The permanent increase in agricultural production, as well as the lifting of the productive potential of forests, require the provision of proper protection of cultivated plants and forests against pests, diseases and weeds, introduction and the generalization of an integrated system to prevent and combat them, by combining chemical means with biological, physico-mechanical and agrophytootechnical ones, as well as by creating plant varieties resistant to diseases and pests. The organization and scientific development of the entire protection activity of cultivated plants and forests must ensure, besides increasing the quantity of agri-food products, and their proper quality, avoiding losses, defense of population health, maintenance of soil quality, environmental protection. To this end, the Grand National Assembly of the Socialist Republic of Romania adopts this law. + Chapter 1 General provisions + Article 1 Ensuring the protection of cultivated plants and forests against pests, diseases and weeds constitutes a problem of national interest, an obligation for state bodies, cooperative organizations and other public organizations, for all citizens. The protection of cultivated plants, forests and other forms of vegetation useful to man is carried out both through the activity of preventing the spread in the country and the outside introduction of pests, diseases and weeds, as well as through combating them through agrotechnical, physico-mechanical, chemical and biological methods. + Article 2 The protective activity of cultivated plants and forests must contribute to the increase of agricultural and forestry production, to ensure its proper quality, and to prevent and eliminate losses caused by pests, diseases and weeds. The protection of cultivated plants and forests must be carried out under conditions and with means to guarantee the protection of the environment, the preservation of physical, chemical and biological qualities of the soil, the maintenance of biological balance and defence human health. + Article 3 In the entire activity of protection of cultivated plants and forests will promote and generalize the integrated system of prevention and control of diseases, pests and weeds, by rational combination of chemical and biological means, the use of physico-mechanical methods and the application of the whole complex of agrophyto The integrated system for the prevention and control of pests, diseases and weeds must contain mainly the following measures: a) the expansion and generalization of cultivars of varieties and hybrids resistant to the attack of pests and diseases; b) the generalization of the treatment of seeds and propagating material for all crops; c) respect for crop rotation, within the framework of the organization of single asolaments d) uniform administration and balanced ratio of natural and chemical fertilizers; e) the execution of agro-technical works in conditions to ensure the destruction of vegetal debris in the soil, the reduction of the sources of pathogens and pests, the creation of optimal conditions for the growth and development f) ensuring optimal density of crops, in order to obtain a proper efficiency of the control treatments; g) the extension of physical and biological methods to combat, by using irradiation, hormonal products, microbiological preparations and other such means; h) limiting the use of chemicals and excluding those harmful to humans or which could have negative effects on the environment and biological balance in nature, by accumulating residues in the soil, in agri-food products and in the human body; i) perfecting and generalizing systems to forecast attacks and warning treatments against pests and diseases, as well as weed carting, in order to rationalize strict and reduce the number of treatments chemical, increase their efficiency. Under the integrated system for the prevention and control of pests, diseases and weeds, chemical treatments will be applied in particular during periods prior to the occurrence of fruits and other parts of plants, used in human nutrition or in animal feed. The application of insecticide treatments in plantations and crops, during the period of flowering, will be made in conditions that fully ensure the protection of bees, by using selective, harmless products for them, preventing early beekeepers on the treatments that will apply other such measures. + Article 4 In order to permanently increase the economic efficiency of the actions of protection of cultivated plants and forests, in the entire activity of scientific research, production and use of means of control will be pursued: a) the development of research on the biology of pests, pathogens and weeds, in order to create effective biological preparations, to improve the technologies for their production and use, as well as to reduce the number of chemical treatments in protective actions; b) the realization of certain types of pesticides with high efficacy and low consumption of raw materials and energy, which can be transported, handled and applied in the most economical conditions; c) the expansion of pesticides concurrently with sowing, application of fertilizers, irrigation, maintenance of crops and other agro-technical works, in order to reduce soil subsidence and crop ironing, decrease of fuel consumption and lubricants, the saving of labor; d) the provision of multifunctional equipment, allowing to carry out a wide range of agricultural works, including plant protection. + Article 5 For the application in the best conditions of means of preventing and combating pests, diseases and weeds, the Ministry of Agriculture and Food Industry and the Ministry of Forestry will take measures to develop the integrated system preventing and combating and perfecting plant protection technologies. Also, together with the Ministry of Education and Education with the Ministry of Health and other central bodies interested, will organize the study of the effects of retinal, ceding and remanence of pesticides in soil, plants and human and animal body, in to prevent any negative consequences arising from the circuit of these substances in nature. + Article 6 The Ministry of Chemical Industry together with the Ministry of Health, the Ministry of Agriculture and Food Industry and the Ministry of Forestry will establish research programs in order to achieve effective biological and chemical means, devoid of harmfulness and reduced remanence in soil, food and feed, falling within the maximum allowable limits established according to the law. For the introduction into practice of new pesticide assortments, the collaboration between biological and technological research will be added, from the laboratory phase of product development, so that the various secondary phenomena can be known in advance which may arise in their manufacture and application. Biological research will attach particular importance to residues-related problems, by systematically organizing soil and agricultural crop analyses and establishing the most effective methods and products for reducing them within the limits. Dangerous. + Article 7 The Ministry of Agriculture and Food Industry and the Ministry of Forestry together the Ministry of Education and Education will take measures to prepare the higher and medium frameworks necessary for the cultivated plant protection actions and forests. The Academy of Agricultural and Forestry Sciences will ensure the operative information of specialists working on the protection of cultivated plants and forests on the results of scientific research in this field, of new products, methods, appliances, machinery, machinery and technologies for the control of pests, diseases and weeds, introduced in agricultural and forestry production. + Chapter 2 Protection of cultivated plants, pastures and finesse + Section I Plant protection cultivated + Article 8 In order to permanently increase agricultural production, avoid losses and to ensure the proper quality of agri-food products, state and cooperative agricultural units, other public organizations, other legal entities, as well as all citizens of land and crops, they are obliged to apply the measures to detect, prevent and combat pests, diseases and weeds on agricultural land and crops, in accordance with the provisions of this Law and according to the action programmes developed. Technical norms for ensuring the hygiene of crops of any kind, as well as pastures and finesse, mandatory for socialist agricultural units, for all specialists and other workers in agriculture, as well as for all land and crop holders, are those set out in Annex no. 1. + Article 9 The prevention and control of pests, diseases and weeds in the state and cooperative agricultural units is carried out in a unitary manner, for all crops, according to the actions programs made up within each single agro-industrial state council and cooperatist, based on the warnings transmitted by the county plant protection bodies. In every socialist agricultural unit within the single councils the responsibility for the proper application of all treatments to prevent and combat pests, diseases and weeds lies with the chief engineer of the unit. + Article 10 In order to prevent losses caused by pests, diseases and weeds, specialists from each agricultural unit will follow the application on time and in appropriate conditions of all agrophytootechnical works provided in technologies and will supervise permanently land and crops, to detect attacks and apply the necessary treatments. The management of the state and cooperative agricultural units will take measures to ensure an appropriate number of workers for the control works, who will be trained, before the start of the actions, from the point of view of compliance technologies for the application of treatments and labour protection. + Article 11 The county plant protection bodies are obliged to ensure the full and unitary execution of the actions contained in the programs to prevent and combat pests, diseases and weeds, aiming for these actions to be carried out in a manner coordinated, on geographical areas, both in state and cooperative units, and in households; at the same time, they will provide technical assistance in the application of treatments, will follow and control the realization and efficiency of prevention measures and combat. Also, the county plant protection bodies will ensure, through their own centers and bands, technical assistance and support to producers with individual households in non-cooperative localities, as well as households, in the application of prevention and control treatments. In order to perform at a corresponding technical level of special works to combat pests, diseases and weeds in individual households in non-cooperative localities, as well as in households, county bodies of plant protection will organize specialized teams; the works will be executed on the basis of contracts concluded with the holders of crops and land. + Article 12 Measures to prevent and combat pests, diseases and weeds will be applied differentiated, depending on the structure of the crops and their share in the production of each agricultural unit. In the actions of protection of cereal crops and technical plants will be considered, in particular, the measures of conditioning, selection and treatment of seeds, of decuscutation of trifolienes, of destruction, by physical or mechanical path, of Quarantine weed outbreaks, as well as control, with specific means of pests and diseases that pose the greatest danger to every culture. In horticulture will be used exclusively healthy propagating material, sourced from disinfected and disinsectized nurseries, greenhouses and seedlings; also, specific hygiene and control treatments and measures will be carried out, at optimal time. -the destruction of the nests of caterpillars, lichens and muscles, the cutting of dryness, drajons, the replacement of trees and plants of dry culture, the collection of mummified fruits or attacked by diseases or pests, the control of the hand to the vine, potatoes and tomatoes and other such works. + Article 13 Prevention and control of pests, diseases and weeds in the health protection perimeters of water sources and central drinking water supply facilities, on the state reserve land, in the areas set up for rest and recreation, in parks and green spaces, as well as in public utility alignments, ensure the specialized plant protection units of the county folk councils and the city of Bucharest, with the prior consent of the county health bodies and as the case may be, of the local water management bodies. + Article 14 If the owners of agricultural land or crops do not execute in time useful the mandatory works, provided in this law, to prevent and combat pests, diseases and weeds, they will be able to be carried out through care to the protection of cultivated plants, and the holders will be obliged to pay all the material used and the benefits carried out, particularly the sanctions that will be applied to them according to the law. + Article 15 The executive committees of the county folk councils and the city of Bucharest, through their specialized bodies, organize and respond to the application of all measures to prevent and combat pests, diseases and weeds in the state and cooperative agricultural and households, according to established programs. For the purposes of unitary and appropriate application throughout the territory of the protection measures, the executive committees shall organise, according to the law, cultivated plant protection units under the general directions for agriculture and food industry. + Article 16 The Ministry of Agriculture and Food Industry organizes, directs, controls and responds to actions to prevent and combat pests, diseases and weeds in cultivated plants. For this purpose: a) establishes the programs of actions for the protection of plants grown throughout the country and pursues the insurance with pesticides, equipment, machinery, materials and financial means for their realization; approves the unit programs of actions prepared by the county plant protection bodies; controls and responds to the application of the measures from the established programmes; b) ensure the unitary application of phytosanitary quarantine measures; c) keep track of the appearance of pests, diseases and weeds in cultivated plants; draw up the information and forecasts and issue the warnings in relation to them; d) control the activity of the cultivated plant protection organs; e) prepares, together with the Academy of Agricultural and Forestry Sciences, unitary scientific research programs in order to carry out all measures to prevent the development and generalization of the integrated system to combat, eliminate parallelisms and proper coordination of research activity; f) establishes the needs of specialized personnel with superior training from the plant protection units cultivated and keeps records of this personnel; it endorses the classification, transfer or disposal of its employment contracts and takes measures to improve vocational training in this field; g) is responsible for the approval of pesticides and the approval of appliances, machinery and machinery used in the protection of cultivated plants and aims to improve their quality; h) establishes the need for pesticides, tools, appliances and machines used in the protection of cultivated plants, aims to increase the operativeness in the supply and improve the conditions of storage, transport, preservation and distribution of them; the supply of socialist units and individuals with these products and equipment is made, as the case may be, by the Ministry of Agriculture and Food Industry, the Central Union of Cooperatives of Production, Procurement and Sale of Goods and Ministry of Interior; i) lay down technical rules for the use of pesticide products and plant protection equipment; j) organize and ensure, through specialized laboratories, the quality control of pesticides, as well as their residues in soil, food and feed; periodically analyze the results obtained and take appropriate measures to remove deficiencies found; k) organize together with the Academy of Agricultural and Forestry Sciences, experimental lots to establish the economic efficiency of actions to prevent and combat the main pests, diseases and weeds of cultivated plants; l) organize the popularization of cultivated plant protection actions, according to the legal provisions. + Article 17 In order to prevent the attack of pests and diseases, the timely application of measures to combat them of the implementation of control programs, state and cooperative agricultural units, plant protection units, commercial establishments state and cooperatives that unwrap pesticides and plants for the protection of cultivated plants will ensure the quantities of materials necessary to carry out these actions, including small capacity equipment, portable and carriageway, as well as pesticides in small packaging for households. + Section II Protection of pastures and finesse + Article 18 In order to prevent losses caused by pests, diseases and weeds, as well as to avoid the danger of spreading, in agricultural, forestry and forest crops, pests and pathogens that can form outbreaks of accumulation and permanetisation on land with pastures and finesse, the holders of these lands will execute on time and in appropriate conditions all the agro-technical and maintenance work provided in the technologies. Also, holders of pastures and finesse are obliged to ensure their permanent supervision for the detection of any outbreaks of pests and pathogens and to execute the prevention and control works according to the indications given by plant protection organs and forestry organs. The Ministry of Agriculture and Food Industry directs, controls and responds to the organization of all actions to detect, prevent and combat pests and diseases on pastures and finesse belonging to popular councils and establishments Socialist farming. The Ministry of Forestry directs, controls and responds to the organization of these actions on pastures and finesse in mountain areas and forest perimeter in the other areas. + Article 19 Measures to prevent and combat pests, diseases and weeds, as well as the cleaning of pastures and finesse will be carried out with pesticides and other means to ensure the protection of the useful flora and fauna, as well as health. animals. With the execution of the treatments to combat pastures and finesse, the lands will be visibly marked with warning panels and the other necessary measures will be taken to stop grazing or fine consumption throughout the break time. established for each pesticide. + Article 20 The responsibility for the proper application of all measures to prevent and combat pests, diseases and weeds on pastures and finesse lies with the driver of their holding unit. + Article 21 County cultivated plant protection organs and forestry organs will provide support to grassland holders and finesse in pesticide insurance, means of application and technical assistance in the execution of treatments, will follow and control. the achievement and effectiveness of prevention and control measures. + Chapter 3 Forest protection + Article 22 In order to properly manage the forest fund, ensure the hygiene of the forests and protect them against pests and diseases, forest units and other forest keepers and land with forest vegetation have the obligation to apply in precisely the measures to detect, prevent and combat pests and diseases, according to the provisions of this law and to the established action programs. Technical rules for ensuring the state of hygiene of forests-including forest crops-, mandatory for forest units, for all forest and forest crop holders, as well as for all specialists and workers in Forestry, are those set out in Annex no. 2. + Article 23 The prevention and control of pests and diseases in forests and forest crops is carried out in a unitary manner, according to the action programs established within each forestry unit, based on the detection and forecast works. In order to ensure the proper efficiency of the protection measures, the action programs will necessarily ensure the correlation of the treatments that are carried out in forests with those that apply to agricultural crops, as well as pastures and finesse. For the proper application of the treatments for the prevention and control of pests and diseases, the liability lies with the driver of each forestry unit or, as the case may be, of each land holding unit with forest vegetation. + Article 24 In the framework of forest protection measures, actions to combat in areas strongly attacked by pests will mainly be carried out and the execution of all hygiene actions will be ensured-the removal of dry, drying trees, downed. or that are attacked by diseases and pests, the total peeling of cut or downed trees and trees and the like-both in forest perimeters and outside the forest fund. Measures to prevent and combat pests and diseases shall apply differentiated, depending on the nature and intensity of the attack and the characteristics of each individual forest. + Article 25 Actions to prevent and combat pests and diseases in forest crops and forests managed by county forest inspectorates are executed through the units of the Ministry of Forestry. In the case of forests and land with forest vegetation under the administration of municipalities, towns and communes or held by other legal entities, the prevention and control actions shall be carried out by the holders, with their own means or by contracts concluded with the county forestry inspectorates. + Article 26 In order to prevent damages caused by pests and diseases, as well as the danger of permanentization and the extension of some outbreaks of them, the county forest inspectorates will execute the necessary treatments on land with forest vegetation belonging to other holders, if they do not make them on time and in appropriate conditions; the expenses incurred by the execution of the works will be borne in full by the land holders, particularly the sanctions that will be applied to them according to Law. + Article 27 The Ministry of Forestry directs, controls and responds to the organization of all actions to detect, prevent and combat pests and diseases of forest vegetation. For this purpose: a) control the phytosanitary state of the forests, draw up the information, forecasts and issue warnings in relation to the occurrence of pests and diseases of forest vegetation; b) take measures for the application by forestry units and other land holders with forest vegetation of the technologies established for the prevention and control of pests and diseases; c) responds to the execution in good conditions of works to ensure the phytosanitary condition of all forests and crops in the forest perimeter and outside it; d) analyze and approve the technical-financial documentation prepared by the county inspectorates, in connection with the protection of forests. On their basis, it establishes annually the plan of forest protection works and provides the financial means, pesticides, machinery and equipment necessary for the realization of these works by the forestry units; e) ensure the application of phytosanitary quarantine measures in the forestry sector; f) establishes the needs of the specialized personnel for the protection of forests from the forestry units and keeps its record; it endorses the classification, transfer or disposal of the employment contracts of this staff and takes measures for improving professional training in this field; g) prepares, together with the Academy of Agricultural and Forestry Sciences, scientific research programs, in order to carry out all the measures of prevention, development and improvement of integrated control programs; h) ensure the introduction into production of research results in the field of forest protection and forestry; i) prepare and submit for approval the documentation for the approval of pesticides and the approval of the appliances, machinery and machinery used in the protection of forests and forest crops and aims to improve their quality; j) establish technical rules for the use of pesticide products in forest protection works and forest crops; k) organizes the popularization of forest and forest crop protection actions. + Chapter 4 Plant health quarantine + Article 28 To prevent the spread of pests, diseases and weeds, which constitute a danger to cultivated plants and forests, in order to liquidate their outbreaks, as well as to prevent or stop the introduction into the country of pests, dangerous diseases and weeds, the phytosanitary quarantine regime is established. The organization and functioning of the phytosanitary quarantine regime are established by decree of the State Council. The Ministry of Agriculture and Food Industry and the Ministry of Forestry are responsible for the firm application of phytosanitary quarantine measures. The committees and executive offices of the folk councils and the bodies of the Ministry of Interior are obliged to support the phytosanitary quarantine bodies in carrying out their duties + Article 29 The establishment and operation of fruit, vine, dendrological, forestry, vegetable, vegetable, vegetable, and experimental fields and fruit, dendrological and forestry collections are allowed only on the basis of the authorization issued. by the bodies of the Ministry of Agriculture and Food Industry and, as the case may be, the Ministry of Forestry. Circulation, disposal and use of products from propagation crops subject to the phytosanitary quarantine regime are admitted only on the basis of the authorization issued to the holder of the crop by the bodies empowered by the Ministry of Agriculture and The Food Industry and, as the case may be, the Ministry of Forestry. + Article 30 Manufacturers or holders, in any form, of biological material of propagation of agricultural and forestry plants are obliged to apply all measures to prevent and combat pests, diseases and quarantine weeds, indicated by the bodies phytosanitary quarantine. If manufacturers or holders have not applied the prevention and control measures or have applied them improperly and the presence of quarantine pests, diseases and weeds is found, these measures will be applied by the bodies of plant protection, at the expense of producers or keepers. + Article 31 Plants, parts of plants, seeds, fruit and any other agricultural and forestry products, including those treated physically or chemically, which are subject to import, export or transit through the territory of the country, and the means of transport They are subject to phytosanitary control. + Article 32 Socialist organizations, other legal entities and natural persons importing products of plant origin are obliged to obtain from phytosanitary quarantine bodies an import authorization, stating the conditions phytosanitary in which importation is admitted. Foreign trade enterprises will ensure that clauses are included in the import contracts providing that the products of plant origin to be imported will correspond to the phytosanitary quarantine rules applicable in the Republic of Socialist Romania. + Article 33 Socialist organizations, other legal entities and individuals are obliged to declare to the customs control bodies the products of unprocessed plant origin, when entering their country. + Article 34 Socialist organizations, other legal entities and individuals who export products of plant origin are obliged to obtain from phytosanitary quarantine bodies phytosanitary certificates of international type, in compliance with the conditions put by importing countries. + Article 35 Commercial organizations and individuals who unwrap products of plant origin are obliged to comply with the measures indicated by the phytosanitary quarantine bodies. + Chapter 5 Pesticide regime + Article 36 Only pesticides authorized by the organs and under the conditions provided by law can be produced, delivered, marketed and used. Pesticides that are used in the actions of prevention and control of pests, diseases and weeds are established annually by the national single economic-social development plan. In exceptional cases other pesticides may be used, under the conditions and with the approval of the bodies provided by law. + Article 37 By pesticides, for the purposes of this Law, any substance or mixture of substances, including their mixtures with ingredients, intended for use in agriculture, forestry, storage facilities, and other activities, shall be understood. the purpose of preventing, diminishing, removing or destroying pests, phytopathogenic agents, weeds and other animal or plant life, including viruses, harmful to domestic or useful plants and animals, insects and rodent-bearing rodents transmissible to humans, as well as products for the adjustment of defoliation plants or their desiccation. + Article 38 After the degree of toxicity, pesticides are classified into four groups, according to the rules approved by decree of the State Council. Nominal classification of pesticides in the groups provided in par. 1 is done by the Ministry of Health. + Section I Production of pesticides + Article 39 The production of pesticides is carried out within the integrated system of prevention and control of pests, diseases and weeds and must provide the necessary chemical and biological products for the protection of cultivated plants and forests. + Article 40 The Ministry of Chemical Industry will take measures to produce high efficacy pesticide assortments, with low consumption of raw materials and energy, free of nocivity and reduced remanence in soil, food and feed, to be reduced. within the maximum allowable limits established according to the law. The Ministry of Chemical Industry will also take measures to produce pesticides with the wider spectrum of action and ensure, based on the results of scientific research and the needs of agricultural and forestry production, the typing of pesticides. + Article 41 Socialist units that produce pesticides respond, according to the law, to ensuring the qualitative parameters of the products provided for in the permits. The Ministry of Agriculture and Food Industry executes, through specialized laboratories, the quality control of pesticides at the manufacturing units and any other holding units. Pesticide-producing units are obliged to cover the damage caused to agricultural and forestry units by delivering inadequate quality products. + Article 42 In order to maintain the quality of pesticides and avoid any risks of accidents, poisoning and illness, socialist units that produce pesticides are obliged to draw up for each product, with the opinion of the Ministry of Health and Ministry of Agriculture and Food Industry, characteristic technical norms of transport, storage, handling and use. Socialist units that produce, prepare or condition pesticides are obliged to deliver these products in typified packaging, made of suitable materials, in relation to the degree of toxicity and flammability. Also, the pesticide-producing units will indicate the shelf life for each product; after the expiry of this term, pesticides will only be able to be used with the given opinion, based on laboratory analyses, by specialized bodies of the Ministry of Agriculture and Food Industry. + Article 43 In order to achieve and introduce in agricultural and forestry practice new assortments of pesticides, the producing units will collaborate permanently with the relevant research institutes and agricultural and forestry units, following the effectiveness, the efficiency and effects of new pesticides under production conditions. + Section II Use of pesticides + Article 44 With a view to the rational and efficient use of pesticides, to ensure the proper quality of agri-food products, to preserve soil quality and to protect the environment, as well as to eliminate any possibilities for the production of accidents, intoxications and illnesses, agricultural and forestry units, other categories of producers or holders of land and crops are required to strictly comply with the technical rules of use, storage, transport and manipulation of pesticides, elaborated according to the law. Agricultural and forestry units that carry out pesticide treatments are obliged to notify in advance the fish and water management units, as well as beekeepers, regarding the periods of application of treatments in the respective areas and to the type of pesticides used. + Article 45 In the protective actions of cultivated plants and forests can only be used pesticides whose application ensures the classification within the maximum allowable limits of residues in food and feed, established according to the law. It is forbidden to put into public consumption or the delivery to food industrialization of agri-food products containing pesticide residues exceeding the maximum allowable limits. The control body which has found to exceed the maximum permissible limits on a food product has the obligation to notify the manufacturing or holding unit, as the case may be, in order to remedy the deficiencies in the application of the pesticide treatments. + Article 46 Socialist units can carry out activities with pesticides from the toxicity groups I and II only on the basis of the sanitary authorization issued for this purpose by the county anti-epidemic health center or Bucharest municipality. For the units of the Ministry of National Defence and the Ministry of Interior, the permits are issued by the anti-epidemic health bodies subordinated to these ministries. Authorized units are required to register according to the law. It is forbidden to work or use, for the activity with pesticides in groups I and II of toxicity, young people under 18, pregnant and lactating women, as well as people who have conditions established by Health Ministry. + Article 49 Pesticide treatments in individual households and in public places can be carried out only with products authorized, for this purpose, by the Ministry of Health. Treatments with pesticides in groups I and II of toxicity can be carried out, in individual households, only outside living spaces, by special teams, belonging to socialist organizations authorized to carry out activities with pesticides. + Article 50 Control of compliance with the legal provisions on the pesticide regime is executed by the Ministry of Interior, Ministry of Health, Ministry of Labour, Ministry of Agriculture and Food Industry, Ministry of Forestry, Ministry of Industry Chemical, the National Council for Environmental Protection and the National Water Council, according to their duties. Also, the ministries, other bodies and central organizations, as well as the executive committees and offices of the popular councils, are obliged to execute direct control on the activity with pesticides in their subordinate units. In the units subordinated to the Ministry of National Defence and the Ministry of Interior the control is executed by their specialized bodies. + Article 51 The Ministry of Health and the Ministry of Agriculture and Food Industry will propose, every two years, updating the list with the maximum allowable limits of pesticide residues in food. At the same time, the Ministry of Agriculture and Food Industry will propose updating the list with the maximum allowable limits of pesticide residues in feed, taking into account the maximum allowable limits for food of animal origin. The lists covering the maximum allowable limits of pesticide residues in food and feed are approved under the conditions provided by law. + Article 52 How to authorise pesticides and to ensure their quality, registration of establishments authorised to carry out activities with pesticides and the system of records used in these activities, packaging, labelling, storage, transport and the marketing of pesticides, as well as decontamination measures, are regulated by decree of the State Council. Also, by decree of the Council of State are regulated the responsibilities and sanctions for violating the legal norms on the protection of cultivated plants, pastures, finesse and forests, as well as the pesticide regime. + Chapter 6 Common and final provisions + Article 53 The Ministry of Chemical Industry will ensure the quantities of pesticides-including those in the category of biological products-for actions to prevent and combat pests, diseases and weeds, according to the need established together with the Ministry Agriculture and Food Industry, Ministry of Forestry and other ministries and central bodies interested and enrolled in the plan. The Ministry of Machine Construction Industry will ensure the production of equipment to prevent and combat pests, diseases and weeds, as well as spare parts, according to the nomenclature drawn up by mutual agreement with the Ministry Agriculture and Food Industry, Ministry of Forestry and other ministries and central bodies concerned. The Ministry of Agriculture and Food Industry, the Ministry of Forestry and the other ministries and central bodies to which, according to the law, they return tasks in the protection activity of cultivated plants and forests will organize the revision and the repair of appliances and machines used in these actions, as well as the supply of the necessary spare parts, for the purpose of maintaining them at all times of operation. + Article 54 To prevent and combat attacks of pests and diseases, accidental and calamitous, the Ministry of Agriculture and Food Industry, the Ministry of Forestry and the other ministries and central bodies concerned will constitute Buffer stocks of materials, pesticides and equipment, according to the legal norms in force. + Article 55 The expenses for actions to prevent and combat pests, diseases and weeds shall be borne by agricultural and forestry units and other categories of producers or land holders, under the conditions established by decree of the The State Council. + Article 56 The governing boards of the ministries, the other central bodies, the executive committees of the county folk councils and the city of Bucharest, the councils of the working people of the plants, enterprises and other socialist units, as well as the management boards of the cooperative agricultural units, are obliged to take measures for the knowledge and strict application of the provisions of this law, to strengthen the order and discipline at each workplace, to prevent any accidents work or technical. The collective management bodies referred to in par. 1 are obliged to provide: a) the organization of thorough knowledge of the provisions of the law by all personnel in whose duties they enter actions of protection of cultivated plants and forests or activities regarding the production, transport, storage and administration pesticides; b) the debate on the provisions of the law in assemblies of working people organized by production sectors or other work compartments; c) organization of popularization of the provisions of the law by display at work or other means of information; d) thorough training of the working personnel in relation to their duties, obligations and responsibilities in order to strengthen order and discipline, to carry out the entire activity in full safety and in compliance with the work approved. After studying and appropriating the provisions of the law, workers, maisters, technicians, engineers, all those who work or conduct activities of protection of cultivated plants and forests, of production, transport, storage and administration of pesticides they are obliged to sign up to the knowledge of the regulations contained in this law and respond to the fulfilment of their obligations. + Article 57 The governing boards of the ministries, the other central bodies, the executive committees of the county folk councils and the city of Bucharest, the councils of the working people of the plants, enterprises and other socialist units, as well as the management boards of the cooperative agricultural units are obliged to control the way in which the knowledge of the provisions of the law was ensured by the entire working staff, its regular training and they respond directly to the taking all necessary measures for the implementation of the law. The organs of the Ministry of Interior, the prosecutor's office and the judiciary have the obligation to ensure, through direct participation, the necessary support of socialist units in the activity of knowledge and popularization of the law and to pursue strict compliance its provisions, taking measures to prevent and combat the farm of any violations of the provisions of this law. + Article 58 The Ministry of Agriculture and Food Industry and the Ministry of Forestry will take measures to popularize the citizens of knowledge on the protection of cultivated plants and forests, and together with the Ministry of Health will ensure the production of educational films and the development of other diversified education materials, the use of media, radio and television broadcasts in order to prevent risks of intoxication with pesticides and the appropriation of first aid measures. Ministries provided in par. 1 together with the Ministry of Education and Education will organize the development of teaching materials regarding pesticides and will take measures for their knowledge by students and students. In organizing and carrying out actions to prevent and combat pests, diseases and weeds and actions to popularize knowledge on the protection of cultivated plants and forests, agricultural and forestry organs to which they return, according to the law, tasks in this field will work with the organizations of the Association of Bees Creators, the General Association of Winners and Sports Fishers, the nature protection associations, as well as the pioneer organizations and the youth. + Article 59 On the date of entry into force of this Law, any contrary provisions shall be repealed. + Article 60 Annexes no. 1 and 2 are an integral part of this law. + Annex 1 TECHNICAL RULES to ensure the hygiene of crops, pastures and finesse 1. The control works will be carried out with equipment and machinery corresponding to the parameters registered in the technical sheet of exploitation, to avoid diminishing or exceeding the doses of pesticides, wasting them, environmental pollution and injury manipulative workers. + Annex 2 TECHNICAL RULES to ensure the hygiene of forests 1.
