The achievement of the objectives set out in the Program of the Romanian Communist Party of the Multilateral Socialist Society developed and the advance of Romania towards communism, of the decisions of the 13th Congress of the Romanian Communist Party, imposes emphasizing the qualitative sides of the development of the Romanian economy, the superior valorization of social work, the increase of labor productivity in all sectors of activity, in order to increase the national income and, on the same basis, the level of live of the people The achievement of these objectives requires from ministries, other central and local organs, plants, businesses, scientific research units, technological engineering and design, a permanent concern for the introduction of large scale of technical progress, of the conquests of science in all fields of activity, for the application of the latest forms and methods of organization and management of production and work, improvement of the professional training of the working staff. The working people, in their capacity as owners, producers and beneficiaries of material goods, are directly interested and are responsible for the complete, efficient use of technical equipment, labor and working time, stronger growth of labor productivity and increasing national wealth, the sure source of raising the lives of all people. In order to improve the legal framework in this field, The Great National Assembly of the Socialist Republic of Romania adopts this law. + Chapter 1 Increased labour productivity + Article 1 The permanent increase in labour productivity is the decisive factor in the higher valorisation of social work in all areas of activity, intensive development of the national economy, rapid increase in national income and lifting, this basis, the standard of living of working people. + Article 2 The continuous lifting of labour productivity requires the widespread promotion of technical progress, uninterrupted improvement of the organization of production and work, ensuring the scientific clouds of production and work, increasing the level of preparedness professional staff of the worker. + Article 3 Labour productivity growth tasks shall be established on the basis of the single national economic and social development plan and shall constitute permanent obligations of undertakings, scientific research units, technological engineering and design, plants, ministries and other central and local bodies. + Article 4 The increase in labour productivity is based on annual and forward-looking programmes, developed by enterprises, plants, ministries, other central and local bodies, which include concrete measures on the introduction and expansion of labour. technical progress, improving the organization of production and work, raising the skill level of the working staff, in order to fulfill and exceed the planned indicators. + Section 1 Introducing technical progress + Article 5 The promotion of technical progress in all sectors of the national economy is achieved by affirming the technical-scientific revolution, harnessing the latest conquests of science, introducing and expanding advanced technologies, mechanization and automation, electronics, robotization and the cybernetization of production processes. + Article 6 The National Council for Science and Technology coordinates and responds to the entire activity of scientific research, technological development and introduction of technical progress, in order to apply the conquests of science and technique in all branches and areas of economic-social activity. + Article 7 Scientific research, technological engineering and design units, together with enterprises, plants, ministries, other central and local bodies are obliged to act for the introduction of technical progress, mainly by: a) the sharp development of high-tech branches and areas that ensure the superior valorisation of raw materials and labour; b) design and realization of machines, machinery and installations with high technical-functional performance, high productivity, to ensure the substantial reduction of material and energy consumption, as well as the physical effort of the personnel worker; c) raising the technical level of production by introducing electronics and microelectronics, complete automation, use of robots, modern measuring devices and equipment; d) increasing the typing and standardization of parts, sub-assemblies, products, introduction and generalization of high productivity typified technologies, with low workmanship, raw materials, materials, fuels and energy; e) assimilation and introduction into manufacturing, in each branch of activity, of new and modernized products with high technical performance, competitive worldwide; f) accelerated development of the energy base by identifying and harnessing in high efficient conditions of new energy resources; g) perfecting the technologies, machinery and installations necessary for the full recovery and reintroduction into the economic circuit of all categories of energy resources and reusable materials; h) the expansion of specialized machines, aggregated machines and automatic processing lines to the basic operations of the production processes; i) modernization of existing technological lines and installations by applying technical solutions that ensure the increase of their constructive-functional performance. + Article 8 (1) In designing new investment and product objectives, as well as in the development of new technologies, technical solutions must be adopted with performance at the level of the best achievements in the country or worldwide or above them. (2) The design, approval and production of machinery, machinery and plants, manufacturing and production technologies which do not provide superior returns to existing ones, lower production costs and a high level of production shall be prohibited. Export competitiveness of products. + Section 2 Organisation of production and work + Article 9 (1) The organization of production and labor must ensure the maximum efficiency of the technical, material and human potential, in accordance with the requirements of the concentration and integration of production, of the specialization of units, the strengthening of order and discipline in all sectors of activity. ((2) The organization of production and work will be ensured from the design phase. With the design of new investment objectives or with the development and modernization of existing ones, manufacturing processes, new or upgraded products, the production and labor organization project that includes: flow will also be elaborated. technology, machinery placement, organization of jobs, programming, launching and tracking of production, manufacturing control, internal transport of raw materials, materials and products, as well as their storage, maintenance and repair of machinery, level of production and labour productivity, rules production, labor consumption on the product, labor force required in the structure on trades, information system, in accordance with the production capacities and technical-economic parameters designed. + Article 10 Ministries, other central and local bodies, plants, enterprises, scientific research units, technological engineering and design are obliged to ensure the permanent improvement of the organization of production and labor, corresponding to the most modern methods used in the country and worldwide, to develop and apply unitary, in all branches and sectors of activity, projects for the organization of production and work, leading to maximum efficiency in each Socialist unity and the scale of the entire national economy. + Article 11 The improvement of the organization of production and work in each unit is mainly achieved by: a) the expansion of the concentration and specialization of enterprises, the integration of production and the improvement of the cooperation and cooperation framework between economic units; b) the application of the most effective methods, techniques, processes and forms of organization of production and work; c) full use of existing machinery, machinery, installations and production areas, by appropriate loading in all exchanges of technological lines and machinery, installations and aggregates and equipping with machines and machinery of newly built productive premises; d) the proper preparation and scheduling of the production, on the basis of the technical manufacturing documentation, elaborated in relation to the level of technical endowment of the units; e) providing equipment with tools, devices and verifiers, with measuring and control devices of machines, machinery and installations, of all jobs; f) rhythmic supply of raw materials, materials, semi-finished and energy of jobs in the quantity and quality provided in the technical documentation and production programs; recovery of residual energy, recycling of resources reusable and reducing unproductive consumptions; g) rational organization of the activity of the usual transport, handling and storage of raw materials, materials and extension of the pachetization, palletisation, containerization, transcontainerization and other modern transport systems; h) improvement of maintenance and repair activity in order to increase the service life between two repairs and modernization, within the repair works, of machinery, machinery and installations; i) elaboration and application of optimal operating regimes of machinery, machinery and installations; j) design of new work processes and improvement of existing ones at the level of each job, in compliance with technological parameters and product quality; k) proper organization of jobs, full use of working time, strengthening of order and discipline in production, in order to increase the efficiency of the activity; l) optimal sizing of subunits, compartments, working collectives and establishing forms of cooperation in work; m) organization and extension of work on several machines; n) organizing the activity in exchanges and providing technical assistance on each exchange; o) the application of the most efficient forms, methods and means of control of the quality of products, operations, works, in compliance with the legal provisions in this field; p) ensuring the operation of machinery, machinery and installations in compliance with the norms of safety and occupational hygiene technique, the elimination of noxes and other factors that influence the yield of the worker personnel and the health of the it. + Section 3 Normalisation of production and work + Article 12 ((1) The norm of production and work must ensure the full use of production capacities at the technical and economic parameters established by the execution and technological projects for all machinery, equipment and equipment, effective use of the workforce. ((2) The norm of production and work is an essential element for the application of the principle of material co-interest of working people, of the socialist principle of retribution in relation to the work performed and the results obtained. + Article 13 (1) In the framework of the activity of production and labor, scientific substantiated labor norms are established, in accordance with the technical equipment, with new forms of organization of production and labor and with the tasks of increasing production and of labour productivity. (2) The rules of work shall be expressed, depending on the characteristics of the production process or of the activity to which they apply, in the form of production rules, time rules and personnel rules. + Article 14 (1) The production rules apply generalized in all economic units of industry, construction, agriculture, transport and other sectors of the national economy and must ensure the production volume and physical productivity of work scheduled for each job. ((2) Given that, due to the specificity of the activity, the work tasks for some operations, works or services cannot be measured in the form of production rules, they shall be expressed by the actual working time required for the execution of the the operations, works or services in question, in the form of time rules. (3) For the production processes at which the organization and conduct of work are done collectively, the normal work load will also include the personnel norm establishing the strictly necessary number of personnel on trades, functions and level of qualification. + Article 15 Labor rules for production processes and economic, social, cultural, scientific research, technological engineering and design for investments, which are found in several units, as well as for work processes. typified, it is elaborated as unified labor norms on the economy, on the ministry, another central or local organ, or unified on group of units. + Article 16 The labour rules shall be applied in all fields of activity and for all categories of staff and shall constitute the instrument for determining the need for personnel on trades, functions and levels of qualification. + Article 17 (1) The labor norms shall be developed by technical-productive personnel, with a thorough training in the field of organization and management of production and work, with the participation of workers, foremen, engineers and other specialized personnel unit. (2) Labour rules shall be debated in the council of the working men of the establishment. + Article 18 The application of labor norms in units is made after the knowledge and training of the working staff on their content, as well as after the appropriation of technological processes, of the work methods that will apply. The application of the labor norms will ensure the material basis and the funds necessary to achieve the technical and organizational conditions envisaged in the elaboration of the labor norms. + Article 19 (1) In situations where in order to ensure the technical and organizational conditions laid down in the unified labor norms, new investments or developments of production capacities are necessary, works to redeploy some means of production, the design and execution of special devices, the period of insurance of these conditions is established on the basis of schedule approved by the ministry or the central or local hierarchical superior body. (2) In the units where the technical and organizational conditions have changed and are superior to those who were the basis for the elaboration of the unified labor norms or norms, shall be elaborated and applied, according to the provisions of this law, norms and normative work corresponding to these conditions. Within two months the unit will bring to the attention of the elaborating body of the unified labor norms the technical and organizational conditions created, in order to properly improve the unified labor norms. + Article 20 The scientific research, technological engineering and design units are obliged to establish and enroll in the order notes and execution projects or in the technical book, as the case may be, the production capacities and norms, for the objectives of investment, machinery, machinery and installations, the number of machines to be served by a worker, the consumption of work on the product, as well as the need for personnel on the enterprise, wards, workshops and jobs. + Article 21 The normal work tasks shall be entered in the technological records, the working sheets in agreement, the work plan or other similar documents drawn up with the organization of the activity or the launch of the production. The liability for the correct establishment of the normal work tasks lies with the cloud and specialist staff who calculated and verified them, designated by the collective management body of the unit. + Article 22 (1) The labour standards shall be reviewed annually or whenever there are changes in the production process, in order to be permanently agreed with the new technical, technological and organisational conditions of production and work. ((2) The modification of the labor norms is mandatory in cases where: a) new labor processes, machinery, machinery, technologies or other technical-organizational measures that lead to the modification of the labor consumption necessary are introduced into production products, operations, works or services, if the new consumption of work can be determined immediately. In these cases, the new labour rules apply with changing working conditions; b) change the consumption of labor necessary to perform operations, works or services, following the application of technical and organizational measures, the effects of which cannot be determined immediately, but gradually accumulate, as well as following the improvement professional training and increasing labour skills of the majority of workers, due to the repeated execution of the same operations or works. In these cases, the work rules are amended annually, on the basis of the programs approved by the general meetings of the working people in the units; c) it is found that the labor norms were wrongly substantiated or were elaborated in violation of the legal provisions. In this case, the working rules shall be amended from the date of the finding. + Section 4 Improving the professional training of the working staff + Article 23 (1) The continuous lifting of the professional training of personnel from all fields of activity is carried out in accordance with the requirements of technical progress, with the high degree of technicality of machinery, machinery and products, with forms superior to the organization of production and labor. ((2) The improvement of the professional training of the working personnel is carried out in enterprises, other socialist units, plants, ministries, other central and local bodies and is mainly carried out by the following forms: a) training at work, under the control of the direct chief; b) courses organized within the establishment or in other units; c) personal refresher programs with regular verification of assimilated knowledge; d) internships and specialization in their own unit or in other units. (3) Ministries, plants, enterprises, research and education units, together with the Ministry of Education and Education, the Ministry of Labour and the Central Council of the General Union of Trade Unions of Romania, will take measures, according to the law, to ensure the professional training of the working staff in the structure on trades and specialties and its continuous improvement, corresponding to the demands of the contemporary technical-scientific revolution, the degree of technical endowment of all branches of the national economy with high machinery and installations Technicality, expansion of automation, cybernetization and production robotization, as well as increasing complexity of economic processes. + Article 24 The improvement of professional training is differentiated by staff in relation to the specialty, the level of training, the function held in the production process, aiming to acquire the knowledge necessary to carry out the tasks work and production at the highest quality level, in the optimal time required and with minimum physical exertion. + Article 25 (1) The activity of improving the professional training of the working personnel must ensure the knowledge by each man of the work of new and modernized technologies, of the technical characteristics of operation of machinery, machinery and newly introduced installations, devices and elements of modernisation, as well as their use, regulation, maintenance and repair, the proper knowledge and use of tools and appliances and control specific production processes. (2) By improving the professional training, it is also aimed at the knowledge and appropriation by the working staff of modern forms of management and organization of units, subunits and jobs. ((3) The training of the working staff shall be carried out on wide profiles, allowing for additional qualification, for the purpose of serving several machines and machinery or for rapid reintegration into employment in the event of a change of employment. + Chapter 2 Planning and tracking the achievement of work productivity growth tasks + Article 26 The establishment of labour productivity levels and the pursuit of their implementation shall be carried out in relation to the requirements of the development of the national economy, based on the single national economic + Article 27 (1) In the single national economic and social development plan, the objectives regarding the levels and rhythms of increasing the labor productivity in the main branches and activities in the sphere of material production are distinct. (2) The level of labor and labor productivity indicators, as well as the rhythms of their growth throughout the economy, by branches, in territorial and departmental profile, shall be established by the plan, in strict accordance with the provisions of the it relating to production, scientific research, labour resources, staff training and the commissioning of new investment objectives. + Article 28 The plan holders ensure the breakdown by units of the labor productivity growth tasks approved by the single national economic-social development plan and establish the measures to achieve them, given the most rational use of the technical-material and personnel base, the improvement of the structure and its limitation to the necessary stricture, following the increase of the share of the personnel included in productive activities. + Article 29 The work of planning and realization of labor productivity is carried out on the basis of programs to increase labor productivity in all enterprises, plants, ministries and other central and local bodies with the direct participation of working people. + Article 30 (1) The labour productivity growth programmes include, for each stage, concrete measures, closely related to the tasks included in the plans and programmes on research and technological development, raising the technical and qualitative level of production, reduction of material and production expenditure, increasing the value of raw materials, materials, fuels and energy, aiming to increase the economic efficiency of all social work. (2) The programs provided in par. (1) include, at the same time, the means and funds necessary for the application of the measures, permanently aiming at the maximum use of existing capacities, increasing the production to 1,000 lei + Article 31 The projects of labour productivity growth programs developed by enterprises and plants are subject to debate and approval of general meetings of working people, and those elaborated by ministries and other central and local bodies, bodies of their collective leadership. + Article 32 The State Planning Committee, the Ministry of Labour and the Central Statistics Directorate, together with the ministries, the other central and local bodies, are obliged to take measures for the permanent improvement of the system of determination, foundation and tracking the labor productivity and expanding the number of products to which productivity tasks are established expressed in natural, natural-conventional units and work units. + Article 33 The State Planning Committee, the National Science and Technology Council and the Ministry of Labour, together with the ministries, the other central and local bodies, check the level of labour productivity indicators proposed in the technical documentation for the new investment objectives, aiming to be higher than the one that will be achieved in similar units existing in the year provided for the achievement of the projected parameters. + Article 34 Ministries, other central and local bodies, plants and enterprises will ensure, at all jobs, the technical and organisational conditions envisaged when developing work productivity growth programs and will follow up. the application to the agreed deadlines and the expected efficiency of all the measures entered in the programmes + Chapter 3 Tasks and responsibilities in the field of increasing labor productivity, improving the organization and the clouds of production and work + Section 1 Duties and responsibilities of collective management bodies and staff in the management of enterprises, plants, ministries, other central and local bodies + Article 35 The Council of Labour, its Executive Office and the Director of Business and the other economic units shall have the following main tasks: a) elaborates and ensures the realization of programs to increase the labor productivity at the level of the tasks established in the plan and the labor consumption norms for all products in the nomenclature of the b) periodically analyze and report in the general meeting of the working people on how the programs of measures are carried out to increase labor productivity and change the labor norms; c) are responsible for the implementation of the production and labor organization projects developed by the scientific research, technological and design engineering units, as well as the application of the own measures of continuous improvement of the production organization and jobs; d) they shall be responsible for the application of the rules of production, time and personnel established and of ensuring the technical and organisational conditions which were the basis for their elaboration; e) are responsible for the classification in the number of personnel planned and the observance of the specific norms for all categories of personnel, the correlation-during the plan period-the number of personnel by category with the production foreseen to be carried out in the conditions for meeting the planned level of labour productivity; ensure redistribution in other productive activities of the personnel available; f) they are responsible for strict compliance with the labor consumption norms on products and groups of products approved by the single national economic-social development plan; g) ensure compliance with technological discipline and full use of working time, strengthening order and discipline at each workplace; h) ensures the improvement of the professional training of the working staff and the efficient use of all personnel categories. + Article 36 Council of Labour People, its Executive Office and the Director-General of the Central and Assimilated Units, the Governing Board and the Executive Office of the Ministries and the other central bodies, the Minister or their Head, and the executive committees or offices of the popular councils and their chairpersons shall have the following main tasks: a) respond to the strict classification of subordinate units in the tasks of increasing labor productivity, in the consumption of normal work on products and groups of products, as well as the promotion and generalization of the most effective methods of organization of production and labor, of high productivity technologies, with low consumption of labor, raw materials, materials, fuels and energy; b) establish, for subordinate units, measures regarding the renewal and modernization of production, work and technologies, increasing the degree of mechanization and automation, corresponding increase of production norms and reduction of consumption of workmanship, in line with the levels and rhythms of increasing labour productivity from one stage to another, without increasing the physical effort of the working staff; c) are responsible for the elaboration and implementation of projects of scientific organization of production and labor, of programs to increase the labor productivity and of the labor plan; d) control the strict observance, in the subordinate units, of all the rules of order and discipline of work and take measures for the smooth conduct of the entire activity; e) are responsible for the elaboration and approval of the unified labour standards on the group of enterprises, the ministry and the economy, according to their competences; f) ensure the development of production rules with the design of machinery, machinery and installations, new or upgraded product technologies, in conditions of economic efficiency, high productivity and low, comparable production costs with the best achievements in the country or worldwide; g) are responsible for the quality of production, time and personnel norms developed and applied in units, as well as to ensure the technical and organizational conditions established with their elaboration; h) controls and supports the subordinate enterprises for the term realization of the projects of scientific organization of production and labor, of the programs of increase of labor productivity and of the labor plan; i) ensure the development of training programs for the professional training of the working personnel and control their realization. + Section 2 Duties and responsibilities of the State Planning Committee, the National Council for Science and Technology and the Ministry of Labour + Article 37 The State Planning Committee has the following main tasks: a) prepare proposals for projects of current and prospective plans, based on own studies and proposals of plan holders, on increasing labour productivity, rational use of labour and improving continue to prepare it; b) elaborates, together with the Ministry of Labor and the plan holders, the programs to increase the labor productivity on the economy, ensuring, through concrete measures, the full realization of the labor productivity growth tasks, provided in the plans unique economic and social development and in the perspective program; c) respond, together with the Ministry of Labour and plan holders, according to the law, to the execution of the plan on labor productivity and the use of labor and exercise a permanent control over the performance of the tasks provided for prevent any unrealisation and ensure the achievement of the planned rhythms. + Article 38 The National Council for Science and Technology has the following main tasks: a) responds to the plan and to achieve the objectives of scientific research, technological development and introduction of technical progress that ensure the permanent lifting of the technical-qualitative level of products, promotion and the generalization of advanced technologies, the reduction of material and energy consumption, the increase in the use of reusable resources; b) establish mandatory measures to improve the organization of scientific research, technological development and introduction of technical progress, improve the content and increase the efficiency of this activity; c) guide and control the work of ministries, other central and local organs, scientific research units, technological engineering and design in the realization of the scientific research, technological development and introduction of technical progress. + Article 39 The Ministry of Labour has the following main a) respond, together with the State Planning Committee, to draft the draft plan and programs to increase labor productivity on the economy, based on the proposals of ministries, other central and local bodies; b) elaborates the draft of the work plan on the whole of the national economy, on the basis of the proposals of the ministries and other central bodies, and after approval it pursues its application; c) pursues, together with the National Council for Science and Technology, with ministries and other central and local bodies, the elaboration of projects of scientific organization of production and work for new objectives or modernization and development of existing ones; d) elaborates, in collaboration with the ministries and other central and local bodies, draft personnel norms on some branches, subdivisions, as well as for some sectors or areas with significant weight in the economy, to be approved by decree of the Council of State; e) prepare, in collaboration with the ministries and other central and local bodies, and submit for approval to the Council of Ministers proposals for overall measures on improving the organization of production and work, in order to increase labour productivity, economic efficiency in all sectors of activity; f) pursues and analyses the way in which the activity of organization of production and work is carried out in economic units; controls the application of measures on the improvement of the organization of production and work and the measures taken for increasing labour productivity; informs the Council of Ministers on the findings made; g) carry out the specialized control over how to develop and apply the programs to substantiate the productivity of the planned labor, the norms of production, time and personnel, while establishing the responsibilities and measures impose on the removal of the shortcomings found; h) collaborates with the Ministry of Education and Education, with the other interested bodies, in order to include in the educational programs all the necessary knowledge regarding the increase of labor productivity and the improvement of organization and the clouds of production and work. + Article 40 The Council of Ministers coordinates and controls the work carried out in the field of increasing labour productivity, perfecting the organization and management of production and work by ministries, the other central and local bodies and takes measures to remove any shortcomings found in this area. + Section 3 Responsibilities of trade unions and working people + Article 41 The Central Council of the General Union of Trade Unions, the committees of unions unions on branches of activity and trade union committees in the plants, enterprises and other units will act for: a) the mobilization of all categories of working people in order to increase the labor productivity, to improve the organization and management of production and work, to raise the level of qualification and technical-professional training; b) intensification of investment activity and innovations, generalization, together with the economic ministries and the National Council for Science and Technology, inventions and innovations, methods and technologies of great productivity, as well as higher forms of organization of production and work; c) the development of the socialist consciousness of all working people, the strengthening of order and discipline, the spirit of responsibility and the formation of a new, communist attitude towards work. + Article 42 The working people, in their capacity as owners of the means of production, of producers and beneficiaries of material values, must act to increase the economic efficiency of the entire activity of the units, the judicious management of part of the national wealth entrusted by the company in administration, increasing the contribution of each unit to the general development of society, to raising the level of social labor productivity. + Article 43 Each man of work is responsible for strict compliance with the discipline, the full use of working time and has the obligation to use with maximum efficiency the machines, machinery, installations, tools and devices with which he works, to ensure their maintenance and regulation, to be within the normal consumption of work, raw materials, materials, fuels and energy, as well as in the prescribed quality conditions of the products. + Article 44 Each working man is obliged to continuously raise his level of professional and political training, to respect the technical and organizational conditions on the basis of which the production norms were elaborated, to act for their realization, for the elimination of any forms of waste, the removal of negligence in the preservation and use of means of work, in the normal conduct of production processes. + Chapter 4 Final provisions + Article 45 Violation of the provisions of this law attracts disciplinary, material, civil, contravention or criminal liability, as the case may be, of the guilty persons. + Article 46 (1) If violations of the provisions of this law are found, the control bodies empowered by the Ministry of Labour, the Ministry of Finance and the banking bodies shall be entitled: a) to ask the head of the controlled unit or, as the case may be, the head of the superior hierarchical body of this unit to apply disciplinary sanctions to the guilty person, b) to propose to the bodies in law removal from office, under the law, of the person guilty of serious violations of the discipline of elaboration and application of the norms of production, time and personnel and of the programs of measures for the increase labour productivity, production and labour organisation projects; c) to request the head of the controlled unit to take the necessary measures to establish the material liability, in case of damage to the obstesc property. (2) The bodies to which the measures provided for in par. (1) are obliged within 15 days to inform the Ministry of Labor, the Ministry of Finance and the banking bodies of the measures taken. + Article 47 (1) It constitutes a contravention to the provisions of this law and is sanctioned with a fine of 3,000 to 6,000 lei the following facts, if they are not enjoyed under such conditions, according to the criminal law, to be considered crimes: a) non-compliance with the provisions of the projects of scientific organization of production and labor; b) the elaboration and application of production, time or personnel norms in inconsistency with the existing technical and organizational conditions at workplaces; c) application of other production, time and personnel norms than those approved according to the law; d) the application of production, time and personnel rules without the knowledge and training of the working staff on their content and the obligations of each of them at work; e) non-compliance with the parameters in the technical documentation of machinery, machinery and installations when establishing the production norms; f) keeping the worker staff in units above the planned number and non-compliance with the number of personnel established, by category, based on the norms approved according to the g) the maintenance in units of a number of personnel higher than that corresponding to the production foreseen to be carried out and to meet the planned level of labor productivity. (2) The sanctions provided in par. (1) shall apply to the guilty persons, corresponding to the duties and responsibilities arising from this law. (3) Sanctions may also be applied to legal persons. + Article 48 The finding of contraventions and the application of sanctions are made by the Ministry of Labor, the Ministry of Finance and banking bodies, through the personnel empowered for this purpose, in all units. It can also find and apply the contravention sanctions and the staff of the other ministries and central bodies, the executive committees of the county folk councils and the city of Bucharest, as well as that of the centers and the units assimilated to them, that is to be empowered by their leaders, each in its field of activity. + Article 49 (1) Against the minutes of finding the contravention may be made a complaint under the law. (2) In so far as this law does not have otherwise, the contraventions provided in art. 47 the provisions of Law no. 32/1968 on establishing and sanctioning contraventions. + Article 50 (. This Law shall enter into force on 1 January 1986. ((2) Decision of the Council of Ministers no. 201/1958 on improving the methodology for the review of labor norms, the provisions of art. 9 9 and art. 12 12 para. 4 of the Decision of the Council of Ministers no. 2494/1969 for the establishment and sanctioning of contraventions in the field of social work and protection, as well as any other provisions contrary to this law, shall be repealed. ----------------
