In line with the party's policy and state of economic and social development of the country, production and delivery prices as well as tariffs for services rendered to socialist units must express real efforts and the results of the activity of enterprises and plants, to contribute to the strengthening of their economic management, to the management with maximum efficiency of material and money means. Starting from changes in production costs, especially in the extractive industry, from the sharp increase in foreign prices to imported raw materials and materials and to produce an appropriate ratio between the branches and underarms of the national economy, as well as the cost-effectiveness of all economic activities, it is necessary to update and improve the correlation of production and delivery prices throughout the economy, as well as tariffs for services rendered to socialist units. At the same time, the consistent application of the principle of self-management and self-financing in the activity of economic and social units, the strengthening of working-class self-driving, the increase of efficiency and the profitability of all branches and subramuses national, require that the action of updating and improving the correlation of prices and tariffs be carried out concurrently with the additional reduction of material expenses, the superior valorisation of all resources, following that the new prices should have at the base only the costs of production normed, strictly necessary. To this end it is necessary that all units take measures to reduce production and circulation expenses, by increasing the processing and use of raw materials and materials, the modernization of products and technologies, harnessing all reusable resources, increasing labor productivity, optimizing the production structure and increasing efficiency in foreign trade activity. The increase in production and delivery prices, tariffs for services rendered to socialist units, as well as contracting and acquisition prices in agriculture, will not change, in 1981, the retail prices of goods, as well as tariffs for services rendered to the population, the resulting differences are borne by the state budget. Starting with 1982, the reflection in retail prices and tariffs for services rendered to the population of updated prices and tariffs will be made, staggered, within the index provided for the five-year future, correlated with Planned increase in population incomes. In order to improve the prices of production and delivery, the prices of contracting and acquisition in agriculture, the tariffs for services rendered to socialist units, as well as for the additional reduction of production costs, The Great National Assembly of the Socialist Republic of Romania adopts this law: + Article 1 Starting with January 1, 1981, there are introduced, throughout the economy, production and delivery prices in the industry, production prices, contracting and purchasing in agriculture, deviz prices in construction, as well as tariffs for transport of goods and other services rendered to socialist units, updated and correlated on economic principles. The updating of prices and tariffs will ensure more appropriate relations between branches and subramines, as well as the firm application of the principles of self-management and self-financing in the activity of all units. The updated prices and tariffs will be determined in relation to the actual production costs, given the maximum reduction of the consumption of raw materials, materials, energy and fuels and taking into account the changes in prices external materials and import materials. To compensate, as much as possible, the effect of increasing production and delivery prices in raw materials, energy, fuels, intermediate products, as well as tariffs for some services rendered to socialist units, reduction of the production and circulation expenses provided for the period 1981-1985 are supplemented annually, so that a saving of 40 billion lei is achieved at the level of 1985. + Article 2 Establishment of production and delivery prices in industry, production prices, contracting and acquisition in agriculture, deviz prices in construction, as well as tariffs for shipments of goods and other services rendered Socialist units shall be made under the conditions laid down by decree of the State Council. + Article 3 Retail prices and tariffs for services rendered to the population, in force on 31 December 1980, remain unchanged, and the differences that come, in 1981, from the increase in prices and updated tariffs, are covered by the state budget. The increase in retail prices and tariffs for services rendered to the population will be staggered, starting with 1982, within the index of increasing retail prices and tariffs for services rendered to the population of 6-8%, provided for the following five-year plan, correlated with the planned increase in population incomes. + Article 4 The entire update and correlation action on economic principles of prices and tariffs will take place under the direct leadership and guidance of the government. The Council of Ministers is responsible for the classification of new prices and tariffs in approved indices, the observance of the principles and criteria underlying this action, as well as the increased reduction of production and circulation expenses according to this law + Article 5 The Council of Ministers will take measures for ministries, other central and local bodies, plants and businesses to reduce the costs of total and material production, by redesigning products, adopting modern and efficient new technologies, improving the structure and quality of production, increasing the valorisation of raw materials, the use of reusable materials, the substantial reduction of material and energy consumptions, the full use of production capacities, of machinery and means of transport, the rational use of force of work and more increased labor productivity, diminishing indirect expenses. In agriculture will be acted to fulfill and exceed the planned productions, by carrying out on time and in good conditions all agricultural works, the efficient use of agricultural machinery and machinery, irrigation systems, fertilizers, to reduce the production expenses of the state and cooperative agricultural units. + Article 6 The action to update prices and tariffs will be carried out according to the following principles: a) the correlation of prices, in relation to the normal production costs and the external prices of import, ensuring appropriate value for the domestic economy; b) profitability of all products and activities, mainly due to the reduction of production expenses, especially materials; the pricing will be based on the planned costs critically analyzed, so that they reflect only strictly necessary expenditure; c) strengthening the economic and financial self-management of all units, the proper functioning of the new economic and financial mechanism; d) improving price correlations on the scale of the use of products and stimulating, by price, the lifting of the quality of products, the superior valorisation of raw materials and materials, the use of reusable materials, increasing the efficiency of exports and all external trade activities; e) the establishment of single prices for products important for the economy, manufactured by units subordinated to several ministries or central and local bodies; f) maintaining, as a rule, at the current level, the prices of the products in the final branches, except for those to which they are found to be decoded to other products or to which the influence of the increase in the cost of raw materials, fuels, energy can be supported in the framework of the profitability in force; g) the maximum efficient use of all means of transport, the optimisation of transport and the increase in the use of vehicles; h) the use of new technologies and constructive solutions, the reduction of material consumption and the increase of labor productivity in construction works. No updated prices will be established on products removed from manufacturing through typing works or through the plan. + Article 7 The Council of Ministers will organize, control and track the action of updating and improving the correlation, on economic principles, of prices and tariffs in economy and will report to the Great National Assembly and the State Council on how to application of the provisions of this Law.
