The Great National Assembly of the Socialist Republic of Romania adopts this law. + Article 1 The plan for the development of agriculture, food industry, forestry and water management of the Socialist Republic of Romania for 1989 is adopted. c) the introduction and expansion into culture of the most productive varieties and hybrids, the production and use of seeds from higher biological categories, the realization of optimal plant density according to the law, the timely execution of works of fertilization and maintenance of crops, prevention and control of diseases and pests, application of necessary watering on the entire surface area for irrigation, aiming at rational use of all means, reduction of consumption of fuels and electricity; d) full use of surfaces for double and successive crops; e) execution in optimal periods of harvesting, transport and storage works of agricultural production, in order to minimize losses, ensure in advance the necessary spaces for the preservation and preservation of products; f) development of animal husbandry in the socialist sector of agriculture and households by: -improving breeding and improving breeds, making planned birth rates and minimizing losses; -increasing the average livestock production and strict compliance with the weight of delivery of the animals provided for in the plan; -the increase of yields per hectare, both in cultivated fodder plants and in natural grassland, by extending improvements on such areas, the greater use of coarse feed and by-products, and improving their nutritional value; -modernization of zootechnical complexes and farms by adopting cheap solutions to ensure housing conditions and water needs for animals and mechanization of works with high workload; g) perfecting the organization of production and labor in all agricultural units, the firm application of the global agreement, the continuous improvement of labor norms, the establishment of labor consumption on each work, the increase in liability in labor to ensure the rigorous observance of production technologies, execution on time and at a higher level of all agricultural works, strengthening of order and discipline; h) increasing the efficiency of economic activity in all state and cooperative agricultural units; i) periodic training of specialists, mechanizers and other workers in agriculture, in order to thoroughly acquire the technologies specific to each crop, species and categories of animals, generalization of the experience of the units distinguished with the high title of "Hero of the New Agrarian Revolution". + Article 3 Ministry of Agriculture, Ministry of Food Industry, Ministry of Contracting and Purchase of Agricultural Products, Central Union of Production Cooperatives, Purchasing and Desmaking of Goods, Executive Committees of Popular Councils county and city of Bucharest, the county general directions for agriculture and agricultural producers ' councils will support individual households with seeds, propagating material of value reproducers, feed, assistance and guidance technique, in order to obtain vegetable and animal production as large as possible, in accordance with the approved single programme. + Article 4 Ministry of Food Industry, Ministry of Contracting and Purchase of Agricultural Products, Ministry of Agriculture, National Union of Agricultural Cooperatives Production, Central Union of Production Cooperatives, Procurement and Sale of Agricultural Products The goods and executive committees of the county folk councils will take measures to achieve, at the level of the plan established on each county, the centralized fund. + Article 5 Ministry of Food Industry, Ministry of Contracting and Purchase of Agricultural Products, Minister of Agriculture, Central Union of Production Cooperatives, Purchasing and Desmaking of Goods, Executive Committees of Popular Councils The county and the city of Bucharest will take measures for the complete use and superior valorization of agricultural raw materials in the food industry and the full use of existing production capacities. Food products corresponding to the requirements of a rational diet will be diversified to a greater extent. + Article 6 Investments for agriculture, food industry, forestry and water management will mainly be intended for the completion of the objectives started in previous years and for the achievement of the objectives foreseen for 1989 in the programs improving the organization and modernization of production processes, as well as in the other programs approved for these sectors of activity. In order to achieve the planned investments, measures will be taken to: a) ensuring technical-economic studies and documentation for new objectives; b) the realization of investment works on the basis of typified technologies and projects, the continuous reduction of metal, cement and other energy-intensive materials, the widespread use of local materials and the use of recoverable ones; c) putting into operation the planned deadlines of the investment objectives in agriculture, food industry, forestry and water management through the rhythmic and sustained development of the activity on construction sites, ensuring the delivery of machinery in compliance with the planned execution deadlines, compliance with the periods of mechanical and technological evidence, the early preparation of the workforce necessary for the smooth operation of the new capacities. + Article 7 Under the coordination of the National Council of Science and Education, Ministry of Agriculture, Ministry of Food Industry, Ministry of Contracting and Purchase of Agricultural Products, plants and enterprises, central institutes and Academy of Agricultural and Forestry Sciences, scientific research and technological engineering and design units, in collaboration with the National Committee on Science and Technology, the State Planning Committee and the Ministry of Supply Technical-Materials and Control of Fixed Funds Management, will ensure the growth the contribution of scientific research by: a) the development of new technologies for the restoration and increase of the production capacity of eroded and sandy and salt soils, the improvement of fertilization and land preparation methods, the organization of asolaments with optimal plots and improved crop rotations; b) the creation of new varieties and hybrids of seeds and propagating material with superior characteristics, with high productive potential, resistant to low temperatures, to drought and other adverse environmental conditions, to diseases and pests; c) the realization of methods and techniques for the integrated control of diseases and pests, in order to reduce the consumption of chemicals and polluting effects on agricultural products; d) the genetic improvement of animals to increase their productive potential, the development of new technologies, the pursuit of superior use of the feed base, including the use of new resources, the reduction of the specific consumption of feed, increased production on grassland and natural finesse, the establishment of effective methods of prophylaxis, diagnosis and treatment of diseases; e) the introduction into the economic circuit of new non-conventional resources through the full valorization of agricultural raw materials, the realization of products and preparations with high nutritional content to ensure a rational diet corresponding to scientifically substantiated rules f) perfecting manufacturing technologies in the food industry, in order to reduce energy consumption, proteinize and vitamin food, as well as to reduce the content of chemicals and harmful elements of a chemical nature and microbial g) the introduction into the crop of new varieties of plants with a high content of useful substance, in order to increase the yield yields on sugar beet and oilseeds, as well as to ensure other unconventional raw materials; h) ensuring the faster transfer of scientific research results into production, in order to achieve higher yields both quantitatively and qualitatively. + Article 8 In order to ensure the objectives and tasks provided for in the National Program for the Conservation and Development of the Forest Fund, the Ministry of Forestry will take measures to: a) defence, conservation and development of the forest fund, rigorous compliance with approved cutting quotas; b) increasing the productive potential of forests, judicious management of wood resources and combating its waste; c) forest regeneration and improvement of the poorly productive ones, reforestation, promotion in culture of valuable native species; d) increase of forest protection functions; e) the intensification of the actions of harvesting and superior valorization of the berries, the other natural resources and products of the forest, the development of the wine and the fishing in the mountain waters. + Article 9 In the field of water management will be followed: a) the arrangement, according to the approved program, of the hydrographic network to ensure the satisfaction of drinking water needs, industrial, for irrigation, electricity production and others; b) increasing the degree of recirculation of industrial waters and minimizing losses, purification and recovery of useful substances from wastewater, use of residual sludge; c) rational management of waters and combating all sources of pollution to preserve their quality. + Article 10 In order to increase the efficiency of the external trade activity, it will be acted to achieve the commodity fund provided for export by specialising in capacities and enterprises to ensure exclusively or for the most part goods in the assortment and quality structure requested by the external beneficiaries, as well as the continuous increase of the currency contribution of the products; the maximum use of the foreign exchange funds allocated to import, acting for the use with priority of raw materials, materials, fuels, machinery and machinery of internal resources, as well as for the reduction of foreign exchange expenditures on the transport of goods;
