enhancing productive potential of forests, judicious management of the resources of the timber and combat (potable) water;
c improving forest regeneration) those poorly productive, reimpadurirea, promoting the culture of the indigenous species of valuable;
d) increase protection functions of forests;
e harvest ﬁled) intensification and upper part of the berries, fruits and other natural resources and forest development accessories vinatului and fishing in the waters of the mountain.
Article 9 in the field of water management will pursue: a) the arrangement, according to the programme approved, hydrographic network, to ensure the needs of drinking water, industrial, irrigation, power generation and others;
b) increasing industrial and water recirculation to minimise losses, waste and recovery of useful substances from waste waters, use of mud of urban waste;
c) rational management of water and combating of all sources of pollution in order to preserve their quality.
Article 10 in order to increase the effectiveness of foreign trade activity, will act for the fulfillment Fund merchandise referred to export capacities and specialization of enterprises to provide exclusively or mostly in goods quality and assortment structure requested by the beneficiaries, as well as the increase of currency supply of products; use with maximum efficiency of funds the allocated import currency actionindu for priority use of raw materials, fuels, machinery and equipments from domestic resources, as well as to reduce the expenditure for the transport of goods and currency; implementation and expansion of economic cooperation with other countries.
Article 11 in 1989 will put special emphasis on increasing economic efficiency in all sectors from agriculture, food industry, forestry and water management, on the increase of labour productivity more and reducing the cost of production, the application of the provisions concerning farm programs improving and modernizing the production processes, economic and financial norms and product expenditure scales , with maximum use of all resources efficiency.
Article 12 Indicators of development plan for agriculture, food industry, forestry and water management of the Socialist Republic of Romania's 1989 shall specify on the holders of the plan by Decree of the State Council.
Article 13 the Council of Ministers would take measures that the Ministry of agriculture, Ministry of Power, Ministry of Industry Contracting and Purchase of agricultural products, the Ministry of forestry, the National Water Council, departments, Directorates General and economic enterprises, power stations, popular executive committees of councils and of the municipality of Bucharest to act firmly in order to meet the full requirements of the plan for the development of agriculture, food industry, forestry and water management of the Socialist Republic of Romania for the year 1989.
