Law No. 5 of 18 December 1985 regarding labour productivity growth, improving and normarii production and ISSUING NATIONAL labor ASSEMBLY Published in the Official Gazette nr. 71 of 20 December 1985 on the realization of the objectives set out in the programme of the Communist Party of faurire socialist society and advancing multilateral developed Romania toward communism, decisions XIII Congress of the Communist Party, entails putting the qualitative development of the edges of the Romanian economy, harnessing the upper part of social work, labour productivity growth in all sectors of activity, in order to increase national income and on the same basis, the living standards of the people.
Achieving these objectives requires on the part of ministries, other Central and local organs of power plants, enterprises, scientific research units, engineering and design, a concern for the widespread introduction of technical progress, the conquests of science in all fields, for applying the newest forms and methods of organization and control of production and labour the improvement of vocational training for the staff worker.
People working in their capacity as owners, producers and beneficiaries of estates, are directly interested in responsible for the full, effective use of technical equip, employment and working time, stronger growth of labour productivity and increase national wealth, safe removal of source of life of the whole people.
In order to improve the legal framework in this field, National Assembly of the Socialist Republic of Romania adopts this law.


Labour productivity Growth, Chapter 1, Article 1 of the labour productivity Growth constitute the decisive factor of higher social work in all areas of activity, intensive development of the national economy, the increase in national income and quick removal, on this basis, the living standards of working people.


Article 2 continued Raising labour productivity should be promoted on a large scale of technical progress, improving the Organization of production and uninterrupted work, ensuring the scientific production and normarii of labour, increasing the level of vocational training of the staff worker.


Article 3 the tasks of labour productivity growth are determined on the basis of single national plan for economic and social development and constitute obligations of enterprises, scientific research units, engineering and design, power stations, ministries and other Central and local bodies.


Article 4 labour productivity Growth is based on the basis of annual programmes and perspective developed by businesses, ministries, other Central and local bodies, which include concrete measures with regard to the introduction and extension of technical progress, improving production and labour, raising the skill levels of personnel, in order to meet and overcome the activity indicators.


Section 1 Introduction to technical progress Article 5 promotion of technical progress in all sectors of the national economy is achieved by asserting scientific-technical revolution, capitalizing on the latest advances of science, the introduction and extension of advanced technologies, machinery and automation, of the electronizarii, robotizării and cibernetizarii production.


Article 6 the National Council for Science and technology coordinates and is responsible for all activity of scientific research, technological development and introduction of technical progress, in order to implement the conquests of science and technology in all branches and fields of economic and social activity.


Article 7 Units of scientific research, engineering and design, together with industry, power stations, ministries, other Central and local bodies are obliged to act for the introduction of technical progress, mainly through: (a) development of branches) and high-tech areas that ensure superior capitalization of raw materials and labor force;
  

b) designing and conducting machinery and installations with high functional and technical performance, high productivity, which will ensure a substantial reduction of the consumption of energy and materials, as well as the exercise of staff worker;
  

c) raising of production through the introduction of electronics and microelectronics, automation, the use of robots, devices and the equipment of modern measure and control;
  

d) raising of standardisation and typification, sub-assemblies, products and technologies, the introduction of a form of generalization high productivity with low labor costs, raw materials, fuels and energy;
  

e) assimilation and introduction in manufacture, in every branch of activity of some new and upgraded products with high technical performance, competitive on a global scale;
  

f) database development accelerated by identifying and harnessing the energy in high-efficiency new energy resources;
  

g) improvement of technologies, equipment and installations needed for the recovery of integrals, and reintroduction in the economic circuit of all categories of reusable energy resources and materials;
  

h) expanding specialized machines, machines-automatic lines and aggregate processing operations of manufacturing processes;
  

I) modernization of existing lines and technological installations by applying technical solutions to ensure increased performance constructively-functional.
  


Article 8 (1) to the design of new products and investment objectives, and the development of new technologies, we must lay down technical solutions with performance at the level of the best achievements of the country or the world times superior to them.
  

(2) the design, approval shall be prohibited and the introduction of some production machinery and installations, manufacturing and production technologies which do not ensure higher efficiency of existing, lower production costs and a high level of competitiveness in export products.
  


Section 2-organisation of production and labour in article 9 (1) the Organization of production and work must ensure maximum efficiency with harnessing the potential of technical, human and material, in accordance with the requirements of concentration and integration of production, strengthening law and order units, specialization and discipline in all sectors of activity.
  

(2) the Organization of labour and production will ensure as early as the design stage. With the design of new investment objectives or with development and modernization of existing ones, the manufacturing processes, new or upgraded products, will design and draft organization of production and work comprising: flow, location, organization, scheduling, and tracking of production launch, manufacturing control, internal transport of raw materials, materials and products as well as their storage maintenance and repair of machinery, production level and labour productivity, production and consumption standards work on the product, the necessary work force structure, information system, in accordance with the production capabilities and projected technical-economic parameters.
  


Article 10 ministries, other Central and local bodies, plants, enterprises, scientific research units, engineering and design are obliged to ensure the improvement of production and organization of work, corresponding to the most modern methods used in the country and the world, to develop and implement uniform in all branches and sectors of activity, projects of organization of production and labour , leading to a maximum efficiency in each unit and the entire socialist economies.


Article 11 improving production and labor in each unit is carried out primarily through the extension: concentration and specialisation) enterprises, the integration of production and improvement of the framework for cooperation and collaboration between the economic units;
  

b) application the most effective methods, techniques, processes and forms of organization of production and labor;
  

c) using the full machinery, equipment, installations and existing production areas, by loading the appropriate in all exchanges of technological lines and machinery, installations and machines and equipment with machines and equipment to newly built premises productive;
  

(d) appropriate training and programming) of production, on the basis of the technical documentation and manufacturing developed in relation to the level of technique of the Government Emergency Ordinance Nr.77/2009 establishments;
  

e) ensuring barrier-free tools, devices and machines, counterfeit detectors, measure and control of machines, equipment and installations of all workplaces;
  

f) supply of raw, rhythmic material, semifinished products and energy jobs in quantity and quality of the technical documentation laid down in and production programmes; waste energy recovery, recycling and reducing energy consumption of reusable resources unproductive;
  


g rational organisation of activity) conveying, handling and storage of raw materials, materials and expanding pachetizarii, paletizarii, containerizarii, transcontainerizarii and other modern transport systems;
  

h) improvement of maintenance and repair in order to increase its life between repairs and modernization, with the work of repairing, machinery, equipment and installations;
  

I) development and application of optimum regimes of operation of machinery, equipment and installations;
  

j) design new work processes and the improvement of existing ones at the level of each job, according to compliance with technological parameters and product quality;
  

k) proper organization of workplaces, the use of full working time, strengthening law and order and discipline in production, in order to increase the efficiency of the activity;
  

l) optimal sizing of subunits, compartments, and groups working to establish forms of cooperation;
  

m) Organization and extending their work to more cars;
  

n) activity in exchanges and providing technical assistance on each Exchange;
  

one of the most efficient) application forms, methods and means for quality control of products, operations, with due regard for the legal provisions in this field;
  

p) ensuring officials, machinery and installations in compliance with the standards of technical conditions of safety and hygiene at work, the Elimination of the harm and other factors that influence the efficiency of the staff and worker health.
  


Section 3 normalization of production and labour in article 12 (1) to Promote production and labour should ensure full utilization of production capacities in the technical-economic parameters set through runtime and technological projects for all machines, equipment and installations of equipment, efficient use of labour.
  

(2) Promote production and labour constitutes an essential element for the application of the principle of cointeresarii of the working people, the socialist principle of remuneration in relation to the work performed and the results obtained.
  


Article 13 (1) In the control of production and labor work rules are established scientific advice, in close harmony with technical equipment, with new forms of organization of production and work and the burden of increasing production and productivity of labour.
  

(2) rules of work is expressed in relation to the characteristics of the production process or activity to which it applies, in the form of production rules, norms and standards.
  


Article 14 (1) rules of production are applied in a generalized in all economic units in industry, construction, agriculture, transportation and other sectors of the national economy and should ensure the production and productivity of labor for each job.
  

(2) where, due to the particularities of activity, tasks for some operations, works or services cannot be measured in the form of production rules, they express themselves through actual work time necessary for the performance of operations, works or services in question, in the form of rules.
  

(3) For production processes from which the Organization of labor should be made in collective work normata task will also contain personal rule by which it determines the required number of personnel on the distribution functions and skill level.
  


Article 15 Rules for processes of production and economic activities, social, cultural, scientific, technological and engineering design for investments, which can be found in several units, as well as for standard work processes, rules are drawn up by the joint work on the economy, on the Ministry, other central or local body, or unified group of units.


Article 16 rules of work necessarily apply in all areas of activity and all categories of staff and constitutes the instrument of determining the amount of personal trades, functions and levels of skill.


Article 17 (1) rules of work shall be prepared by specialized technical personnel-productive, with a thorough grounding in the field of organization and normarii production and labor, with the participation of workers, instructors, engineers and other specialist staff in the unit.
  

(2) the rules for debating the labour of the working people of the establishment.
  


Article 18 implementation work in units is done after încunoştinţarea and training the staff worker with the contents thereof, and after acquiring technological processes, working methods will be applied. Article 19 (1) where for technical and organisational conditions laid down in the rules of work of the joint are required new investment or development of production capacities, the relocation of production, design and execution of special devices, the period of insurance of these conditions shall be determined on the basis of approved graphics Ministry or local central body fold upwards.
  

(2) In establishments in which technical and organizational conditions have changed and are superior to those which formed the basis of preparation of the work rules or norms, will be developed and applied in compliance with the present law, norms and normative work corresponding to these conditions. Article 20 scientific research Units, engineering and design are obliged to establish and to enroll in the command and execution projects or in the technical book, where appropriate, the rules of production capacity and, for the purposes of investment, machinery and equipment, the number of cars to be serviced by a worker, working on the product, as well as staffing on the enterprise sections, workshops and job.


Article 21 Tasks of working shall be recorded in the schedules standardized technology, the worksheets in the agreement, work plan or other similar documents drawn up with activity or production. In these cases, the new rules are applied with the changing working conditions;
  

b) modify job consumption necessary for carrying out the operations, works or services, applying technical and organizational measures, the effects of which cannot determine immediately, but gradually accumulates, and as a result of the improvement of vocational training and to increase skills in the work of the majority of workers, due to repeated execution of the same operations or works. In these cases, the rules of work change annually, on the basis of the programmes approved by the General meetings of working people from units;
  

c) it is found that the rules were wrong advice or have been prepared in violation of legal provisions. In this case, the rules are changed at the time of the finding.
  


Section 4 the improvement of vocational training for the staff worker in article 23 (1) the lifting of the continuous vocational training of professionals in all areas of activity shall be performed in close harmony with the requirements of technical progress, with high-tech machinery, equipment and products, with higher forms of organization of production and work.
  

(2) Improving training of staff worker takes place in enterprises, other socialist central units, ministries, other Central and local bodies is carried out mainly in the following forms: a) training in the workplace, under the supervision of the head;
  

b) courses organized within the unit and other units;
  

c personal improvement programs) with periodic checking of the assimilated knowledge;
  

d) internships and specialization in the own or in other units.
  


(3) enterprises, power stations, Ministries, research and education units, together with the Ministry of education and higher education, Ministry of labour and the Central Council of the General Union of trade unions of Romania will take action according to the law, to ensure the training of the personnel structure on worker trades and specialties and improvement continue, corresponding to the requirements of contemporary scientific-technical revolution, Government Emergency Ordinance Nr.77/2009 technique to all branches of national economy with machinery and high-tech facilities cibernetizarii, extension robotizării, automation and production as well as increase the complexity of economic processes.
  


Article 24 the improvement of vocational training is made indistinguishable categories in relation to their level of training, specialty, position held within the production process, aiming to instill the knowledge necessary for carrying out the tasks of work and production at the highest level of quality, as soon as possible and with minimal physical effort.


Article 25 (1) the improvement of vocational training for the staff worker must ensure that each man's knowledge of the work of new and upgraded technology, technical characteristics of operation of machinery, equipment and installations of new devices and the modernization of existing ones, as well as the use, repair, maintenance and tuning of their knowledge and use of the appropriate tools and equipment measure and control of specific manufacturing processes.
  

(2) improving vocational training aims at acquiring knowledge and the modern forms of worker management and organizational units, subunits and workplaces.
  

(3) training is done on the worker profiles, allowing for a further qualification, in order to service multiple machines and equipment or rapid reintegration activity in case of a change of job.
  


Chapter 2 Planning and tracking tasks of labour productivity growth article 26 establishment of labour productivity levels and keeping track of their realisation is carried out a report with the development requirements of the national economy, on the basis of single national plan for economic and social development.


Article 27 (1) in the single national economic and social development objectives are covered by separate levels and growth of labour productivity in major industries and activities in the sphere of material production.
  

(2) the level of labour productivity indicators and workforce, as well as their growth throughout the economy, branches, in territorial and departmental, are established through strict plan, in accordance with its provisions relating to production, scientific research, employment resources, training and commissioning of new investment objectives.
  


Article 28 plan holders ensure the breakdown of units of labour productivity growth plan approved by the single national economic and social development and establish measures for achieving them, in conditions as rational use of technical-material base and staff, improving its structure and limiting to the strict minimum necessary, aiming to increase the share of staff contained in productive activities.


Article 29 the activity planning and implementation of labour productivity is conducted on the basis of the programmes of labour productivity growth in all businesses, power stations, ministries and other Central and local bodies with direct participation of working people.


Article 30 (1) programmes of labour productivity growth include, for each stage, concrete measures, closely related to the tasks listed in the plans and programmes concerning research and technological development, technical and qualitative level of production, the reduction of expenditure on materials and production, increasing use of raw materials, fuels and energy, aiming to increase the economic efficiency of the entire work.
  

(2) the programmes referred to in paragraph 1. (1) include the means and funds required to implement the measures, aiming to permanently use the existing capacities, increased production from 1,000 lei fixed assets.
  


Article 31 draft programs of increase of productivity of work drawn up by the undertaking and are subject to debate and approval by the General meetings of working people, and those developed by the ministries and other organs of Central and local bodies of collective leadership.


Article 32 of the State Planning Committee, Ministry of labour and Central Statistics Directorate, together with ministries, other Central and local bodies are obliged to take measures for improvement of the system for determining, monitoring and supporting labour productivity and expanding the number of products to establish productivity tasks expressed in natural units, conventional and natural-man-work units.


Article 33 of the State Planning Committee, National Council for science and technology and the Ministry of labour, together with the ministries, other Central and local bodies, check the level of labour productivity indicators proposed in the technical documentation for new investment targets, aiming for it to be higher than what will be achieved in similar existing units in the year to attain the projected parameters provided.


Article 34 the ministries, other Central and local bodies, power plants and businesses will ensure, at all places of work, organizational and technical conditions envisaged for the elaboration of programmes to increase the productivity of labour and shall ensure the application of the time limits laid down and with efficiency of all the measures listed in the programs.


Chapter 3 Duties and responsibilities in the area of labour productivity growth, improvement and organization of labour and production normarii section 1 duties and responsibilities of the bodies of collective leadership and staff management enterprises, power stations, ministries, other Central and local bodies in article 35 Council of working people, of its Executive Director and from businesses and other economic units have the following main tasks : a) develops and ensures that programmes to increase the labour productivity at the level of the tasks set out in the plan and work rules for all consumer products unit nomenclature;
  

b) examines and reports periodically to the General Assembly of the people working on the execution of programmes of measures for increasing the productivity of labour and amend the rules;
  

c) responsible for the implementation of the projects of organization of production and labour developed by the scientific research units, engineering and design, as well as its own measures on improvement of organization of production and work places;
  

d) responsible for the application of the rules of production, time and staff and providing technical and organizational conditions that formed the basis for their preparation;
  

e) responsible for the employment of personnel and the number of planned observance for all categories of personnel, referencing-during-the number of personnel by category with production intended to be carried out under the conditions of carrying out the planned level of labour productivity; ensure redistribution in other productive activities of staff become available;
  

f) responsible for strict rules of engagement in work on consumer products and groups of products approved by the single national plan economic and social development;
  

g) ensure compliance with technological discipline and full use of the time thing, strengthening law and order and discipline in each place of work;
  

h) ensure the improvement of vocational training for the staff worker and efficient use of all categories of staff.
  


Article 36 the Council of working people, its Executive and general manager in Central and assimilated establishments, the Governing Board and the Executive Office from the central ministries and other bodies, the Minister or leader and executive committees or offices of the popular councils and their Presidents, have the following main tasks: responsible for the strict classification) of subordinated units in the tasks of labour productivity growth employment in regulated consumptions on products and product groups, as well as promoting and generalising the most effective methods of organising production and labour, high-productivity technologies with a low-labor, raw materials, fuels and energy;
  

(b)) shall, for the subordinate units, measures concerning the renewal and modernization of production, labor and technology, increasing mechanization and automation, the corresponding increase of production and reduce manual labor, in close agreement with the levels and rates of growth of labour productivity from one stage to another, without increasing the physical effort of the staff worker;
  

c) responsible for the development and implementation of the projects of scientific organization of labour and production programs of raising labour productivity and to plan and control work;
  


d) shall monitor compliance with strictly subordinate units, all the rules of order and discipline at work and take measures for the good condition of all activities;
  

e) responsible for the development and approval of unified work group of enterprises and the economy Ministry, according to their competences;
  

f) ensure the development of production with the design of the machines, equipment and installations, new products or technologies, in terms of economic efficiency, productivity and reduced production costs, comparable with the best achievements of the country or the world;
  

g) responsible for quality of production rules, time and staff developed and applied in the units, as well as technical and organisational conditions laid down with the drafting thereof;
  

h) controls and supports enterprises subordinated to the realization of projects of scientific organization of labour and production programs of raising labour productivity and to plan and control work;
  

I) ensure the development of programmes of vocational training for the staff worker and controls their realisation.
  


Section 2 of the Powers and responsibilities of the State Planning Committee, National Council for science and technology and the Ministry of labour in article 37 of the State Planning Committee has the following main tasks: to draw up proposals for projects) plans current and perspective, based on studies and proposals, plan holders with respect to labour productivity growth, rational use of the workforce and the improvement of its preparation;
  

b) develop with the Ministry of labour and holders of the plan, the growth of labour productivity in the economy, thanks, by concrete measures, the full realization of tasks of increasing labour productivity, as provided for in the plans and unique economic and social development and in anticipation of the program;
  

c) is responsible, together with the Ministry of labour and holders of the plan, according to the law, the plan with respect to labour productivity and labour use and shall exercise continuous supervision over the fulfilment of the tasks laid down in order to prevent any agreed and planned to ensure the realization of rhythms.
  


Article 38 National Council for Science and technology has the following main tasks: (a)) shall be responsible for the plan and the achievement of the objectives of the scientific research, technology development and introduction of technical progress which provides the lifting of the level of technical quality of the products,-promoting and generalising advanced technologies, reducing energy consumption and increasing the use of reusable resources;
  

b mandatory measures) sets out for improving the activity of scientific research, technological development and introduction of technical progress, improving efficiency and increasing the content of this activity;
  

c) directs and controls the activity of ministries, other Central and local bodies of scientific research, engineering, and design in the implementation of the plan of scientific research, technological development and introduction of technical progress.
  


Article 39 of the Labour Ministry has the following main tasks: (a)), together with the State Committee of Planning, drafting the plan and programmes of labour productivity growth in the economy, based on proposals of the ministries, other Central and local bodies;
  

b) draft work plan and control the national economy as a whole, on the basis of proposals from ministries and other central organs and after approval of the application follows;
  

c) seeks, together with the National Council for Science and technology, with ministries and other Central and local bodies, elaboration of projects of scientific organization of labour and production for the new objectives or modernisation and development of the existing ones;
  

(d)) shall, in cooperation with the ministries and other central organs and local drafts of personnel rules on some branches and subbranch, for some sectors or areas with significant economy, due to be approved by Decree of the State Council;
  

e) shall draw up, in collaboration with the ministries and other Central and local bodies, and submit for approval by the Council of Ministers proposals for measures concerning the improvement of the overall organization of production and work, in order to increase labour productivity, economic efficiency in all sectors of activity;
  

f) follows and analyzes the way in which the work of the Organization of production and labour in economic units; controls the mode of application of the measures for improving the production and labor, and measures taken to increase labour productivity; inform the Council of Ministers of its findings;
  

g) specialized control over how it develops and applies programmes for labour productivity, substantiation rules of production, time and personnel, establishing the responsibilities and the measures necessary for the Elimination of shortcomings ascertained;
  

h) cooperates with the Ministry of education and higher education, with other interested bodies, in order to include in the syllabi of all levels of knowledge regarding labour productivity growth and improving and normarii production and labor.
  


Article 40 the Council of Ministers, coordinates and controls the work done in the field of labour productivity growth, improvement and organization of labour and production normarii by ministries, other Central and local bodies and take action to eradicate any shortcomings noted in this field.


Section 3 responsibilities of trade unions and working people of Article 41 of the General Council of the Central Union of trade unions, unions unions committees on branches of activity and trade-union committees in Central, Enterprise and other units will act to: (a) the mobilization of all categories of) working people in order to increase labour productivity, improving the Organization and normarii production and labour, removal of the qualification level and technical and professional training;
  

b) intensification of activity of investment and innovation, together with the generalization of economic ministries and the National Council for Science and technology, inventions and innovations, the methods and technologies of high productivity, and higher forms of organization of production and labor;
  

(c) development of Socialist consciousness) of all working people, strengthening law and order and discipline, spirit and the formation of a new, Communist attitudes towards work.
  


Article 42 people working, in their capacity as owners of the means of production, the producers and users of material values, must act to increase the economic efficiency of the entire activities of territorial management units, part of the national wealth in the Administration entrusted to him, increasing the contribution of each unit to the general development of society, to raising labour productivity.


Article 43 Each man of labor is responsible for compliance with strict discipline, full use of working time and is required to use with high efficiency cars, machinery, installations, tools and devices with which they work, to ensure the maintenance and adjustment thereof, subject to a regulated employment, consumption of raw materials, fuels and energy, and under the conditions prescribed by the quality of the products.


Article 44 Each man of labour is bound to raise the level of continuous professional training and policy, to comply with the technical and organisational conditions which have been drawn up rules of production, to act for their accomplishment, for eliminating all forms of waste, the removal of neglijentelor in the preservation and use of work, in a normal manufacturing processes.


Chapter 4 final provisions Article 45 the provisions of the present law Infringement attracts material, disciplinary, civil, administrative or criminal liability, where applicable, the persons responsible.


Article 46 (1) where are found violating the provisions of this law enforcers empowered by the Ministry of labour, the Ministry of finance and banking organs have the right to: (a) the driver's unit) controlled times, where appropriate, the leader of the hierarchically superior body of this unit to the application of disciplinary sanctions on the guilty person, according to the law;
  

b) to propose the removal of the bodies of law, under the law, the person guilty of serious breaches of discipline by the development and application of production rules, and staffing and programmes of measures to increase labour productivity, projects of organization of production and labor;
  

c) require taking the ruler controlled unit measures necessary for the determination of liability, in case of material damages public property.
  

(2) the bodies which have been indicated to the measures referred to in paragraph 1. (1) are obliged as within 15 days to inform the Ministry of labour, the Ministry of finance and banking of the measures taken.
  


Article 47


(1) is subject to the provisions of this law and shall be sanctioned by a fine from 3,000 to 6,000 lei the following acts, if they are not committed in such circumstances that, according to the criminal law, be considered offences: violation of) recorded in scientific projects of organization of production and labor;
  

b) development and implementation of the production rules, or staff in the inconsistency with existing technical and organizational conditions at places of work;
  

(c) application of other rules) production, time and personal than those approved by law;
  

(d) the application of rules) production, time and personnel without încunoştinţarea and training staff worker about the content and obligations of everyone in the workplace;
  

e) failure to comply with the parameters from the technical documentation of machines, equipment and installations to establish rules for production;
  

f) maintaining staff worker units over the planned number of personnel and the number determined, by category, on the basis of the approved norms according to law;
  

g) maintaining the units of a number of staff more than appropriately prescribed to achieve production and completion of planned levels of labour productivity.
  

(2) the penalties provided for in paragraph 1. (1) applies to persons convicted, according to raspunderilor and duties arising from this Act.
  

(3) Sanctions may be imposed and to legal persons.
  


Article 48 Finding contraventions and penalties are carried out by the Ministry of labour, the Ministry of finance and banking organs, through staff empowered for this purpose, in all units. Also to check and enforce administrative penalties and other ministries and central bodies of the executive committees of councils and popular of Bucharest, as well as that of the centres and establishments treated as such, i.e. empowered by their heads, each in its field of activity.


Article 49 (1) Against the minute of finding of violation may make complaint under the law.
  

(2) In so far as this law provides otherwise, no offences under article 4. 47 they are applicable to the provisions of law No. 32/68 on the establishment and sanctioning violations.
  


Article 50 (1) this law shall enter into force on 1 January 1986.
  

(2) the decision of the Council of Ministers No. 201/1958 concerning the improvement of the methodology for the review of work rules, the provisions of art. 9 and art. 12(3). 4 of the decision of the Council of Ministers No. 2494/1969 for establishing and sanctioning of offences in the field of labour and social ocrotirilor as well as any other provisions contrary to this law are hereby repealed.
