Pursuant to Article 57 of the Constitution of the Socialist Republic of Romania we sign and have to be published in the Official Bulletin of the Socialist Republic of Romania: The achievement of the objectives set out in the Program of the Romanian Communist Party for the creation of the multilateral socialist society developed and Romania's advance towards communism, the transformations that took place in the development of the production forces, in the continuous modernization of the technical-material basis, the dynamism and vigour of the entire national economy, the increase of labor productivity, national income, economic efficiency and the reduction of production expenses, ensure the necessary conditions for the continued enhancement of the material and spiritual well-being of all the people the ultimate goal of the politics of our party and state, the essence of our socialist order. In accordance with the decisions of the 13th Congress and the National Conference of the Romanian Communist Party, in 1988-1989, corresponding to the party's consistent policy of raising the living standards of working people, carry out a new increase in retributions, so that at the end of the five-year period, in 1990, the average nominal retribution is 3,285 lei, with an increase of 10 percent compared to 1985. Within this action, a stronger increase in the retribution of working people with lower incomes is ensured, so that the minimum retribution on the economy reaches 1,500 to 2000 lei monthly. This growth will especially benefit young people in the first years of activity. Increasing the retributions of lower income working people is a new expression of the care of our party and state to ensure the proper living conditions of all categories of working staff, for firm application of the principles of socialist ethics and equity. The increase in the retribution of working people will be achieved both by increasing the tariff retribution and by increasing the variable part in the total incomes of working people. Under the variable part, additional revenues will be obtained, in particular, by increasing the addition of the agreement, by providing incentives for export production, as well as by increasing the quotas for the establishment of the people's participation fund work on the production, benefits and sharing of benefits and the annual award fund. In order to apply the decisions of the 13th Congress and of the National Conference of December 1987 of the Romanian Communist Party, regarding the increase of retributions in the years 1988-1989, The Great National Assembly of the Socialist Republic of Romania adopts this law: + Article 1 (1) Starting with August 1, 1988, the retributions of all categories of working personnel, on average by 10 percent, the staff with tariff retributions of up to 2,000 lei monthly benefiting from a more increased increase. (2) The minimum tariff rate is increased from 1,500 lei to 2,000 lei monthly, respectively by 33 percent, and the average nominal retribution on the economy will be 3,285 lei monthly. (3) The increase in the retributions of the working staff will be achieved by increasing the tariff retribution on average by 8 percent and the variable part of the retribution on average by 2 percent. + Article 2 The majority of the variable part of the retribution is made by increasing the addition of the agreement, the seniority increase and the other additions to retribution, by providing incentives for export production, by increasing the establishment quotas of the participation of working people in the production, benefits and benefit-sharing, as well as the annual award fund. + Article 3 In accordance with the principles of socialist ethics and equity, as a result of the increase in retributions according to this law, the ratio between minimum retribution and maximum retribution on the economy will be 1 to 4.70 compared to 1 to 5.35 today. + Article 4 ((1) The increase of the tariff repayments for all categories of personnel shall be made in a staggered manner, by branches and activities, as well as by the level of the tariff retribution held until the date of the increase. (2) Between August 1 and October 1, 1988, during the first stage, it is increased, staggered by branches and activities, the retributions of the staff with monthly tariff retributions of up to 2,000 lei. This increase will benefit more than 2.5 million people of work. (3) Between November 1, 1988, January 1, 1989 during the second stage, it is increased, staggered by branches and activities, the retributions of the staff with monthly tariff retributions ranging from 2,001-2,250 lei. During this period it will increase the retribution of more than 1.8 million people of work. (4) Between March 1 and August 1, 1989, during the third stage, it is increased staggered by branches and activities, the retributions of the staff with monthly tariff retributions higher than 2,250 lei, an increase that will benefit more than 3.4 million people Work. + Article 5 (1) As of January 1, 1989, the share of the fund for participation of working people in the production, benefits and benefit-sharing shall be increased from 2,5-3.0 percent to 3,0-3,5 percent of the planned retribution fund. (2) From the same date, the share of the establishment of the labour force participation fund in the production, benefit and benefit-sharing of the mining, crude oil and gas extraction and drilling units shall be increased from 4,0 percent to 4.5 percent of the planned retribution fund. (3) For the social-cultural units, ministries, other central and local bodies, as well as for state institutions, the annual prize pool is increased, starting with January 1, 1989, from 2.5-3.0 percent to 3.0-3.5 percent of the fund. of planned retribution. + Article 6 In order to increase the retributions of the working personnel, according to the provisions of this law, the planned retribution fund is supplemented by 5.8 billion lei in 1988 and by 24.4 billion lei in 1989, and in 1990, when all people labor will receive on the entire year increased retribution, the increased retribution fund, the additional retribution fund will be over 29 billion lei. + Article 7 The persons to whom the retributions are increased according to the provisions of this law will continue to benefit from the rights of state allowance for children, established under the law until the date of increase of retributions. Also, rents for housing, established according to non-paid retributions, remain unchanged. + Article 8 The instalment of the increase in fees, the level of tariff retribution, the allowance and other retribution rights, branches and activities, as well as the way of granting rights in relation to the new tariff repayments, shall be established by decree of The State Council. + Article 9 The Council of Ministers together with the ministries, the other central bodies and the executive committees of the county folk councils and the city of Bucharest will take measures to mobilize all the working people of the enterprises and plants for the better organization of the whole activity, increasing the productivity of labor, raising the technical and qualitative level of the products, reducing the production expenses mainly by reducing consumption of raw materials, materials, energy and fuels, superior valorisation of all resources, leading to the full implementation of the provisions on the increase of national income and the full coverage of the funds necessary for the action to increase the retributions of the working staff.
