Law No. 3 in 1 July 1983 concerning the contract-ISSUING undertaking NATIONAL ASSEMBLY and published in OFFICIAL GAZETTE No. 51 of 9 July 1983 the development of property of the whole people, according to the organizational framework of the improvement of workers ' democracy, the direct participation of the masses in the management of the economy, on the basis of self-administration principles of workers ' self-management and requires further strengthening of the responsibility of the working people, of bodies of collective leadership, management and capitalization of the upper part of all resources, increasing economic efficiency, increase national income, the only source of economic and social progress and raise the living standards of working people.
For this purpose it is necessary that the assets of the Socialist units to be entrusted, under contract, working people from units, who as owners of the means of production and at the same time producers and beneficiaries of the material and spiritual values, carries full responsibility for direct and effective leadership of each unit for the proper management of all material and financial assets entrusted to the property of the whole people.
The State, in its capacity as administrator of the property of the whole people's general, ensure the realization of the policy of economic and social development plan of the country, control the mode of management of the heritage entrusted to collectives of working people so that all the units to operate on the principles of economic efficiency and profitability.
The legal framework for the regulation of custody of the patrimony of the Socialist collectives of working people and curing, this base has the credentials and raspunderilor flowing from their owners, producers and beneficiaries, National Assembly of the Socialist Republic of Romania adopts this law.


Chapter 1 General provisions Article 1 in order to strengthen workers ' self-management and economic and financial self-administration, increase accountability collectives working people, collective bodies, enterprises, ministries and other central organs and executive committees of councils and popular of the municipality of Bucharest, in the development and protection of the property of the whole people, judicious and efficient management of all property entrusted to it and carrying out tasks delegated to them from the single national economic and social development be set up , under the present law, the contract-undertaking.

b)-represented, from empowering the Council of State, the Prime Minister of the Government and ministries, other central executive bodies or committees of the District Councils and city folk.

Article 7 content of the contract-commitment to companies, central banks, ministries, other central executive bodies and committees of the District Councils or popular Bucharest, and individual commitments, approved by Decree of the State Council.

d) use own funds and other money funds only in accordance with the provisions of the plan and the budget of income and expenditure, respecting the legal provisions strictly;
  

e) development assets, repayment of funds received from the company, other funds as provided by law, participation in a measure of how much higher the overall progress of society.
  

Contract-awarding commitment plant heritage will encompass both the obligations incumbent upon staff worker for good management and development, including the one set in the self-management of the component units without legal personality as well as obligations relating to coordination, guidance, supervision and support of the activity of the subordinate enterprises.


Article 9

Council of working people, Executive Director of the company, as well as general manager of the plant, accountable to the General Assembly of the working people, the supreme governing body of the owners and producers, for the management of the heritage entrusted to and implementation of all the obligations incumbent upon the people's collective labour agreement commitment.
The General Assembly of the working people, based on the Council's report analyzes the situation of working people, to comply with the provisions of the contract commitment, establishing measures for applying firmer principles of workers ' self-management and economic and financial self-administration, socialist principles for rewarding, in order to increase economic efficiency.


Article 10 people working as producers, owners and beneficiaries are responsible for direct and effective leadership of the unit, for the preservation, development and protection of heritage, judicious management of it, as well as for the economic results achieved.
Every worker has the right and duty to rule on all questions of what interests the smooth operation of business, improving its leadership bodies, work, participation in the elaboration, adoption of direct and carry out decisions. d) rational and efficient use of labor, coordination of activity of organization of production and labor, insurance personnel and improving training of staff worker;
  

e) Organization and control in all subordinate units and establish the measures required for the Elimination of deficiencies noted, strengthening law and order and discipline in each unit.
  


Article 13 the Governing Board of the Ministry or other body of the central Executive Committee, respectively, of the Council of the municipality or county people's Bucharest, as a whole, and each Member shall be responsible directly to the fulfilment of the obligations undertaken by the contract concluded in accordance with article-commitment. 12.
