Law No. 10 of 25 June 1973 (republished) concerning the problems of the Councils ISSUING NATIONAL popular ASSEMBLY and published in OFFICIAL GAZETTE No. 106 of 11 December 1979, the measures adopted by the 10th Congress of the Communist Party had as a result increasing the scope and responsibility of the popular councils in all areas of social and economic activity, thereby raising the role of the local organs of State power and administration in economic and social life of the country.
Starting from the need for uniform guidance and on democratic bases of complex activity of organs of power and local State administration, National Conference of the Communist Party in July 1972, she decided to set up an organ for the popular councils.
For realization of this judgment, the National Assembly of the Socialist Republic of Romania adopts this law.


Chapter 1 GENERAL PROVISIONS article 1 shall establish the Committee on Issues Popular Councils, organ of the party and the State, with deliberative nature, having the task to analyze and debate the major issues of economic and social development of counties, municipalities, cities and communes, to guide, direct and control, under the present law, the work of the popular councils and executive committees or their bureaux, in order to carry out the tasks delegated to them under the law and the decisions of the party and State.
The Popular Councils ensure realization Problems of party policy and status in the areas of planning and ordering of urban and rural settlements, housing management, communal housing, local industry, as well as in the field of local government.


Article 2 the Committee for Popular Councils consists of prime executive Vice Presidents of committees and councils popular Bucharest city, the Presidents of the permanent offices of the executive committees of the District Councils and the popular Bucharest, Presidents of committees or executive offices of the popular councils of municipalities, towns and municipalities, representatives of the working people from the subordinate units of the popular councils and other units as well as highly qualified specialists and rich experience in the fields of systematic communal, housing management, administration and other areas of the work of the Councils.


Article 3 the Committee for Popular Councils, as the organ of the party and State, it operates under the auspices of the Council of Ministers.
In matters relating to the work of local organs of State power, the Committee shall submit information and proposals to the Grand National Assembly or the Council of State; in matters relating to the work of local organs of State administration shall submit information and make proposals to the Council of Ministers.


Article 4 according to its competence as laid down by law, the Committee for Popular Councils adopt decisions and take action in order to solve problems in the field of popular councils and their executive committees or offices.
Together with ministries and other central organs concerned examines the issues that rise in the activity of local organs of State power and administration and the law establishes measures for resolving them.


Chapter 2 article 5 POWERS the Popular councils, Issues has the following main tasks: to analyse and debate), together with the section for systematization of social constructions and buildings within the Supreme Council of the economic and social development of Romania, the main forecasts developed by the territorial organs of Central and local State administration authorities and submit appropriate proposals;
  

b) examines and debates, together with the State Committee of Planning and other central organs concerned, the manner in which the projects of the five-year and annual plans in territorial ensure valuing, upper material resources, rational utilization of resources and the development of balanced job of economic and social activity of each county and Bucharest and make appropriate proposals to the Council of Ministers;
  

c), together with the State Committee of Planning and other central organs concerned, the stage of completion of the tasks of the plan for the local economy and determines appropriate measures in order to achieve them within and in good condition;
  

d) examines and debates, with the participation of the Central Commission of the party and the State and territory planning for urban and rural settlements, of projects, municipalities and cities: pursuing how to infaptuiesc the provisions of the national programme for systematic planning and urban and rural settlements; make proposals to the Council of Ministers in this field;
  

e) examines how the popular councils and their executive committees or offices deal with adincirea of Socialist democracy throughout their activity, improving the style and methods of work, as well as boosting citizens ' initiative of the masses in carrying out tasks that lie in front of the popular councils; adopt measures regarding the positive experience acquired in generalizing work of local bodies;
  

f) examines and debates the way local authorities of State power and Administration apply to decisions of the State party regarding the Organization and participation of the masses of citizens in solving State and public affairs; adopt measures in order to continue improving the work of the popular councils, committees or their executive offices and permanent commissions of the popular councils;
  

g) examines how how are applied laws, decrees, and decisions of the Council of Ministers of the local organs of State power and administration;
  

h) analyse and debate draft laws and other regulations of particular importance relating to its areas of activity and make proposals, as appropriate, to the Council of State and Council of Ministers;
  

(I) any other duties) meets or tasks set by the Communist Party Central Committee Roman, the Council of State and Council of Ministers.
  


Article 6 of the Executive Committee of the popular Councils organize and ensure compliance with the decisions of the Committee.
Executive Board meets as a body of the Committee, Councils the following main tasks: (a) directs the work of the Organization) in order to infaptuirii the provisions of the national programme for systematic planning and urban and rural settlements; give their consent or give consent, according to the law, town-planning documentation;
  

b) performs studies and proposals concerning the administrative-territorial division, assigning or changing the names of the administrative-territorial units; give consent to edit maps that contain elements of the administrative organization of the territory;
  

c) organizes and directs the work of elaboration of studies and proposals on the development of land, in line with their economic development and social and cultural;
  

d) make, in accordance with the provisions of the Constitution, the proposal the State Council or the Council of Ministers, where appropriate, the suspension or annulment of illegal decisions and decisions adopted by the organs of local State administration or power;
  

e) directs, grant assistance and controls with regard to:-planning and ordering of urban and rural settlements and construction authorisation;
-communal, administration, maintenance and modernization of housing, the State-run da housing construction development the State and personal property and selling housing from the State Fund;
-Organization and conduct of the business of design-build construction activities to be implemented by subordinate units of the popular councils;
-development and diversification of local industry production through harnessing materials and labour;
-the way in which the work is providing services and supplies;
-exercising civil authority, notary, tutelara and circulation of documents and authorizations for archiving documents organization and local bodies;
-Organization and carrying out of actions relating to the carrying out of works of public interest by contributing to the population, good management and the beautification of localities, making public security committees and the work of the Court;

f) shall draw up rules and normative binding law in the areas of systematic communal dwelling, household and local State administration;
  

g) supports and controls the work of committees and the executive offices of the popular councils for the conduct under the law of the preparatory work for the election;
  

h) establishes arrangements for local administration and simplification. rationalization of the State;
  

I direct the professional development activity) of the vocational training of the staff of the popular councils and organizes this activity for members of the subordinate units and your device;
  

j) organizes the work of collaboration and economic cooperation, scientific and technique with the former Soviet republics, in the field or activity; ensure the application of international conventions and agreements relating to its field of activity;
  


k) organizes the activity of the technical documentation and editing publications regarding specific issues of its activity areas.
  


Article 7 the Executive Office is responsible for the entire business in front of the Committee, to whom the Councils shall submit relevant account information.


Chapter 3 ORGANIZATION and OPERATION article 8 Committee on Issues Popular Councils shall be composed of a number of 75-85 members.
Component Popular Issues Committee of the Councils shall be approved by the Central Committee of the Communist Party, the Council of State and Council of Ministers.


Article 9 in the meetings of the Committee may be Popular Councils invited delegates of the State organs and public organizations interested in the times examining problems subject to debate, as well as other specialists.


Article 10 Committee on Issues Popular Councils operate in the presence of at least two thirds of the number of members and adopt decisions on the majority of at least half plus one of the total number of members composing it.


Article 11 the Committee on Issues popular Councils convened in plenum or twice a year or whenever the need arises, on the initiative of the Executive Office or at the request of at least one third of its members.
Proceedings of the plenary chaired by each rotation are by a President of the standing Bureau of the Executive Committee of the Council of the municipality or county people's Bucharest elected by the Committee from among its members.


Article 12 Committee for Popular Councils has in his leadership a President, a first Vice-President and Vice-Presidents.
The President and first Vice President shall be appointed by presidential decree and are members of the Council of Ministers.
The Vice-Chairmen shall be appointed by presidential decree.


Article 13 the President, Vice-President, Prime-Vice Presidents, as well as a number of members appointed by the Council of Ministers make up the Executive Committee of the Popular Councils.


Article 14 the President shall represent the Committee on problems of the Popular Councils in relations with other State bodies and other organizations in the country and in international relations.


Article 15 The enforcement Committee and of the Executive Bureau, as well as their own duties, the President shall issue, in accordance with the law, orders, instructions and other acts prescribed by law.


Article 16 under the auspices of the Executive Committee of the popular Councils are organized and function according to the law, economic and technical Council, Central Committee for designations, and other committees.


Article 17 For carrying out the tasks of the Committee for Popular Councils has a standing with the following organizational structure: a) the direction of the Organization and local administration;
  

b) direction of the communal dwelling household, household and local industry;
  

c) direction of systematization, design and construction;
  

d) secretarial and Administrative Service, legal, economical.
  

Organizational structure and work compartments on the maximum number of posts in the permanent Committee of the popular Councils are those set out in the annex. 1 and annex 4). 2 *), which form an integral part of this law.

Article 18 Committee on Issues Popular Councils has under its research and Design Institute for town-planning, housing and communal household and other units.


Article 19 Duties and rules of operation of the device and of the units referred to in article 1. 18 shall be determined by the Executive Committee of the Popular Councils, according to legal norms.


Chapter 4 FINAL PROVISIONS Article 20, Decree nr. 453/1969 on the Organization and functioning of the State Committee for economy and local administration, become law. 31/69, as amended, is repealed.
